Regarding the issuance of regulations on information reporting systems for units under the Finance sector

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;

Considering the proposal of the Director of the Ministry of Finance's Office,

Pursuant to …;

Article 1: The attached Decision sets forth the information reporting system for units under the Finance sector

Article 2:This Decision shall take effect from January 1, 2003

The Director of the Tax General Department, the Director of the Customs General Department, the Director of the State Treasury, the Director of the National Reserve Agency, the Head of the Government Price Control Board, the Heads of local financial units, the Director of the Cadre Organization and Training Department, and the Secretary of the Ministry's Office are responsible for implementing this Decision.

REGULATIONS ON INFORMATION REPORTING SYSTEMS FOR WORK ACTIVITIES

OF UNITS UNDER THE FINANCE SECTOR

(Issued pursuant to Decision No. 167/2002/QĐ/BTC dated December 31, 2002 of the Minister of Finance)

Article 1. Units under the Finance sector shall implement monthly and quarterly reporting systems as follows:

- Monthly, provincial and centrally-administered city-level units under the Finance sector: Provincial Departments of Finance and Prices, Tax Bureaus, Customs Bureaus, State Treasuries, and Local Reserve Agencies shall submit regular reports to the Ministry of Finance (Ministry Office) in accordance with the provisions set out in Article 2 of this regulation.

- Quarterly, central-level units under the Finance sector: The Tax General Department, the Customs General Department, the Central State Treasury, the National Reserve Agency, and the Government Price Control Board shall submit regular reports to the Ministry of Finance according to the additional provisions set out in Article 2 of this regulation.

Article 2. Contents of regular monthly and quarterly reports:

a/ The implementation status of work programs in the field of finance to fulfill the tasks of the Finance sector and the locality for the month or quarter.

b/ Summary and evaluation of the implementation of financial work to carry out policies and projects of the Ministry of Finance and the Government.

c/ Major issues arising in the region and within the management scope that require guidance from the Ministry of Finance and the People's Committee of the province or centrally-administered city.

d/ Coordination among financial agencies in the region to perform financial tasks.

đ/ The performance of civil servants in the unit in carrying out their duties. This includes cases where civil servants violate discipline, proposed handling measures, and corrective actions.

Article 3Reporting deadlines:

- Regular monthly reports must be submitted before the 25th of each month (in case of overlap with holidays or public holidays, the report must be submitted on the nearest preceding day).

- Regular quarterly reports and quarterly work programs must be submitted before the 22nd of the last month of the quarter.

Article 4. Regular reports shall be submitted to the Ministry of Finance through the Ministry Office.

The Ministry Office is responsible for monitoring compliance with regular reporting requirements of units under the Finance sector as stipulated in Article 1 of this regulation and is responsible for compiling reports to the Minister of Finance.

Article 5Strict adherence to and accurate content in the regular reporting system as prescribed herein will be considered a standard for evaluating the completion of work by the Heads of units and the collective of units, which will be taken into account for commendation, disciplinary action, promotion, and reappointment of leadership cadres in units under the Finance sector.

Article 6. Central-level and provincial/city-level units under the Finance sector as specified in Article 1 are responsible for implementing these regulations.
