Article 1. Scope and Time of Organization

The National Technical Innovation Contest shall be organized every two years nationwide and at ministries, provinces, and centrally-administered cities.

Article 2. Participants and Fields of Competition

1. Participants in the competition are individuals and organizations from Vietnam both within and outside the country, foreign individuals and organizations residing and working in Vietnam, regardless of age, ethnicity, or profession, who have technical innovation solutions in the fields of competition that have been announced.

2. The fields of competition and rules for participation in the contest shall be announced by the Organizing Committee of the National Technical Innovation Contest.

Article 3. Implementation Organization

1. The Vietnam Association for Science and Technology shall take the lead and coordinate with the Ministry of Science and Technology, the General Confederation of Labor of Vietnam, and the Central Youth Union of Ho Chi Minh Communist Youth Movement to establish the Organizing Committee of the National Technical Innovation Contest.

2. The Organizing Committee of the National Technical Innovation Contest shall have the following responsibilities:

a) Directly organize the National Technical Innovation Contest nationwide;

b) Guide ministries, provinces, and centrally-administered cities, and relevant agencies and units to organize the Technical Innovation Contest at ministries, provinces, and centrally-administered cities.

3. Ministries, provinces, and centrally-administered cities shall organize the Technical Innovation Contest according to the guidelines of the Organizing Committee of the National Technical Innovation Contest based on specific conditions in their respective units, select outstanding technical innovation solutions to participate in the National Technical Innovation Contest.

Article 4. Sources of Funding for the Contest

1. The sources of funding for organizing the National Technical Innovation Contest nationwide include:

a) Financial support from the state budget allocated in the expenditure plan for science and technology activities of the Vietnam Association for Science and Technology;

b) Sponsorship funds and other legitimate financial resources raised from individuals, organizations, and businesses both domestically and internationally.

2. The sources of funding for organizing the Technical Innovation Contest at ministries, provinces, and centrally-administered cities include:

a) Financial support from the state budget allocated in the expenditure plan for science and technology activities of ministries, provinces, and centrally-administered cities.

b) Sponsorship funds and other legitimate financial resources raised from individuals, organizations, and businesses both domestically and internationally.

Article 5. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 6.Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Chairmen of provincial and centrally-administered city People's Committees, and Heads of agencies mentioned in Clause 1 of Article 3 are responsible for implementing this Decision./.
