Decree No. 168 establishes the Vietnam Bacteriology Institute Thuan Hoa

DECREE

No. 168 dated August 27, 1946

CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Considering the current situation in Central Vietnam, it is necessary to establish a Bacteriology Institute to supply biological medicines for hospitals in Central Vietnam;

In accordance with Circular No. 18 dated April 18, 1946 defining the scope of Decrees and Ordinances;

In accordance with the proposal of the Minister of Social Affairs;

After the Council of Ministers has reached an agreement;

ISSUES THE DECREE:

Clause 1- The establishment of a research and testing institution named the Bacteriology Institute of Thuan Hoa in Central Vietnam to supplement medical services by producing biological medicines and conducting bacteriological research and testing according to Pasteur methods.

Clause 2- The Bacteriology Institute of Thuan Hoa shall be directly supervised by the Director of Health for Central Vietnam.

Clause 3 - The Director of the Bacteriology Institute of Thuan Hoa and heads of specialized departments shall be appointed by the Minister of Social Affairs upon recommendation from the Director of the Central Health Department. The Minister of Social Affairs may delegate authority to the Director of Health for Central Vietnam to employ other staff.

Clause 4- The Bacteriology Institute of Thuan Hoa shall be funded by the Central Vietnam budget.

Clause 5- The Ministers of Interior, Finance, and Social Affairs are responsible for implementing this Decree.
