PURSUANTpursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;gThe Minister of National Defense issues this Circular on issuing National Technical Regulation QCVN 11:2018/BQP, National Technical Regulation on ammunition storage facilities and auxiliary tools for receiving and collecting within the scope managed by the Ministry of National Defense

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

Within the scope"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."ive materials and support tools, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Managed by the Ministry of National Defense.i This Circular annexes the following National Technical Regulation in the military and defense sector:

Article 1. QCVN 11:2018/BQP, National Technical Regulation on ammunition storage facilities, explosives, and auxiliary tools for receiving and collecting within the scope managed by the Ministry of National Defense.

This Circular takes effect from January 28, 2019 and shall be uniformly applied throughout the country.

Article 2. The Chief of General Staff, heads of agencies, units, and individuals concerned are responsible for implementing this Circular.

Article 3. The Chief of General Staff, Heads of agencies and units, and relevant individuals shall be responsible for implementing this Circular.
