Issuing the Regulation on the Organization and Operation of the Finance Journal

The Minister of Finance

Pursuant to  Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decision No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 94/2002/QD-BTC dated August 13, 2002 of the Minister of Finance on transferring the Finance Journal to become a unit directly under the Ministry of Finance;

Upon the proposal of the Director of the Personnel and Training Department and the Editor-in-Chief of the Finance Journal,

Decide:

Article 1: This Decision promulgates the Regulation on the Organization and Operation of the Finance Journal.

Article 2: This Decision takes effect from the date of signature. The Editor-in-Chief of the Finance Journal, the Director of the Personnel and Training Department, the Director of the Treasury and Administrative Management Department, the Head of the Ministry's Office, and the Heads of related units shall be responsible for implementing this Decision./.

 

 

 

REGULATION ON THE ORGANIZATION AND OPERATION OF THE FINANCE JOURNAL

(Pursuant to Decision No. 166/2002/QD-BTC dated December 31, 2002 of the Minister of Finance)

 

PART I

General Provisions

Article 1: The Finance Journal is the information agency for theoretical and practical issues in the finance sector.

The Finance Journal operates in accordance with the Law on Press and is subject to state management by the Ministry of Culture, Sports and Tourism and direct management by the Ministry of Finance.

International name: Financial Magazine (FM)

Article 2: The Finance Journal is a unit under the Ministry of Finance, having legal personality, its own seal, and bank accounts or treasury accounts according to the law.

The office of the Finance Journal is located in Hanoi.

Chapter II

TASKS AND POWERS OF THE FINANCE JOURNAL

Article 3: The Finance Journal has the following tasks:

1. To disseminate the Party’s guidelines, policies, State laws, and foreign experiences in economic and financial management.

2. To organize exchanges on financial systems and policies; the tasks of the finance sector, contributing to supplementing and perfecting the Party’s and State’s economic and financial policies.

3. To introduce and popularize research results and experiences in domestic and international financial management.

4. To provide information on theoretical and practical issues in economics and finance and the activities of the entire finance sector.

Article 4: The Finance Journal has the following powers:

1. To be provided with legal normative documents of the State and the Ministry of Finance on economic and financial management to serve the tasks of the Journal.

2. To organize the publication and distribution of the Finance Journal throughout the country in accordance with the regulations of the Ministry of Culture, Sports and Tourism.

3. To establish a network of contributors at units within and outside the Ministry of Finance.

4. To conclude and implement service contracts for publicity and advertising in the Finance Journal with organizations and individuals in accordance with the law.

5. To have financial autonomy within the scope of the tasks assigned to the secondary budget unit under the Ministry; to be responsible for managing and using the assets and financial resources of the unit effectively in accordance with the regulations of the State and the Ministry of Finance.

Chapter III

ORGANIZATIONAL STRUCTURE OF THE FINANCE JOURNAL

Article 5: The organizational structure of the Finance Magazine includes:

- Editor-in-Chief of the Finance Magazine and some Deputy Editors-in-Chief.

- Editorial Secretary

- Editorial Board, reporters, readers.

- Management Committee (administrative, financial, and management).

- Service Promotion and Advertising Department.

- Representative Office of the Finance Magazine in Ho Chi Minh City.

The staffing of the above organizations shall be determined by the Editor-in-Chief based on the approved staffing number by the Minister of Finance.

Article 6: Duties and powers of the Editor-in-Chief and Deputy Editor-in-Chief of the Finance Magazine:

a- Editor-in-Chief:

1- Overall management of the activities of the Finance Magazine, responsible before the Minister of Finance and the law for the activities of the Finance Magazine in accordance with its mission and purpose and the Press Law.

2- Submit to the Minister of Finance:

- Annual program, plan of work, development orientation of the Finance Magazine and organization of implementation after approval by the Minister;

- Establishment, merger, dissolution of functional units;

- Appointment, dismissal, commendation, disciplinary action of staff members of the Finance Magazine according to the management hierarchy of the Ministry;

- Approval of the financial mechanism of the Finance Magazine.

3- Specify specific tasks, coordination regulations, working procedures of units under the Finance Magazine.

4- Sign service contracts for promotion and advertising on the Finance Magazine.

5- Sign labor contracts in accordance with the Labor Code suitable for the workload and financial capacity of the Finance Magazine.

6- Inspect and evaluate all aspects of the activities of the Finance Magazine, regularly report to the Minister of Finance and relevant ministries and agencies as prescribed.

7- Manage staff members of the Finance Magazine in accordance with the regulations of the Minister of Finance.

b- Deputy Editor-in-Chief:

Directly responsible for areas and tasks assigned by the Editor-in-Chief, accountable to the Editor-in-Chief for the tasks assigned.

 

Chapter IV

Financial resources and assets of the Finance Magazine

Article 7: The Finance Magazine is a self-financing public service unit covering part of its expenses. All income and expenditure activities of the Finance Magazine shall be carried out in accordance with the financial management mechanism for self-financing public service units as prescribed by the State and the Minister of Finance.

Chapter V

Implementation Provisions

Article 8: The Editor-in-Chief of the Finance Magazine is responsible for implementing this Regulation.

Any supplementation or amendment to the provisions of this Regulation shall be submitted by the Editor-in-Chief to the Minister of Finance for consideration and decision./.
