DIRECTIVE
Regarding the implementation of Decision No. 118/TTG dated February 27, 1996 of the Government on supporting persons who have rendered meritorious service to the revolution to improve their housing conditions
To implement the Ordinance on preferential treatment for those engaged in revolutionary activities, martyrs and families of martyrs, wounded veterans, disabled veterans, those who participated in the anti-French resistance war, and those who assisted the revolution, the Government has issued Decision No. 118/TTg dated February 27, 1996 on supporting persons who have rendered meritorious service to the revolution to improve their housing conditions.
Supporting the improvement of housing is one of the important policies of gratitude and recompense of the Party, State, and people towards those who have made contributions to the revolutionary cause of the country.
Under current economic conditions, implementing housing policies for persons who have rendered meritorious service to the revolution on a broad scale with many beneficiaries is a difficult and complex task that requires careful and prudent handling.
In organizing the implementation of Decision No. 118/TTg, the Prime Minister requests the heads of relevant ministries and agencies, the Chairpersons of People's Committees of provinces and centrally governed cities to pay attention to the following points:
1. The provision of houses of solidarity mentioned in Article 2 of Decision No. 118/TTg applies to those who were engaged in revolutionary activities before August 1945. This is the implementation of Article 5 of the Ordinance. The house given (allocated) or supported may be from the existing housing fund (excluding houses required for planning purposes which cannot be converted to private ownership) or newly constructed houses under state ownership.
2. For those who were engaged in revolutionary activities before August 1945 and have since passed away, localities shall examine each case individually and apply solutions for their main surviving relatives (father, mother, wife, husband).
3. People's Committees of provinces and centrally governed cities must thoroughly investigate and grasp the policy beneficiaries within their jurisdiction, develop comprehensive and specific plans; seek guidance from the Party Committee, People's Councils, consult the opinions of the Vietnam Fatherland Front and the Association of War Invalids and Veterans. It is necessary to organize pilot implementations to draw lessons before expanding widely; ensuring the implementation of policies in accordance with the spirit of the Ordinance. When encountering extremely complex issues, report to the Prime Minister for guidance.
For Hanoi City and Ho Chi Minh City, where there are many policy beneficiaries, after organizing pilot implementations and summarizing experiences, it is necessary to report to the Prime Minister before continuing to expand widely.
The Ministry of Construction and the Ministry of Labor, Invalids and Social Affairs must provide specific guidance, closely monitor the implementation of Decision No. 118/TTg by provinces and cities, promptly disseminate good practices for other provinces to apply, timely identify and correct any errors or deviations; compile and propose to the Prime Minister for appropriate adjustments and supplements to the policy to suit the actual situation.
People's Committees of provinces and centrally governed cities must regularly report the situation of implementing Decision No. 118/TTg in their locality to the Central Steering Committee on Housing and Land Policy under the Prime Minister.
Ministers of ministries, heads of ministerial-level agencies and agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for effectively organizing the implementation of this Directive.
