Regarding the list of state secrets classified as Confidential within the scope of management by the Ministry of Justice

 THE MINISTER OF PUBLIC SECURITY

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

After reaching consensus with the Minister of Justice,

Pursuant to …;

Article 1. The list of state secrets classified as Confidential within the scope of management by the Ministry of Justice includes information within the following areas:

1. Draft laws, ordinances, and other draft documents prepared by the Ministry of Justice related to political security and crime prevention that have not been published (excluding those draft laws, ordinances, and other draft documents classified as Top Secret state secrets);

2. Information, materials, and documents (including draft documents) regarding policies and measures in the activities of the Ministry of Justice that have not been published;

3. Information and data related to the external activities of the Ministry of Justice that have not been published;

4. Content, programs, and plans prepared by the Ministry of Justice for negotiations with foreign governments on the repatriation of citizens, reception of offenders, extradition of criminals that have not been published or are yet to be published;

5. Information, data, and materials collected by reporters and editors of the Legal Newspaper, Democratic Journal, and PL that have not been approved for public release;

6. Planning documents and leadership cadre files: materials serving internal political protection tasks;

7. Complaint letters under review and investigation, inspection and audit materials that have not been published;

8. Absolute figures on various fields of work of the Ministry of Justice that have not been published;

9. Design documents, technical specifications, network information security protocols, and computer specifications containing specialized business data of the Ministry of Justice;

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Competent agencies of the Ministry of Justice and the Ministry of Public Security are responsible for inspecting the implementation of this Decision.

Article 3. Ministries; ministerial-level agencies; government agencies; provincial people's committees directly under the central government are responsible for implementing this Decision.
