Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Cultural Heritage dated June 29, 2001;

Considering the proposal of the Minister of Culture, Sports and Tourism.

 

Pursuant to …;

 

Article 1. Approving the Project "Developing Cultural and Information Activities in the Mekong Delta Region until 2010" with the main contents as follows:

1. Name of the Project: "Developing Cultural and Information Activities in the Mekong Delta Region until 2010".

2. Subject of the Project: The Ministry of Culture, Sports and Tourism and People's Committees of provinces in the Mekong Delta Region.

3. Objectives of the Project:

a) Preserving, selectively inheriting, maintaining, and promoting traditional cultural values and outstanding cultural values, gradually eliminating outdated and backward elements; building and developing new cultural and artistic values; forming civilized lifestyles and new cultural families in the Mekong Delta Region;

b) Unifying efforts, mobilizing the comprehensive strength of the entire nation, enhancing cultural life in all economic, political, and social activities; contributing to countering the peaceful evolution plots of hostile forces, preventing and combating deceptive propaganda, and contributing to stabilizing and developing the economy and society;

c) Identifying and nurturing a cadre of literary and artistic creators from ethnic groups;

d) Organizing surveys, collecting, researching, and disseminating cultural and artistic values; preserving and promoting traditional handicrafts of ethnic groups in the Mekong Delta Region.

4. Contents for Developing Cultural and Information Activities in the Mekong Delta Region

a) Strengthening and improving the quality of information dissemination

- Intensifying the promotion of Party and State policies, laws, major political tasks, and significant national anniversaries;

- Enhancing the effectiveness of mass media operations;

- Establishing a system of book publishing, distribution, and cultural products throughout the region;

- Building mobile information teams and film projection teams into strong, professional, and proactive forces.

b) Organizing cultural and information activities effectively in provinces of the Mekong Delta Region

Organizing folk festivals, ethnic cultural days, and sports events; intensifying the implementation of the movement: "All people unite to build a civilized lifestyle." Preserving and promoting ethnic minority cultural values in the Mekong Delta Region to build a civilized lifestyle, enhance cultural enjoyment, and improve spiritual living standards among the people.

c) Building a synchronized cultural infrastructure system from province to grassroots level

- Planning land use for constructing cultural and information facilities at each level;

- Building material foundations and technical equipment to organize cultural and information activities.

d) Building and developing grassroots cultural life

- Building civilized families, wards, villages, streets, clean and safe offices;

- Collecting, preserving, and promoting traditional ethnic cultural values;

- Strengthening professional cultural and sports activities serving the people at the grassroots level; cultural and sports exchanges within the region, between regions, and among ethnic groups;

- Organizing cultural and information activities at the grassroots level.

đ) Building investment plans for material infrastructure for cultural and information activities

- Equipping specialized vehicles or cultural boats and synchronized equipment for county-level mobile information teams;

- Supporting funding for building communal cultural houses;

- Investing in constructing some cultural facilities for new models such as flood-prone community clusters, border communes, border islands, coastal areas;

- Supporting cultural and information activity equipment for Southern Khmer temples.

e) Building models for organizing cultural and information activities

- Conducting surveys, research, and scientific seminars to evaluate and appraise research projects and operating models that have been effective;

- Summarizing, concluding, evaluating, rewarding, learning from, and expanding effective operating models;

- Improving the quality of family, ward, village, street cultural models, civil offices, cultural schools, markets; continuing to study and supplement criteria and methods for cultural family zones, ecological tourism zones, cultural communes.

g) Strengthening inspection and supervision in the field of cultural and information activities

Consolidating specialized inspection teams, developing annual inspection plans; promptly detecting and handling violations.

h) Building budget plans to implement the Project

Budget plans must be consistent with local revenue and socio-economic development; consistent with action plans while seeking support from development funds; mobilizing support from all levels and sectors.

5. Implementation Measures:

Based on actual conditions in each period, implementing synchronously and effectively the following measures:

a) Strengthening the role and responsibility of Party committees and local authorities at all levels in organizing and implementing the Project;

b) Reforming and strengthening coordination work; unifying and enhancing awareness and responsibility of the cultural and information sector and relevant central and local agencies in implementing the Project;

c) Reforming and strengthening state management at all levels and sectors in localities;

d) Developing human resources for cultural and information activities

Completing the organizational structure of cultural and information management cadres from province to grassroots level; training political competence for cadres; prioritizing training for ethnic minority cadres; providing preferential treatment for cadres working in ethnic minority areas, remote, and far-flung areas; investing in compiling practical teaching materials for grassroots and ethnic minority areas.

đ) Increasing investment in material infrastructure and equipment for cultural and information activities;

e) Promoting socialization in cultural and information activities to mobilize existing potential at the grassroots level of localities, sectors, and the people to enhance cultural and spiritual enjoyment of the people.

g) Reform and enhance information dissemination, propaganda, and mobilization efforts to raise awareness among all levels, sectors, and the people in the Mekong Delta region during the implementation of this Project until 2010;

h) Effectively conduct mid-term and final reviews, and promptly encourage and reward achievements

- Promptly encourage and reward individuals and collectives with outstanding achievements. Implement policies to encourage socialization of cultural activities;

- Severely handle violations related to organizing and managing cultural activities.

6. Implementation period of the Project: from 2006 to 2010:

a) Phase I: from 2006 to 2008;

b) Phase II: from 2009 to 2010.

7. Sources of funding:

a) Central budget allocated in the state budget for the Ministry of Culture and Information (for construction, operational activities, and funds for the National Target Program on Culture);

b) Targeted supplementary central budget for certain localities facing difficulties;

c) Local budgets;

d) Contributions from the public;

đ) Contributions from political-social organizations;

e) Sponsorship from foreign organizations and individuals.

Article 2. Implementation

1. The Ministry of Culture and Information shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Finance to develop a plan to quantify various types of funding sources and specific management mechanisms, and to direct and guide the implementation of this Project.

2. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Culture and Information to prepare the budget for expenditures under the central budget for implementing this Project; guide localities in allocating funds and managing financial resources to ensure effective implementation of the Project's tasks.

3. Ministries, agencies at the level of ministries, government agencies, and relevant agencies shall cooperate with the Ministry of Culture and Information within their respective functions and responsibilities to implement this Project.

4. People's Committees of provinces in the Mekong Delta shall base their actions on the contents of the Project and the guidance of the Ministry of Culture and Information, coordinate with relevant sectors to develop annual implementation plans, allocate funds for implementation; organize the detailed implementation of the Project according to its goals, indicators, tasks, and solutions; guide and integrate the implementation of this Project with other cultural-social projects and the National Target Program on Culture for the 2006-2010 period.

Article 3

1. This Decision shall take effect fifteen days after its publication in the Official Gazette.

2. Ministers, Heads of agencies at the level of ministries, Heads of government agencies, Chairmen of People's Committees of the cities of Cần Thơ, An Giang, Bạc Liêu, Bến Tre, Cà Mau, Đồng Tháp, Kiên Giang, Long An, Sóc Trăng, Tiền Giang, Hậu Giang, Trà Vinh, and Vĩnh Long are responsible for enforcing this Decision./.
