Pursuant to Ordinance on Fees and Registration Fees No. 38/2001/PL-UBTVQH10 dated August 28, 2001;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 24/2006/NĐ-CP dated March 3, 2006 of the Government amending and supplementing some articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Implementing the opinion of the Deputy Prime Minister in Circular No. 2889/VPCP-QHQT dated May 5, 2010 of the Government Office regarding port charges for container ships calling at Vietnamese ports;
Based on the proposal of the Ministry of Transport in Circular No. 5101/BGTVT-TC dated July 28, 2010 regarding port charges for container ships calling at Vietnamese ports and Circular No. 6797/BGTVT-TC dated September 29, 2010 regarding comments on the draft Circular on maritime fees and charges, the Ministry of Finance issues guidelines for the collection of certain maritime fees for large tonnage vessels calling at Cai Mep - Thi Vai Port as follows:
Article 1. Applicability:
This Circular applies to international maritime cargo vessels with a gross tonnage of 50,000 GT or more calling at Cai Mep - Thi Vai Port.
Article 2. Collection rates for certain maritime fees:
Vessels carrying goods as specified in Article 1 of this Circular must pay certain maritime fees according to the following collection rates:
1/ Gross Tonnage Fee:
- Entering: 0.0192 USD/GT
- Departing: 0.0192 USD/GT
2/ Maritime Security Fee:
- Entering: 0.06 USD/GT
- Departing: 0.06 USD/GT

The minimum collection rate for one pilotage service is 200 USD.
Article 3. AAll maritime fee and charge collection rates, principles of maritime fee and charge collection, and other provisions not stipulated in this Circular shall continue to be implemented in accordance with Decision No. 98/2008/QĐ-BTC dated November 4, 2008 of the Minister of Finance promulgating regulations on maritime fees and charges and the schedule of maritime fee and charge collection rates.
Article 4. This Circular takes effect from January 1, 2011 to December 31, 2011. During its implementation, if there are any difficulties, units are requested to report to the Ministry of Finance for consideration and resolution./.
