DECISION NO. 17/2001/CT-TTG OF THE PRIME MINISTER
JULY 20 2003 EXPANDING THE SCOPE OF THE LAO CAI BORDER GATE ECONOMIC ZONE 2001 ON THE ORGANIZATION AND IMPLEMENTATION OF THE "NATIONAL CAMPAIGN FOR THE ADMINISTRATION OF THE SECOND DOSE OF MEASLES VACCINE" FOR CHILDREN AGED FROM 9 TO 10 YEARS OLD IN 2002-2003
The Expanded Program on Immunization has been implemented nationwide since 1985 and has achieved significant results in the care and protection of children's health in Vietnam. Compared to 1985, the measles incidence rate in 2000 decreased sixfold.

However, since 1997, the situation with measles has become complicated and there has been a trend towards increasing cases in many countries around the world, especially those that only administer a single dose of measles vaccine to children under one year old, as in Vietnam. The reason is that each year, there are still children under one year old who have not been vaccinated against measles, and there are also children who have been vaccinated but did not develop protective immunity against measles. In 1999, the health sector proactively piloted the administration of the second dose of measles vaccine for all children aged from nine months to ten years old in Hai Phong City. After the second dose, there was not a single case of measles among children in Hai Phong City throughout 2000. The experience gained from implementing the pilot campaign in Hai Phong City in 1999 shows that administering the second dose of measles vaccine will yield very high effectiveness. To thoroughly prevent and control measles more effectively and create conditions for eliminating measles by 2010 in line with the global strategy of the World Health Organization, the Prime Minister issues the following directive:

1. In the two years 2002 and 2003, organize and implement the "National Campaign for the Administration of the Second Dose of Measles Vaccine" for all children aged from nine months to ten years old across the country with financial support from the Government of Japan. The measles vaccination campaign will be carried out simultaneously in 31 provinces and centrally governed cities from Thua Thien-Hue northward in the first quarter of 2002, and simultaneously in 30 provinces and centrally governed cities from Da Nang southward in the first quarter of 2003. 2. The Ministry of Health shall be responsible for developing specific implementation plans, ensuring timely and adequate supply of vaccines and necessary equipment for localities; arranging convenient vaccination points for all citizens, particularly in mountainous, remote, and difficult areas. The Ministry of Health shall serve as the lead agency coordinating with other ministries, sectors, and mass organizations in mobilizing social resources to successfully implement the campaign. 3. The Ministry of Finance shall be responsible for directing financial agencies at all levels to ensure annual budgets according to the plan approved by the State in the "National Campaign for the Administration of the Second Dose of Measles Vaccine" program for 2002 and 2003; planning additional funding to support the campaign beyond the central government's budgeted funds. 4. The Ministry of Culture, Sports and Tourism shall be responsible for directing concentrated publicity campaigns for the "National Campaign for the Administration of the Second Dose of Measles Vaccine" so that the people recognize that vaccinating children against disease is for the happiness and health of Vietnamese children, for the benefit and obligations of the entire population and every family, and voluntarily participate in the "National Campaign for the Administration of the Second Dose of Measles Vaccine". To thoroughly and effectively prevent and control measles, creating conditions to eliminate measles by 2010 in accordance with the World Health Organization's overall measles prevention and control strategy, the Prime Minister issues the following Directive: 1. 8.
