Approving the Forestry Promotion Program from 1995 to 2000
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Ministry of Forestry (Letter No. 301/LS dated February 14, 1995) and the opinions of the following agencies: State Planning Commission (Letter No. 3625/UB-NLN dated November 29, 1994), Ministry of Finance (Letter No. 2372-TC/NLTL dated September 19, 1994), Ministry of Agriculture and Food Industry (Letter No. 59/KN-CV dated September 27, 1994), Ministry of Science, Technology and Environment (Letter No. 2640-MTg dated January 15, 1994) regarding the Forestry Promotion Program from 1995 to 2000;
DECISION:
Article 1. - Approves the Forestry Promotion Program from 1995 to 2000 consisting of the following eight programs:
1. The Agroforestry Program for Sloping Land Cultivation;
2. The Sustainable Cultivation Program on Degraded and Infertile Soils and Bare Hills;
3. The Program on Applying Advanced Technologies to Improve the Quality of Natural Forests and Plantations;
4. The Program on Selection and Transformation of Native Tree Species and Rare and Valuable Species;
5. The Program on Reforestation by the People in Plain and Coastal Areas;
6. The Program on Protection and Prevention of Forest Pests and Fires;
7. The Program on Improving the Quality of Non-Timber Forest Product Cultivation, Processing, and Production;
8. The Comprehensive Program on Training, Capacity Building, Technology Transfer, and Popularization of Forestry Promotion.
Article 2. - The sources of funds and expenditure, settlement, and final accounting for forestry promotion expenses must be carried out in accordance with the provisions of Government Decree No. 13-CP dated March 2, 1993 on agricultural extension work and Circular No. 2-LBTT dated August 2, 1993 issued by the Joint Ministries of Agriculture and Food Industry, Forestry, Fisheries, Finance, and the Government Personnel and Cadre Management Board.
Article 3. - The Ministry of Forestry is responsible for organizing and implementing the above eight forestry promotion programs; developing annual plans and researching the issuance of economic norms and support levels for forestry promotion activities to serve as a basis for annual budget allocation and settlement.
The State Planning Commission and the Ministry of Finance are responsible for balancing the budget and preparing annual forestry promotion funding plans to submit to the Government for approval.
Article 4. - This Decision takes effect from the date of signing.
The Minister of Forestry and the Chairpersons of the People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision. The Ministries of Agriculture and Food Industry, Finance, Fisheries, Science, Technology and Environment, the State Planning Commission, the Government Personnel and Cadre Management Board, and other relevant ministries and sectors shall cooperate with the Ministry of Forestry to implement this Decision./.
