PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to Decision No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital;
Considering the proposal of the People's Committee of Vinh Phuc Province,
DECISION:
Article 1. Approves the Restructuring and Modernization Plan for state-owned enterprises with 100% state capital under the People's Committee of Vinh Phuc Province for the period 2008-2010 as follows:
1. To convert into limited liability companies with one member, to be implemented in 2008 (5 enterprises):
- Vinh Phuc Lottery Company.
- Lieanson Water Management and Operation Company.
- Me Linh Water Management and Operation Company.
- Lap Thach Water Management and Operation Company.
- Tam Dao Water Management and Operation Company.
2. To convert into joint-stock companies, to be implemented in 2008 (5 enterprises):
- First Water Supply and Environment Company.
- Second Water Supply and Environment Company.
- Vinh Yen Urban Environment and Service Company.
- Phu Yen Urban Environment and Service Company.
- Road Management and Repair Company.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Chairman of the People's Committee of Vinh Phuc Province shall be responsible for:
1. Directing the implementation of the restructuring and modernization plan for state-owned enterprises directly under the province according to the contents and schedule approved in Article 1 of this Decision.
2. Based on Decision No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital to decide the proportion of shares held by the state in joint-stock companies.
3. Selecting some units meeting the conditions to develop pilot plans for joint-stock conversion, and submitting them to the Prime Minister for consideration and decision.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Vinh Phuc Province in implementing this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 4. This Decision takes effect from the date of issuance.
The Chairman of the People's Committee of Vinh Phuc Province and heads of related agencies shall be responsible for enforcing this Decision./.
