DECISION OF THE PRIME MINISTER
Regarding the approval of the adjustment to the Master Plan for Hue City until 2020

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;
Considering the proposal of the Chairman of the People's Committee of Thua Thien Hue Province and the Minister of Construction at Circular No. 831/TT/UB-BXD dated May 10, 1999,
DECISION:
Article 1. Approve the adjustment to the Master Plan for Hue City, Thua Thien Hue Province until 2020 with the following main contents:
1. Objectives:
Determine the position and important role of Hue City in the central coastal economic region and in the overall urban development planning orientation of the entire country, with the significance of being one of five national-level central cities; combine well between construction and development with protection and enhancement, aiming to build the ancient capital of Hue into a city with national characteristics, modernity, rich cultural identity and tradition; become a national cultural and tourism center, a regional education and training center, and a specialized medical center for the central coastal economic region, while also serving as the political, economic, cultural, scientific and technological center of Thua Thien Hue Province.
2. Scope of planning and spatial development orientation:
The spatial planning structure includes Hue City and satellite towns in Phu Vang, Huong Tra, and Huong Thuy districts within a radius of influence from 13 km to 15 km.
The long-term development direction of Hue City mainly focuses on the northern bank of the Huong River (north and west of the Imperial Citadel of Hue) in the Huong So and An Hoa areas; towards the southern bank of the Huong River in the Vi Da - Ngut Binh, Thuy An, Truong An areas; develop urban space to protect, enhance and exploit the potential of cultural and historical relic areas in Thuong Bang (Huong Thuy district), Huong Ho, Huong Vinh (Huong Tra district), Phu Thuong, Phu Duong, Phu Mao (Phu Vang district).
3. Nature of Hue City:
The ancient capital of Hue is a world cultural heritage, a national cultural and tourism center, and has international significance;
As the provincial capital, it is the political, economic, cultural, scientific, and technological center of Thua Thien Hue Province; a specialized medical center, and one of the multi-disciplinary university and high-quality vocational training centers in the region;
It serves as an economic and cultural exchange hub in the region and along the international trade corridor.
4. Population Scale:
By 2020, the population of Hue City and satellite towns within the scope of the adjusted master plan will be approximately 710,000 people, including approximately 410,000 people in Hue City and approximately 300,000 people in satellite towns.
5. Land use planning and urban landscape architecture:
a) On land use indicators:
The average urban land use indicator for Hue City is 144 m²/person, and the land use indicator for satellite towns is 120 m²/person by 2020.
b) On functional zoning
Residential areas include:
The conservation area consists of three zones:
Zone I includes four wards within the Imperial Citadel of Hue, managed, renovated, and constructed according to the Law on Protection and Utilization of Historical, Cultural, Scenic and Natural Beauty Sites and the UNESCO World Heritage Convention;
Zone II is the old town of Bao Vinh;
Zone III is the traditional craft village of Kim Long, Vi Da.
The restricted development zone lies within the second ring road (old town areas, residential areas along the An Cuu River, Bai Dau area, Kiem Hieu area): control the population size at about 120,000 people.
The expanded development zone (including Phu Thuong - Phu Vang district; Huong So, Thuy An - Huong Thuy district): rationally develop high-rise residential areas and large-scale city facilities in the future, connecting Hue City with satellite towns.
Concentrated industrial zones are located in satellite towns, including:
Phu Bai Industrial Zone (300 ha), Tu Ha Industrial Zone (100-150 ha), Thuan An Industrial Zone (50 ha); Industrial clusters within Hue City: west (8.5 ha), northeast (11.5 ha) and northwest (20 ha).
Public service centers include:
The provincial and city administrative-political center is located at its current position on the south bank of the Huong River;
Public facilities serving infrequent needs (provincial and city level) are distributed in conjunction with the system of city centers;
Periodic service centers are arranged in conjunction with city areas;
Daily public facilities are attached to residential units.
Specialized centers include:
State management agencies at all levels are located at the provincial and city administrative centers on the south bank of the Huong River.
Educational institutions: in addition to existing facilities in the current city, construct Hue University in the southeastern area of Mount Ngut Binh - Tam Thai.
Medical centers: renovate and upgrade existing facilities to meet urban development requirements; in new urban areas, allocate land for building medical facilities.
Cultural and sports centers: in addition to the existing cultural and sports center on the south bank of the Huong River, organize provincial and regional cultural and sports centers in the Ngut Binh - Tam Thai area, city-level centers in Huong So, Ngut Binh, Phu Thuong; construct the Workers' Cultural Palace, Youth Center, and Exhibition Center in Phu Hoi, Xuan Phu; organize tourist areas in Tan My - Thuan An, Thuy Tien (in the cluster of Hue cities).
Green parks: in addition to existing parks such as Ngo Mon, Huong River, Tinh Tam Lake, supplement new green park areas based on preservation, enhancement, and exploitation of relic sites and scenic areas like Ngut Binh - Tam Thai, Nam Giao, Thuy Tien, Cồn Hến; enhance both banks of the Huong River, An Cuu River, and the southwestern scenic area of Hue City.
Existing defense and security facilities, particularly Mang Ca Barracks, remain unchanged in the city. Renovation and construction within these facilities must strictly comply with regulations on construction management in the conservation area of the Imperial Citadel of Hue.
c) Regarding architecture and urban landscape:
Preserve and exploit relics in the Imperial Citadel of Hue, the old town of Bao Vinh, and other areas recognized by UNESCO under the International Convention;
Preserve traditional craft villages: maintain typical garden houses in Thuong Bieu, Huong Ho, Huong Long, Kim Long, Vi Da, Phuong Duc, and wards within the Imperial Citadel.
Fully exploit the landscape advantages of the city and surrounding areas, particularly the Huong River, An Cuu River, Nguyen Ha Canal, Tinh Tam Lake, Thuy Tien Lake, forest park area, Ngut Binh - Tam Thai Mountain, Vong Canh Mountain, Thien Thai Mountain;
Protect the headwater forests while conserving and exploiting the forest park area along with the mausoleums in the southwestern part of Hue City; organize scenic routes connecting Hue City with coastal scenic axes (from Thuon An, Tam Giang Lagoon to Cau Hai Lagoon, Canh Duong, Bach Ma, Lang Co...);
6. On transportation planning and technical infrastructure:
a) Regarding transportation planning:
External transportation:
Roadways: expand and upgrade sections of National Highway 1A: Hue - Tu Ha, Hue - Phu Bai; extend the Vida - Chua Mai route, connecting it to Tan My and upgrading Nguyen Tat Thanh Road; renovate and expand main roads such as Bui Thi Xuan, Kim Long, Dien Bien Phu, Phan Boi Chau, linking them to the southwestern mausoleum area of Hue City; construct a new bridge at Cho Dinh to connect Bai Dau with Phu Thuong;
The north-south railway through Hue City will maintain its current status, with improvements and upgrades to the railway tracks and stations;
Air transport: upgrade Phu Bai Airport to meet domestic and international passenger needs;
Water transport: upgrade Thuon An Port to ensure cargo and tourist transportation requirements; establish and upgrade the boat dock system on the Huong River for tourists and service transportation;
Urban Transportation
Land allocated for urban transportation systems must account for 20-25% of the total land area of the city, with static traffic accounting for 4-5%. The road network is planned according to four zones as follows:
Imperial City Zone: limit vehicle density; adjust road cross-sections to fit the width of ten city gates; upgrade four main north-south and east-west roads within the Imperial City;
Central Public Zone on the southern bank of the Huong River: retain existing road conditions; widen some major roads such as Tran Hung Dao, Hanoi, Hùng Vương, Bà Triệu, An Dương Vương;
Southwestern Imperial City Area: reorganize the road network, widen some roads suitable for the forest park and mausoleums;
Developing Urban Area: organize routes from Huong So to Thuon An Port; widen Bà Triệu Road to Thuon An Port; Le Duan Road passing over Bach Ho Bridge to connect with Bui Thi Xuan Road;
b) Regarding technical land preparation
Ground elevation for construction is calculated to control specific levels in each area to effectively manage drainage systems and prevent localized flooding;
Within the Imperial City: renovate existing stormwater drains and canals, discharging water into the Nguyen Ha Canal and City Moat; dredge the Nguyen Ha Canal and City Moat;
In old neighborhoods: renovate and build underground stormwater drainage systems discharging into the An Cuu River and Rock Dam; gradually separate into independent drainage systems;
In new urban areas: use separate stormwater and sewage drainage systems, discharging into the Huong River, Dong Ba River, and Bai Yen River;
c) Regarding water supply
By 2010, the water supply standard is 100 liters/person/day, serving 80% of the urban population; by 2020, it is 150 liters/person/day, serving 85% of the urban population;
Water source: initially use surface water from the Huong River; long-term use water from the Ta Trach Lake;
Utilize existing water treatment plants and pumping stations; upgrade the Quang Te Water Treatment Plant; design a closed water supply pipeline network throughout the city;
d) Regarding electricity supply
Renovate, upgrade, and construct new substations with appropriate capacity to ensure power supply for production, daily life, lighting, and services in each area;
Improve and construct 220KV, 110KV, and 22KV transmission lines, ensuring modernity, aesthetics, and safe usage;
e) Regarding wastewater and environmental sanitation
Renovate, upgrade, and utilize the combined sewer system for wastewater and stormwater in the old city center, and construct separate wastewater sewers in newly developed areas;
By 2020, ensure that 100% of the city's solid waste is collected, transported, and treated using appropriate technology;
Renovate and construct centralized cemeteries and graveyards, combining with the renovation of scattered small cemeteries and graveyards; move towards ending scattered burials and oversized tombs occupying large areas;
- Construct passenger and inter-provincial freight bus stations, major traffic intersections.
By 2005, focus on implementing key tasks for urban management and development, including:
a) Completing the preparation and approval of detailed planning schemes;
b) Renovating, upgrading, and developing urban transportation and infrastructure systems, especially addressing traffic congestion and localized flooding;
c) Renovating existing residential areas, particularly in the Hue Imperial City, traditional craft villages, old neighborhoods, and residential areas along the An Cuu River; constructing residential areas in Kim Long, Huong So, Bai Dau to reduce population density in areas preserving historical sites and floating communities living on the Huong River;
d) Renovating and upgrading public service facilities for healthcare, culture, education, services, green parks, sports, and leisure;
e) Relocating environmentally polluting production and service facilities to suburban areas; protecting and enhancing the Huong River landscape;
g) Investment and urban development: constructing housing and resettlement areas; external and urban transportation networks; infrastructure for planned urban developments and industrial clusters in Thuy An, Huong So; building Hue National University at Ngut Binh - Tam Thai and a cultural-sports center at Ngut Binh;
h) Gradually forming and developing satellite towns, with plans for infrastructure development in suburban areas;
Article 2. The People's Committee of Thua Thien Hue Province shall take the lead, coordinating with the Ministry of Construction and relevant ministries and sectors to approve the design dossier; organize the announcement and implementation of adjustments to the General Plan for Hue City until 2020 as stipulated in Article 1 of this Decision and in accordance with current regulations.
This Decision shall take effect fifteen days from the date of signature.
The Chairman of the People's Committee of Thua Thien Hue Province, the Ministers, the Heads of ministerial-level agencies, and the Heads of government-affiliated agencies are responsible for implementing this Decision./.
