certain social assistance allowances for social welfare beneficiaries

 

PRIME MINISTER

Pursuant to the Law on the Organization of the Government dated September 30, 1992;

Considering the proposal of the Minister of Labor, War Invalids and Social Affairs, and the Ministry of Finance;

 

DECISION:

Article 1. Social assistance allowances for certain social groups.

a) The regular allowance for orphaned children, elderly individuals living alone, and disabled persons without support under the management of communes and wards is 24,000 VND/month (equivalent to 12 kg of rice).

b) The monthly living expense for mentally ill individuals residing in social facilities is 96,000 VND/person/month.

c) Begging individuals during the collection and sorting period receive a daily living expense of 2,800 VND/person/day.

Article 2. Social assistance allowances for individuals involved in prostitution and drug addiction while being concentrated at social facilities.

The monthly living expense is 84,000 VND/person/month (applicable to point 5, Article 2 of Decree No. 5-CP dated January 26, 1994) for a period of three months. Afterward, these individuals will engage in labor production to become self-sufficient; if they face significant difficulties, the budget will provide 50% of the living expenses, but not exceeding three additional months.

This living expense applies only to those individuals whose families or themselves lack the ability to cover their living expenses.

Medical assistance for purchasing medicine is provided at 80,000 VND/person for prostitutes and 250,000 VND/person for drug addicts for the entire treatment period. If treatment occurs at home or at commune health centers, then 50% to 100% of the medicine costs may be covered. The level of assistance is proposed by the Commune People's Committee and decided by the District People's Committee.

Vocational training assistance is provided at 240,000 VND/person/course for individuals undergoing vocational training at education, rehabilitation, and vocational training centers or job promotion centers.

Article 3. The funds for the subjects mentioned in Articles 1 and 2 of this Decision are from the social budget funded by the local government. Provinces facing financial difficulties will receive central government support.

Article 4. The Ministry of Labor, War Invalids and Social Affairs is responsible for coordinating with the Ministry of Finance to guide and monitor the implementation of this Decision.

The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees, and Chairmen of Municipal People's Committees directly under the Central Government are responsible for enforcing this Decision.

This Decision takes effect from the date of issuance. All previous regulations that conflict with this Decision are hereby abolished./.
