Pursuant to Decree No. 118/2008/ND-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 131/2006/ND-CP dated November 9, 2006 of the Government on issuing the Management and Utilization Regulations for Official Development Assistance;
Pursuant to Circular No. 04/2007/TT-BKH dated July 30, 2007 of the Ministry of Planning and Investment guiding the implementation of the Management and Utilization Regulations for Official Development Assistance;
Pursuant to Circular No. 03/2007/TT-BKH dated March 12, 2007 of the Ministry of Planning and Investment guiding the functions, tasks, and organizational structure of the Office Managing ODA Programs and Projects;
Pursuant to Decision No. 803/2007/QD-BKH dated July 30, 2007 of the Ministry of Planning and Investment on issuing the Reporting System for the Implementation of ODA Programs and Projects;
Pursuant to Decision No. 1422/QD-BTC dated June 25, 2007 of the Minister of Finance on issuing the Working Regulations in External Activities of the Ministry of Finance;
Considering the proposals of the Director of the Department of International Cooperation, the Director of the Department of Planning and Finance, and the Director of the Department of Organization and Cadre Affairs,

Article 1. These Management and Implementation Regulations for Programs and Projects of the Ministry of Finance Using Foreign Aid are hereby issued together with this Decision.
Article 2. This Decision shall take effect from the date of signature and replace previous regulations on the management of programs and projects funded by foreign aid for the Ministry of Finance.
Article 3. Heads of Organizations and units under the Ministry of Finance are responsible for implementing this Decision.
