DECREE
Regarding the issuance of stamps with additional charges for "New Life"
CHAIRMAN OF THE COUNCIL OF MINISTERS OF THE DEMOCRATIC REPUBLIC OF VIETNAM
In accordance with the request of the Chairman of the "New Life" Association;
Pursuant to the decision of the Council of Ministers dated August 6, 1946;
The Council of Ministers agrees,
TO ISSUE THE FOLLOWING DECREE:
Article 1
Permitting the printing over the "REVOLUTION NATIONALE" type of postal stamp with the following lines of text:
"DEMOCRATIC REPUBLIC OF VIETNAM"
"NEW LIFE"
The additional charge is four đồng.
Article 2
The proceeds from the additional charges on such stamps shall be distributed as follows:
a) One half to the "New Life" Association.
b) One half to the National Defense Fund.
Article 3
The Ministers of Communications, National Defense, and Finance are hereby instructed to implement this Decree.
