OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
PRESIDENT OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
PURSUANT TO DECREE NO. 64 DATED MARCH 8, 1946 ORGANIZING LABOR AUTHORITIES,
PURSUANT TO DECREE NO. 226 DATED NOVEMBER 28, 1946 REORGANIZING THE MINISTRY OF LABOR IN THE CURRENT GOVERNMENT,
PURSUANT TO DECREE NO. 29-SL DATED MARCH 12, 1947 REGULATING THE WORKER SYSTEM THROUGHOUT VIETNAM,
CONSIDERING THAT IT IS NECESSARY TO ORGANIZE LABOR AUTHORITIES SUITABLE FOR THE CURRENT RESISTANCE SITUATION,
UPON THE PROPOSAL OF THE MINISTER OF LABOR,
AFTER CONSULTING WITH THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND AFTER THE COUNCIL OF MINISTERS HAS AGREED,
ISSUES THE DECREE:
Article 1
THERE SHALL BE ESTABLISHED IN EACH RESISTANCE ADMINISTRATIVE ZONE THROUGHOUT VIETNAM A LABOR DEPARTMENT UNDER THE SUPERVISION OF A DIRECTOR, WHO SHALL BE APPOINTED BY THE MINISTER OF LABOR.
Article 2
THE LABOR DEPARTMENT OF THE RESISTANCE ZONE SHALL HAVE THE TASK OF IMPLEMENTING THE PROGRAM OF ACTIVITIES OF THE MINISTRY OF LABOR WITHIN THE ZONE.
Article 3
WHERE RELATIONS REGARDING LABOR ARE CONSIDERED NECESSARY, A LABOR BUREAU SHALL BE ESTABLISHED IN EACH PROVINCE UNDER THE RESPONSIBILITY OF A HEAD OF THE LABOR BUREAU, WHO SHALL BE APPOINTED BY THE MINISTER OF LABOR.
WHERE THERE IS NO LABOR BUREAU, THE PROVINCIAL RESISTANCE ADMINISTRATIVE COMMITTEE SHALL BE RESPONSIBLE FOR ENFORCING THE DIRECTIVES OF THE MINISTER OF LABOR.
IN THIS CASE, A MEMBER OF THE PROVINCIAL RESISTANCE ADMINISTRATIVE COMMITTEE SHALL BE RESPONSIBLE FOR LABOR MATTERS ON A SPECIAL BASIS.
Article 4
THE DIRECTOR OF THE LABOR DEPARTMENT OF THE RESISTANCE ZONE SHALL SUPERVISE THE LABOR BUREAUS AND LABOR COMMISSIONERS IN THE PROVINCES WITHIN THE ZONE.
Article 5
THE RELATIONSHIP BETWEEN THE LABOR DEPARTMENT AND LABOR BUREAUS AND THE RESISTANCE ADMINISTRATIVE COMMITTEES AT THE ZONE AND PROVINCE LEVELS SHALL BE SIMILAR TO THE RELATIONSHIP BETWEEN THE RESISTANCE ADMINISTRATIVE COMMITTEES AND OTHER SPECIALIZED AUTHORITIES.
Article 6
THE DETAILS OF THE IMPLEMENTATION OF THIS DECREE SHALL BE SET OUT IN A DECREE ISSUED BY THE MINISTER OF LABOR.

ANY LAWS CONTRARY TO THIS DECREE SHALL BE ABROGATED.
Article 8
THE MINISTER OF INTERIOR, THE MINISTER OF FINANCE, AND THE MINISTER OF LABOR SHALL ENFORCE THIS DECREE.
