PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Approves the Agreement between the Socialist Republic of Vietnam and the Kingdom of Spain on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income, signed on March 7, 2005.

To implement the commitments of Vietnam to ASEAN countries at the Sixth ASEAN Summit held in December 1998 in Hanoi;

At the request of the Minister of Foreign Affairs in Document No. 545-CV/NG-ASEAN dated April 20, 1999, and of the Chairman of the Government Office on August 17, 1999,

DECISION:

Article 1. Approve the List of Tasks and the Assignment Table for the lead agencies responsible for coordinating and implementing the plans, programs, and projects of ASEAN cooperation listed in the Hanoi Action Program (HPA) in December 1998 (attached).

Article 2. Based on the List of Tasks and the Assignment Table attached to this Decision, the lead agency responsible for overall coordination has the duty to develop plans and programs for implementing the HPA; to chair inter-ministerial meetings; to coordinate research, implementation, and execution activities of the HPA by the leading agencies and cooperating agencies; to compile the situation reports on the implementation of the HPA by these agencies; to prepare regular reports (quarterly and annually) on the implementation of the HPA in Vietnam to be submitted to the Prime Minister; and to coordinate the implementation of the HPA between Vietnam and ASEAN.

- The leading agency is responsible for leading research work; organizing the specific implementation of assigned tasks; coordinating with the lead agency responsible for overall coordination in cooperation activities with ASEAN and submitting periodic (monthly) reports on the progress of the HPA implementation under its leadership to the lead agency responsible for overall coordination.

- The cooperating agency is responsible for participating in research and implementation activities of the HPA with the leading agency and the lead agency responsible for overall coordination; contributing opinions on the development of ASEAN cooperation programs, plans, and projects; attending meetings on the organization and implementation of the HPA.

- The Government Office is responsible for compiling the operational status of the agencies (lead agency responsible for overall coordination, leading agency, cooperating agency); assisting the Prime Minister in monitoring, urging, and inspecting the implementation of the Hanoi Action Program.

Article 3. This Decision takes effect from the date of signature.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government; Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision.
