DIRECTIVE
On the matter of training teachers and education management staff for the summer of 2000
and training management staff for the summer of 2000
The academic year 1999-2000 is the year to continue implementing and enforcing Resolution No. 2 of the Central Committee of the Communist Party (Term VIII); it is also the first year to implement the Education Law.
Based on Directive No. 32/1999/CT-BGD&ĐT dated August 7, 1999, regarding tasks for the academic year 1999-2000 in early childhood education, general education, vocational education, and non-formal education; from the reality of education and training in the 1999-2000 academic year; to prepare effectively for the implementation of tasks for the 2000-2001 academic year;
The Ministry requests Directors of Provincial Departments of Education and Training, Principals of teacher training schools, secondary vocational schools, and educational management training schools to implement the plan and content of teacher and educational management staff training for the summer of 2000 (attached with this directive) ensuring the following requirements:
1. Continue to implement Resolution No. 2 of the Central Committee of the Communist Party (Term VIII) on education and training, according to the strategic orientation for the development of education and training during the period of industrialization and modernization, and the goal of education and training until 2020.
2. Implement and enforce the Education Law and other regulatory documents guiding the enforcement of the Education Law.
3. Based on the directive and the guidance plan for teacher and educational management staff training for the summer of 2000 issued by the Ministry, Provincial Departments of Education and Training, teacher training schools, secondary vocational schools, and educational management training schools should develop plans, contents, and organize training suitable to local conditions and units.
4. Strictly direct the work of teacher training (professional training, continuing education...) according to directives from the Ministry and local authorities. It is necessary to improve the organization of training and evaluation to ensure that teacher training is truly practical and effective.
5. Departments, Institutes, and units under the Ministry with training content and plans included in the plan and content of teacher and educational management staff training for the summer of 2000 have the responsibility to direct and urge localities and schools to implement this directive.

After studying the registration for training and issuing a teaching qualification certificate No. 50/ĐT dated February 10, 2000, of Hanoi National Pedagogical University and the proposed curriculum framework.
The Teachers Department has the following opinions:
1. According to the Education Law and the Civil Servant Ordinance, only those who hold a Bachelor's Degree in Education, Associate Degree in Education, or Master's Degree in Education can be eligible to take the examination for recruitment as civil servants in teaching positions at general education schools (Elementary, Middle, High School).
2. To ensure the rights of learners, the form of supplementary training should not be used to issue a teaching qualification certificate, but rather the form of training should be used to issue a second bachelor's degree according to the regulations of the Ministry.
3. The curriculum framework needs to clearly specify.
- The target group of training.
- The profession after graduation (elementary school teacher, middle school teacher, high school teacher).
- In addition to the blocks of knowledge in psychology, teaching methods, and pedagogical practice mentioned in the draft, additional knowledge should be added after comparing the two training programs as stipulated. This part may be determined by the school principal, however, it must not be less than a certain number of credit units based on the regulation for issuing a second bachelor's degree of the Ministry.
