THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decision No. 61/2000/QD-TTg dated June 5, 2000 of the Prime Minister on the establishment of the National Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control;

At the proposal of the Director of the Cadre and Civil Servant Department,

DECISION:

Article 1. Establish the Steering Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control under the Ministry of Home Affairs. Appoint the following officials to serve as members of the Steering Committee:

1. Deputy Minister Tran Anh Tuan - Chair;

2. Director of the Cadre and Civil Servant Organization Department - Vice Chair in charge;

3. Director of the Ministry's Office - Vice Chair;

4. Inspector General - Member;

5. Director of the Organization and Establishment Department - Member;

6. Director of the Civil Servant and Public Official Department - Member;

7. Director of the Salary Department - Member;

8. Director of the Legal Department - Member;

9. Director of the Local Administration Department - Member;

10. Director of the Non-Governmental Organizations Department - Member;

11. Director of the Cadre Training and Capacity Building Department - Member;

12. Director of the Consolidation Department - Member;

13. Director of the Youth Work Department - Member;

14. Editor-in-Chief of the State Organization Magazine - Member;

15. Director of the Information Center - Member;

16. Head of the Government Cryptographic Service Board - Member;

17. Head of the Central Steering Committee for Commendation and Reward - Member;

18. Head of the Government Religious Board - Member;

19. Director of the State Archives and Records Management Agency - Member;

20. Rector of the Hanoi College of Home Affairs - Member;

21. Chairman of the Federation of Labor Unions of the Ministry of Home Affairs - Member;

22. Secretary of the Communist Youth Union of the Ministry of Home Affairs - Member.

The Cadre and Civil Servant Organization Department of the Ministry of Home Affairs shall be the permanent unit of the Steering Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control under the Ministry of Home Affairs.

Article 2. Departments and units under the Ministry shall have the responsibility to establish and improve their own Steering Committees for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control to direct and organize the implementation of HIV/AIDS prevention and control and drug abuse and prostitution prevention and control activities within their units and report the results to the Ministry's leadership and the Ministry's Steering Committee as prescribed.

Article 3. Tasks of the Steering Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control under the Ministry of Home Affairs:

1. Develop plans and organize educational activities on HIV/AIDS prevention and control and drug abuse and prostitution prevention and control within the Ministry of Home Affairs.

2. Study and propose recommendations and suggestions on mechanisms, systems, and policies within the scope of the Ministry's functions and tasks to support HIV/AIDS prevention and control and drug abuse and prostitution prevention and control activities according to the Government's guidelines and plans and those of the National Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control.

3. Direct, guide, urge, inspect, and evaluate activities related to HIV/AIDS prevention and control and drug abuse and prostitution prevention and control at the Ministry's agencies and units.

4. Summarize and report to the Government, the National Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control, and relevant agencies (if required).

Article 4. The Steering Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control under the Ministry of Home Affairs may use the Ministry's seal during its operations.

The operating budget of the Steering Committee shall be allocated according to the general regulations of the State and supplemented from other sources (if available) in accordance with the law.

This Decision takes effect from the date of signature, replacing Decision No. 93/QD-BNV dated February 4, 2010 of the Ministry of Home Affairs establishing the Steering Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention and Control under the Ministry of Home Affairs.

Article 5. The Director of the Ministry's Office, the Director of the Cadre and Civil Servant Organization Department, the Heads of departments and units under the Ministry, and the officials named in Article 1 are responsible for implementing this Decision./.
