Article 2. This Decision takes effect from the date of signing and replaces Decision No. 1796/2007/QĐ-TTCP dated August 27, 2007 of the Chief Inspector regarding the issuance of Regulations on Functions, Tasks, Powers, and Organizational Operations of the Inspection Newspaper.
Article 3. The Head of the Office, the Director of the Organization and Cadre Affairs Department, the Editor-in-Chief of the Inspection Newspaper, and the Heads of units under the Government Inspectorate are responsible for implementing this Decision.

FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL OPERATIONS
OF THE INSPECTION NEWSPAPER

The Inspection Newspaper is the press organ of the Government Inspectorate and the inspection sector, with the function of propagating the Party's guidelines and policies, state policies and laws, especially in the field of inspection, complaint resolution, and anti-corruption; building the inspection force; providing truthful, objective, and timely information about the activities of the inspection sector according to the Law on Press and the Government Inspectorate.

Chapter I.
FUNCTIONS, TASKS, POWERS
Article 1. Position and Functions
The Inspection Newspaper is a self-financing public service unit that ensures its regular operational costs, has a seal, and is entitled to open separate accounts at banks and State Treasury. The main office of the Inspection Newspaper is located in Hanoi city.
a- The Inspection Newspaper is responsible for operating in accordance with the objectives and purposes stated in the publication permit, the Law on Press, and inspection-related laws.
Article 2. Tasks and Authorities
1. Duties:
b- Organizing editing, publishing, and distributing the Inspection Newspaper and related publications according to the press activity permit, relevant legal documents, and directives from the Chief Inspector.
c- Timely informing and propagandizing the Party's guidelines and state policies on inspection work, complaint resolution, and anti-corruption.
d- Providing timely information on political, economic, social conditions, and inspection activities of inspection agencies under ministries, sectors, and localities; international cooperation activities in state management by the Government Inspectorate.
đ- Propagandizing and disseminating laws on inspection, complaint resolution, and anti-corruption in the Inspection Newspaper.
e- Promoting new factors, good people and deeds; participating in anti-corruption efforts; criticizing illegal acts.
f- Building and utilizing a network of contributors to fulfill the tasks of the Inspection Newspaper.
g- Managing staff members of the Inspection Newspaper according to the law and the directives of the Chief Inspector.
h- Managing and using assets and finances allocated according to the law and the Government Inspectorate.
i- Fulfilling other tasks assigned by the Chief Inspector.
a- The Inspection Newspaper is entitled to exercise the powers stipulated in the Law on Press, guiding documents of the competent authorities on press activities, and directives of the Chief Inspector.
2. Authorities:
b- The autonomy and responsibility for the implementation of tasks, organizational structure, staffing, and finance of the Inspection Newspaper are carried out according to the law and directives of the Chief Inspector.
c- Dispatching reporters to attend industry conferences.
d- Requesting leaders of subordinate units under the Government Inspectorate to provide information on their areas of responsibility; requesting inspection agencies at all levels and sectors to provide information on inspection work, complaint resolution, and anti-corruption.
đ- Signing contracts for information dissemination, propaganda, and topic development with ministries, sectors, and localities according to assigned functions and tasks.
ORGANIZATIONAL STRUCTURE OF THE INSPECTION NEWSPAPER
Chapter II.
1. The leadership of the Inspection Newspaper consists of the Editor-in-Chief and Deputy Editors-in-Chief.
Article 3. Organizational Structure
2. Functional units of the Newspaper include:
2.1- Editorial Department;
2.2- Print Edition Department;
2.3- Inspection Reporter Department;
2.4- Economic-Social Reporter Department;
2.5- Online Edition Department;
2.6- Southern Representative Office in Ho Chi Minh City;
2.7- North Central Representative Office in Ha Tinh Province.
3. Specific tasks and powers of subordinate units of the Inspection Newspaper are defined by the Editor-in-Chief based on assigned functions and tasks.
Duties and powers of the Editor-in-Chief
Article 4. The Editor-in-Chief of the Inspection Newspaper has the following duties and powers:
1. Proactively organizing the implementation of the Newspaper's tasks as prescribed in Article 2 of these Regulations; being responsible before the law and the Chief Inspector for the results of assigned tasks.
2. Directing the formulation and implementation of the Inspection Newspaper's work plan.
3. Implementing reporting and information provision systems as prescribed by law and the Government Inspectorate.
4. Assigning tasks, coordinating activities, and supervising the performance of Deputy Editors-in-Chief, subordinate units, and staff members of the Newspaper.
5. Maintaining work discipline, managing, evaluating, and implementing commendation and reward activities for staff members of the Newspaper; formulating and implementing cadre planning and training plans for the Newspaper.
6. Establishing scientific labor norms suitable for the Newspaper's requirements based on consultations with the Trade Union organization.
7. Deciding on the use and management of the Newspaper's financial resources according to current financial regulations.
8. Cooperating with the Director of Departments and Heads of units under the Government Inspectorate to handle issues related to the Newspaper's functions and tasks and to implement common agency tasks as prescribed in the Government Inspectorate's Operation Regulations.
8. Coordinate with the Director of the Department, Heads of units under the Government Inspectorate to handle issues related to the functions and tasks of the Newspaper and to perform the common tasks of the agency as prescribed in the Operational Regulation of the Government Inspectorate.
9. The Editor-in-Chief of the Inspectorate Newspaper is authorized to:
9.1- Decide the total number of staff positions annually for the Newspaper based on the unit's personnel needs and financial capacity.
9.2- Decide on the recruitment of officials and civil servants to work at the Newspaper through competitive examinations or selection processes; determine salaries, appoint to civil servant ranks, and enter into employment contracts with those recruited.
9.3- Enter into labor contracts and task contracts to perform tasks that do not require regular staffing.
9.4- Decide on the arrangement and utilization of officials and civil servants in accordance with their capabilities and professional qualifications.
9.5- Decide on the appointment, reappointment, resignation, removal from office of heads and deputies of subordinate units after reporting (through the Personnel Department) and obtaining approval from the Chief Inspector.
9.6- Decide on timely salary increases, early salary increases within the same rank, and the acceptance and transfer of ranks for senior specialist positions and below according to conditions and standards prescribed by law.
9.7- Decide on the transfer, temporary assignment, retirement, termination of employment, labor contracts, commendation, and disciplinary actions for officials and civil servants under management in accordance with the law.
9.8- Resolve complaints and accusations against officials, civil servants, and contractual officials under management in accordance with the law.
9.9- Decide on inviting domestic and foreign experts to work on specialized tasks; send officials and civil servants of the Newspaper for domestic and international assignments to enhance their professional qualifications.
9.10- Manage and retain the files of officials, civil servants, and contractual officials of the Inspectorate Newspaper (excluding the files of the Editor-in-Chief and Deputy Editors-in-Chief); compile statistics and report on the cadre strength under management to the Government Inspectorate as prescribed.
Article 5. Duties and powers of Deputy Editors-in-Chief
1. Deputy Editors-in-Chief are leading cadres of the Newspaper, assisting the Editor-in-Chief in managing and directing the Newspaper's operations; directly manage certain areas of work as assigned by the Editor-in-Chief and are responsible to the Editor-in-Chief for the tasks entrusted.
2. Deputy Editors-in-Chief exercise the duties and powers of the Editor-in-Chief within the scope delegated by the Editor-in-Chief.
Article 6. Duties and Powers of Heads of Departments, Deputy Heads, and Equivalent Positions (referred to as Heads of Departments and Deputy Heads) of the Newspaper
1. The Head of a Department is responsible for managing and directing the work of the Department and is accountable to the Editor-in-Chief for the implementation of assigned tasks.
2. The Deputy Head assists the Head of a Department in managing and directing the work of the Department and is accountable to the Head of a Department for the implementation of assigned tasks.
3. Specific duties and powers of Heads of Departments and Deputy Heads shall be stipulated by the Editor-in-Chief.
Article 7. Duties and Powers of Officials and Civil Servants of the Inspectorate Newspaper
Officials, civil servants, and workers of the Inspectorate Newspaper are subject to the general management of the Editor-in-Chief and have rights and obligations as prescribed by laws on officials and civil servants and labor laws.
Reporters, Editors, and Journalists working at the Inspectorate Newspaper have rights and obligations as prescribed by laws on press.
Chapter III.
WORKING REGIME
Article 8. Principles of Work
The Inspection Newspaper operates under the head system, ensuring the principle of democratic centralism, emphasizing individual responsibility and discipline, promoting initiative and creativity in the work of all officers and staff members of the Newspaper.
Article 9. Planning System
Based on the program, work plan, and key tasks of the Government Inspectorate, the Editor-in-Chief decides the work plan of the Newspaper and guides and organizes the inspection of the implementation of these plans.
Article 10. Reporting and Information System
1. Periodic and ad hoc reporting of the Newspaper's work is carried out according to the Working Regulations of the Government Inspectorate.
The work plans and reports of units within the Newspaper are stipulated by the Editor-in-Chief of the Newspaper.
2. The Newspaper has the responsibility to inform officers and staff members about the following information:
- Policies and guidelines of the Party, State, and the Government Inspectorate related to the functions and responsibilities of the Newspaper and the sector;
- Internal regulations and working regulations of the Government Inspectorate and the Newspaper;
- Programs of work of the Government Inspectorate and the Newspaper;
- Annual financial income and expenditure activities;
- Recruitment, study abroad, awards, disciplinary actions, salary increments, rank promotions, and appointments and dismissals of officers and staff members of the Newspaper;
- Conclusions on the resolution of complaints and petitions related to officers and staff members of the Newspaper;
- Other information as directed by the Chief Inspector.
3. The exchange and provision of information by officers and staff members of the Newspaper must be carried out in accordance with the provisions of the law, the sector of the Inspectorate, and the Government Inspectorate agency.
Article 11. Financial System of the Newspaper
The collection, expenditure, use, and management of funds and finances of the Inspection Newspaper are implemented according to Decree No. 43/2006/NĐ-CP dated April 25, 2006, of the Government, and other guiding documents on financial management for public institutions, relevant provisions of the Chief Inspector, and other legal regulations.
Chapter IV
WORK RELATIONSHIPS
Article 12. Implementation of Leadership Directives of the Government Inspectorate
The Inspection Newspaper is subject to leadership and direct guidance from the Chief Inspector and the Deputy Chief Inspector responsible for press work and has the responsibility to:
1. Strictly implement directives and opinions;
2. Report comprehensively and promptly on the results of implementing directives.
Article 13. Work Relations with Departments and Units under the Government Inspectorate
1. The relationship between the Inspection Newspaper and departments and units under the Government Inspectorate is a cooperative, exchange, and mutual support relationship to complete tasks.
2. Cooperation with other Departments and units in performing tasks is carried out according to the Working Regulations of the Government Inspectorate issued by the Chief Inspector.
Article 14. Relationship between Newspaper leadership and the Party Committee and other leadership bodies
1. Newspaper leadership creates conditions for the Party organization and mass organizations to operate according to their charters, purposes, and objectives; cooperates with the Party Committee and leadership of mass organizations to create conditions for Party members and officers and staff members of the Newspaper to enhance political and professional qualifications, work effectively; ensure the implementation of democratic regulations at the grassroots level in the operation of the Newspaper, build a culture in an educational and disciplined environment.
2. Newspaper leadership has the responsibility to provide full and timely information about the Newspaper's activities and the rights of officers and staff members to the Party Committee and leadership of mass organizations; seek the opinions of the Party Committee and leadership of mass organizations before deciding issues regarding measures for joint leadership in ideological education, internal protection, consolidation of unity, care for the lives of officers and staff members in the Newspaper; organizational and personnel work of the Newspaper.
Chapter V.
IMPLEMENTATION
Article 15. Responsibility for Implementation
1. The Editor-in-Chief, Deputy Editors-in-Chief, and all officers and staff members of the Inspection Newspaper have the responsibility to implement this Regulation. The Editor-in-Chief has the responsibility to disseminate this Regulation to all officers and staff members of the Newspaper to organize its implementation.
2. Any contents related to the functions, responsibilities, powers, and organization of the Newspaper that are not covered in this Regulation shall be implemented according to the Working Regulations of the Government Inspectorate and current laws.
3. The Editor-in-Chief of the Inspection Newspaper, the Director of the Organization and Cadre Department, and the Head of the Office are responsible for monitoring, inspecting, and urging the implementation of this Regulation; collecting and studying suggestions for timely supplementation and amendment of the Regulation, in line with the requirements of the Inspection Newspaper and the Government Inspectorate./.
