NUMBER: 167/SL DATE: APRIL 14, 1948
OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
PRESIDENT OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
PURSUANT TO DECREE NO. 51/SL DATED AUGUST 1, 1947 ESTABLISHING THE VALUE OF THE CIRCULATING DONG IN THE CENTRAL REGION;
At the proposal of the Minister of Finance,
AFTER THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND THE COUNCIL OF MINISTERS REACHED AN AGREEMENT,
ISSUES THE DECREE:
Article 1
NOW THE DONG IN THE CENTRAL REGION IS ABOLISHED.
Article 2
WITHIN A TWO-MONTH PERIOD COUNTING FROM THE DATE THIS DECREE IS POSTED, ANYONE WHO HAS DONGS MAY EXCHANGE THEM FOR VIETNAMESE DONG AT THE DEPARTMENT OF TREASURY AND LOCAL RESISTANCE ADMINISTRATIVE COMMITTEES ACCORDING TO THE RATES SET OUT IN DECREE NO. 51-SL DATED JUNE 1, 1947 (ONE BUCKEYE DOLLAR IS WORTH 20 DONGS).
THE PROCEDURE FOR EXCHANGE SHALL BE DETERMINED BY THE MINISTRY OF FINANCE.
Article 3
AFTER THE PERIOD MENTIONED IN ARTICLE 2, ANYONE WHO IS CONVICTED OF HOARDING OR CIRCULATING DONGS WILL BE PUNISHED AS FOLLOWS:
1/ WITH A FINE OF BETWEEN THREE AND NINE TIMES THE AMOUNT OF DONGS SEIZED AT THE OFFICIAL RATE.
2/ WITH IMPRISONMENT FOR BETWEEN SIX DAYS AND SIX MONTHS.
FOR REPEAT OFFENDERS, THE SENTENCE WILL BE IMPRISONMENT FOR BETWEEN TWO MONTHS AND TWO YEARS.
Article 4
ALSO AFTER THE PERIOD MENTIONED IN ARTICLE 2, ANYONE WHO SPECULATES ON DONGS THROUGH TRADING, EXCHANGING, ETC., WILL BE PUNISHED AS FOLLOWS:
1/ WITH A FINE OF BETWEEN 500D AND 10,000D.
2/ WITH IMPRISONMENT FOR BETWEEN SIX MONTHS AND TWO YEARS, OR ONE OF THESE TWO PENALTIES.
Article 5
ADDITIONALLY, IN THE CASES MENTIONED IN ARTICLES 3 AND 4 ABOVE, THE SEIZED DONGS WILL BE CONFISCATED.
Article 6
THE MINISTER OF FINANCE, THE MINISTER OF INTERNAL AFFAIRS, AND THE MINISTER OF JUSTICE ARE RESPONSIBLE FOR ENFORCING THIS DECREE.
