Decision No. 167/2002/QĐ-TTg On converting the Kon Ka Kinh Nature Reserve to the Kon Ka Kinh National Park in Gia Lai Province

DECISION OF THE PRIME MINISTER

Regarding the conversion of the Kon Ka Kinh Nature Reserve to the Kon Ka Kinh National Park in Gia Lai Province

The Kon Ka Kinh Nature Reserve in Gia Lai Province shall be converted to the Kon Ka Kinh National Park within the system of Special-Use Forests in Vietnam, including the following contents:

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Forest Protection and Development dated August 12, 1991;

At the request of the Ministry of Agriculture and Rural Development (Document No. 2047/BNN-KL dated July 31, 2002) and the People's Committee of Gia Lai Province (Report No. 1013/TTr-UB dated July 8, 2002),

DECISION:

Article 1. The Kon Ka Kinh Nature Reserve in Gia Lai Province shall be converted to the Kon Ka Kinh National Park within the system of Special-Use Forests in Vietnam, including the following contents:

1. Name: Kon Ka Kinh National Park.

2. Location, geographic coordinates, and area of the National Park:

Geographic location:

The Kon Ka Kinh National Park is located in the northeast of Gia Lai Province, within the administrative boundaries of the communes of Dak Roong, Kroong, Kon Pne (Khang District), Ha Dong (Dak Don District), and Ayun (Mang Yang District).

Geographic coordinates:

From 14⁰09' to 14⁰30' north latitude,

From 108⁰16' to 108⁰28' east longitude.

Area and functional zones:

Total area: 41,780 hectares.

Where:

Strict protection zone: 23,064 hectares,

Ecological restoration zone: 18,646 hectares,

Administrative service zone: 70 hectares.

The buffer zone of the Kon Ka Kinh National Park has an area of 119,300 hectares, including the communes of Dak Roong, Kroong, Kon Pne, Loku (Kbang District), Ha Dong (Dak Doa District), Ayun, and Ha Ra (Mang Yang District).

3. Objectives and tasks of the Kon Ka Kinh National Park:

To conserve the standard models of tropical evergreen rainforest ecosystems on the Pleiku Plateau, particularly 2,000 hectares of mixed broadleaf and coniferous forests, and wild flora and fauna in the highlands.

To protect the upstream protective forests of rivers in the region, ensuring environmental security and sustainable development.

To build infrastructure to serve training, scientific research, and education, develop ecotourism, contribute to economic and social development, and provide employment for local communities.

4. Issues related to investment, construction, and development of the National Park, ecotourism, and organization of staff shall be carried out according to current state regulations.

Article 2. The People's Committee of Gia Lai Province shall directly manage the Kon Ka Kinh National Park.

The Chairman of the People's Committee of Gia Lai Province shall be responsible for:

Directing the preparation and submission to competent authorities for approval of projects for investment, construction, and development of the National Park, its buffer zone, and ecotourism development at the Kon Ka Kinh National Park in accordance with current regulations.

Article 3. Organization of the Kon Ka Kinh National Park:

The Chairman of the People's Committee of Gia Lai Province shall decide on the organization and staffing of the Kon Ka Kinh National Park in accordance with the Regulations on Management of Special-Use Forests, Protective Forests, and Naturally Produced Production Forests issued together with Decision No. 08/2001/QĐ-TTg dated January 11, 2001 of the Government Prime Minister and the consensus of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs.

Article 4. This Decision takes effect fifteen days after the date of signature.

Ministers, Heads of ministerial-level agencies, and government-affiliated agencies, and the Chairman of the People's Committee of Gia Lai Province shall be responsible for implementing this Decision./.
