Pursuant to Resolution No. 27/2007/NQ-CP dated May 30, 2007 of the Government promulgating the Action Program of the Government to implement Resolution No. 4 of the Fourth Plenary Session of the Central Committee of the Communist Party of Vietnam, Term X on the Vietnam Marine Strategy until 2020;
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Article 1. Attached hereto is the Action Program of the Ministry of Agriculture and Rural Development to implement Resolution No. 4 of the Fourth Plenary Session of the Central Committee of the Communist Party of Vietnam, Term X and Resolution No. 27/2007/NQ-CP dated May 30, 2007 of the Government promulgating the Action Program for the Vietnam Marine Strategy until 2020.
Article 2. This Decision replaces Decision No. 09/2007/QD-BTS dated July 31, 2007 of the Minister of Fisheries and takes effect from the date of signature.
Article 3. Heads of agencies, units, and organizations under the Ministry of Agriculture and Rural Development; Chairmen of the Boards of Directors, General Directors of State-owned Enterprises, Directors of enterprises under the Ministry, and Directors of Departments of Agriculture and Rural Development of coastal provinces and cities are responsible for implementing this Decision.
