THE MINISTER OF FINANCE

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Considering the proposal of the Director of the Ministry of Finance's Office,

Pursuant to …;

Article 1:

This Decision annexes regulations on the regime of information and reporting of work of units under the Finance sector

Article 2:

This Decision takes effect from January 1, 2003

The Director of the General Tax Department, the Director of the General Customs Department, the Director of the State Treasury, the Director of the National Reserve Agency, the Head of the Government Price Board, the Heads of local financial units, the Director of the Cadre Organization and Training Department, and the Minister's Office Chief are responsible for implementing this Decision.

REGULATIONS

REGIME OF INFORMATION AND REPORTING OF WORK OF UNITS UNDER THE FINANCE SECTOR
(Annexed to Decision No. 167/2002/QD-BTC of the Minister of Finance dated December 31, 2002)

Article 1.

Units under the Finance sector shall implement the monthly and quarterly reporting regime as follows:

- Monthly, provincial and centrally-administered city-level units under the Finance sector: Departments of Finance and Prices, Tax Services, Customs Services, State Treasuries, and Local Reserve Agencies shall submit regular reports to the Ministry of Finance (Ministry Office) according to the provisions of Article 2 of this regulation.

- Quarterly, central-level units under the Finance sector: General Tax Department, General Customs Department, Central State Treasury, National Reserve Agency, and Government Price Board shall submit regular reports to the Ministry of Finance according to the additional provisions of Article 2 of this regulation.

Article 2.

Contents of regular monthly and quarterly reports:

a) The situation regarding the implementation of programs in the field of finance to fulfill the tasks of the Finance sector and the locality in the month or quarter.

b) Summary and evaluation of the implementation of financial tasks to realize policies and projects of the Ministry of Finance and the Government.

c) Major issues arising in the region and within the management scope that require guidance from the Ministry of Finance and the People's Committee of the province or centrally-administered city.

d) Coordination between financial agencies in the region to carry out tasks in the field of finance.

đ) The situation regarding the performance of civil servants in the unit. This includes cases where civil servants violate discipline, proposed handling measures, and corrective actions.

Article 3.

Reporting deadlines:

- Monthly regular reports must be submitted before the 25th of each month (in case of overlap with holidays, the report must be submitted on the nearest preceding day).

- Quarterly regular reports and quarterly work programs must be submitted before the 22nd of the last month of the quarter.

Article 4.

Regular reports must be sent to the Ministry of Finance through the Ministry Office.

The Ministry Office is responsible for monitoring compliance with regular reporting requirements of units under the Finance sector as stipulated in Article 1 of this regulation and is responsible for compiling reports for the Minister of Finance.

Article 5.

Strict and accurate compliance with the regular reporting regime as provided in this regulation is considered a standard for evaluating the completion of work by the heads of units and the collective of units, which will be taken into account for commendation, disciplinary action, promotion, and reappointment of leadership cadres in units under the Finance sector.

Article 6.

Central and provincial-level units under the Finance sector as stipulated in Article 1 are responsible for implementing this regulation.
