On the issuance of stamps with an additional charge to combat illiteracy
CHAIRMAN OF THE COUNCIL OF MINISTERS OF THE DEMOCRATIC REPUBLIC OF VIETNAM
In accordance with the request of the Department for Popular Education;
In accordance with the decision of the Council of Ministers on August 6, 1946;
The Council of Ministers agrees,
TO ISSUE THE FOLLOWING DECREE:
Article 1
Permits the printing over the "FOIR DE SAIGON" type of postal stamp with the following lines:
"Vietnam Democratic Republic"
"Combat illiteracy"
The additional charge amount = 4.00 dong.
Article 2
The proceeds from the additional charge on such stamps shall be distributed as follows:
a) One half to the Popular Education Department;
b) One half to the National Defense Fund.
Article 3
Ministers of Posts and Telecommunications, National Defense, and Finance are hereby instructed to implement this Decree.
