DECISION OF THE SUPERIOR AUDITOR
Issuing the Regulation on Granting the Commemorative Medal "For the Cause of Auditing"
GENERAL INSPECTOR
Pursuant to the Law on Competition and Reward dated November 26, 2003;
Pursuant to Decree No. 55/2005/NĐ-CP dated April 25, 2005 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Audit Office;
At the proposal of the Director of the Office of the State Audit Office,
DECISION:
Article 1. The Regulation on Granting the Commemorative Medal "For the Cause of Auditing" is hereby issued together with this Decision.
Article 2. This Decision replaces Decision No. 991/QĐKT-TTNN dated August 16, 1995 of the National Superior Auditor and shall take effect 15 days from the date of publication in the Official Gazette.
Article 3. The Director of the Office, Heads of Departments, Heads of Units under the State Audit Office, Heads of Audits of Ministries and sectors, Heads of Audits of provinces and centrally governed cities, and relevant agencies and organizations are responsible for implementing this Decision./.

REGULATION ON GRANTING THE COMMEMORATIVE MEDAL
"FOR THE CAUSE OF AUDITING"

PART I
GENERAL PROVISIONS
Article 1. Principles for granting the Commemorative Medal "For the Cause of Auditing".
The Commemorative Medal "For the Cause of Auditing" (hereinafter referred to as "Commemorative Medal") is a form of reward granted by the Superior Auditor to individuals who have made contributions to the cause of auditing in Vietnam.
The Commemorative Medal is awarded only once to each individual. Individuals who have previously been awarded the Medal of Honor "For the Cause of Auditing" will not be considered for the Commemorative Medal.
Article 2. Organization of granting the Commemorative Medal
The State Audit Office grants the Commemorative Medal "For the Cause of Auditing" annually on the occasion of the anniversary of the establishment of the auditing sector in Vietnam (November 23), and may grant it exceptionally in special cases.
Chapter II
ELIGIBILITY AND CRITERIA FOR GRANTING THE COMMEMORATIVE MEDAL
Article 3. Eligibility for granting the Commemorative Medal.
1. Civil servants and public officials currently working or having worked in state audit agencies.
2. Leaders of Party and state agencies:
a) Ministers, Deputy Ministers, and equivalent positions;
b) Secretaries and Deputy Secretaries of provincial and municipal Party Committees directly under the Central Government; Chairpersons and Vice-Chairpersons of Provincial People's Councils and People's Committees of provinces and centrally governed cities.
3. Individuals who are Vietnamese citizens residing abroad or foreigners who have made significant contributions to the construction and development of the auditing sector in Vietnam.
4. Other special cases decided by the Standing Committee of the Competition and Reward Council upon recommendation by the Superior Auditor.
5. The following individuals are not eligible for granting:
a) Those currently serving disciplinary sanctions ranging from reprimand upwards. The period of disciplinary sanction shall not be counted consecutively towards eligibility for the Commemorative Medal.
b) Those who were dismissed from public service due to disciplinary violations.
Article 4. Criteria for granting the Commemorative Medal.
1. For individuals specified in Clause 1, Article 3:
a) Having served continuously for at least 10 years in state audit agencies (as of November 23 of the year in which the award is proposed). .
b) Fulfilling assigned tasks satisfactorily.
2. For individuals specified in Clause 2, Article 3:
a) Making significant contributions to the leadership and guidance that promote the development of the auditing sector in Vietnam.
b) Holding a position for at least five years.
3. Individuals who have innovative ideas or scientific works of practical value contributing to the development of the auditing sector in Vietnam.
4. Individuals who have made significant contributions to building and strengthening international cooperation in auditing, positively contributing to the cause of auditing in Vietnam.
Article 5. Cases eligible for priority consideration for awarding.
Civil servants working in the State Inspection system shall be given priority for consideration to be awarded the Commendation Medal:
1. Individuals who are Labor Heroes or Military Force Heroes: shall be considered for awarding immediately upon receipt of the decision conferring such titles.
2. Individuals who have been awarded the Labor Order of Merit in various categories or the title of National Model Worker: shall be proposed for early consideration for awarding two years earlier.
3. Individuals who have been awarded the Prime Minister's Certificate of Merit or the title of Inspectorate Model Worker: shall be proposed for early consideration for awarding one year earlier.
Chapter III
PROCEDURES FOR CONSIDERING THE AWARDING OF THE COMMENDATION MEDAL
Article 6. The process for considering the awarding of the Commendation Medal
1. The Chief Inspector of provinces and centrally-administered cities shall be responsible for establishing files and proposing to the General Inspector to award the Commendation Medal for:
a) Secretaries and Deputy Secretaries of provincial Party Committees under central administration, Chairpersons and Deputy Chairpersons of Provincial People's Councils and People's Committees under central administration.
b) Civil servants who have worked or are currently working at provincial Inspectors, district and county Inspectors, departments and sectors.
2. The Chief Inspector of Ministries and sectors shall be responsible for establishing files and proposing to the General Inspector to award the Commendation Medal for:
a) Ministers, Deputy Ministers, and equivalent positions.
b) Civil servants who have worked or are currently working at Ministry and sector Inspectors, and lower-level inspection organizations (if any).
3. For Departments and units under the Government Inspectorate:
The Department Head of the Cadre and Civil Servant Organization Department shall be responsible for coordinating with department leaders to review and establish files for civil servants working at the Government Inspectorate who meet the criteria for proposal to the Government Inspectorate's Commendation and Award Council for consideration.
4. The Standing Committee of the Commendation and Award Council of the Government Inspectorate shall be responsible for compiling the files for commendation proposals from departments, units, Ministry and sector Inspectors, and local Inspectors, and submitting them to the Commendation and Award Council for proposal to the General Inspector for consideration and decision.
5. For other subjects: the Standing Committee of the Commendation and Award Council of the Government Inspectorate shall examine the proposal files submitted by the heads of agencies and units and submit them to the General Inspector for decision.
6. For individuals who are overseas Vietnamese or foreigners, there must be a written proposal from the Cadre and Civil Servant Organization Department, the International Cooperation Department of the Government Inspectorate, and relevant authorities if necessary. The Standing Committee of the Commendation and Award Council of the Government Inspectorate shall compile and submit to the General Inspector for decision.
7. For special cases, the Standing Committee of the Commendation and Award Council of the Government Inspectorate shall submit to the General Inspector for decision.
Article 7. Files for Proposing Consideration for Awarding the Commendation Medal.
1. A letter proposing consideration for awarding the Commendation Medal.
2. A list of those proposed for awarding the Commendation Medal (in accordance with the prescribed form).
3. Copies of commendation decisions confirmed by the managing authority (for cases eligible for priority consideration for awarding).
Number of files to be submitted: one copy of each type.
Article 8. Time for Submitting Files for Proposing Awarding the Commendation Medal..
The Department Head of the Cadre and Civil Servant Organization Department of the Government Inspectorate, the Chief Inspector of Ministries, sectors, and centrally-administered cities shall submit files for proposing awarding the Commendation Medal to the Commendation and Award Council of the Government Inspectorate before September 1st each year.
Chapter IV
IMPLEMENTATION
Article 9. The Chief Inspector of Ministries, sectors, and centrally-administered cities, and the heads of departments and units under the Government Inspectorate shall be responsible for implementing this Regulation.
During the implementation process, if there are any difficulties, the heads of agencies and units shall provide written comments to the Standing Committee of the Commendation and Award Council of the Government Inspectorate for submission to the General Inspector for consideration and decision./.
