Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. Directors of Departments of Education and Training are instructed to guide the application of these standards in accordance with the specific conditions of vocational technical centers in their respective localities.
Article 4. The Heads of the Office, Heads of Departments: Organization and Cadres, Planning and Finance, Teachers; Head of the Inspectorate, Director of the Labor Training Center, Directors of Departments of Education and Training, Directors of vocational technical centers, and Heads of relevant units are responsible for implementing this Decision.

STANDARDS FOR THE TITLE OF EXCELLENT VOCATIONAL TECHNICAL CENTER TEACHER, ADVANCED VOCATIONAL TECHNICAL CENTER, AND OUTSTANDING ADVANCED VOCATIONAL TECHNICAL CENTER
(Issued together with Decision No. 17/2001/QĐ-BGD&ĐT dated May 18, 2001 of the Minister of Education and Training)
Part A:
STANDARDS FOR THE TITLE OF EXCELLENT VOCATIONAL TECHNICAL CENTER TEACHER
I. STANDARDS FOR THE TITLE OF EXCELLENT VOCATIONAL TECHNICAL CENTER TEACHER AT THE LOCAL LEVEL
The title of Excellent Vocational Technical Center Teacher (Vocational Technical Center) at the local level is the title of Model Worker at the local level applicable to teachers working in vocational technical centers.
Individuals who are awarded the title of Excellent Vocational Technical Center Teacher at the local level must meet the criteria of Good Worker and the following three standards:
Standard 1: Teaching at a high quality and effectiveness, recognized and trusted by colleagues and students.
Standard 2: Having good moral character, loving the profession, being highly responsible in work. Being exemplary in adhering to Party policies and State laws. Being friendly and supportive towards colleagues. Maintaining good relations with students. Leading in various competitive activities.
Standard 3: Actively and proactively learning and self-improving to enhance qualifications to meet the requirements of improving educational and training quality.
1. Specific contents of Standard 1
1.1- Implementing the curriculum fully and strictly abiding by professional regulations such as preparing and grading assignments thoroughly, teaching classes, assessing students according to regulations, having complete files and records; Files reviewed are rated as excellent. Preparing well all necessary teaching aids, tools, and technical equipment suitable for practical needs, creatively ensuring the requirement to train students' practical skills.
1.2- Delivering teaching content and methods at a high quality-Assuring accurate, comprehensive, systematic, up-to-date, and practical knowledge.
- Continuously refining and innovating teaching methods to promote students' positivity, initiative, and creativity in learning.
- Presenting lectures clearly, concisely, and understandably so that students can grasp the essential content of the lecture and subject.
- Utilizing teaching aids and technical equipment effectively to help students master knowledge and develop basic skills.
- Integrating general vocational education closely with career guidance for students.
1.3- Ensuring student education according to general education goals. The academic results of classes taught by the teacher reach over 95% from average and above, with 20% to 25% of students achieving good and excellent results in vocational exams.
1.4- Actively participating in improving, promoting innovative experiences, and scientific research. Having recognized, disseminated, and applied innovative experiences or research topics at the vocational technical center. Actively making teaching aids, models, and equipment serving professional purposes.
1.5- Effectively managing students during class hours and frequently assisting underperforming students.
1.6- Recognized as an excellent vocational technical center teacher or achieving high performance in teacher excellence competitions and specialized topics.
2. Specific contents of Standard 2
2.1- Setting a good example in work style and pedagogical labor. Being passionate and dedicated to the profession. Always demonstrating high responsibility, dedication in work, and receiving high evaluations from colleagues.
2.2- Having good moral character. Being exemplary in adhering to Party policies and State laws. Strictly abiding by the rules and regulations of the vocational technical center. Willingly accepting and completing assigned tasks.
2.3- Having a spirit of self-reliance, helping and supporting colleagues. Actively participating in competitive activities, contributing to building a united and strong team.
3. Specific contents of Standard 3
3.1- Actively studying, self-learning, and researching to improve political, professional, and vocational qualifications, promptly grasping and updating knowledge and skills related to the profession, meeting the requirements of enhancing vocational guidance and general vocational education quality at the vocational technical center.
3.2- Fully participating in professional meetings, specialized training sessions, scientific activities, and observing classes at the vocational technical center and within the professional department.
3.3- Having professional expertise and reputation. Having a spirit of unity, helping colleagues improve their qualifications, and having a willingness to learn from colleagues.
3.4- Actively and proactively participating in professional and vocational training courses and achieving satisfactory results. Actively studying foreign languages and information technology to serve professional purposes.
3.5- Meeting the training standards as stipulated in the Regulations on the organization and operation of vocational technical centers.
II- CRITERIA FOR THE TITLE OF OUTSTANDING TECHNICAL AND VOCATIONAL TRAINING CENTER TEACHER AT THE PROVINCE-CITY LEVEL UNDER THE CENTRAL GOVERNMENT
(hereinafter referred to collectively as province)
Individuals awarded the title of Outstanding Technical and Vocational Training Center Teacher at the provincial level must meet the following three criteria:
Criterion 1: Achieve the title of Outstanding Technical and Vocational Training Center Teacher at the grassroots level for three consecutive years.
Criterion 2: Achieve outstanding achievements, being the most exemplary among Outstanding Technical and Vocational Training Center Teachers at the grassroots level, or be recognized as an excellent teacher in provincial-level teaching competitions or specialized topic contests (if organized).
Criterion 3: Have innovative experiences, initiatives, specialized topics, or scientific research projects that are evaluated positively and have practical value.
In cases where the individual has not achieved the title of Outstanding Technical and Vocational Training Center Teacher at the grassroots level for three consecutive years, they must meet the three criteria for the title of Outstanding Technical and Vocational Training Center Teacher at the grassroots level with outstanding achievements, serving as a model for the province.
III- CRITERIA FOR THE TITLE OF OUTSTANDING TECHNICAL AND VOCATIONAL TRAINING CENTER TEACHER AT THE NATIONAL LEVEL.
Individuals awarded the title of Outstanding Technical and Vocational Training Center Teacher at the national level must meet the following three criteria:
Criterion 1: Achieve the title of Outstanding Technical and Vocational Training Center Teacher at the provincial level for two consecutive times.
Criterion 2: Achieve outstanding achievements, being the most exemplary among Outstanding Technical and Vocational Training Center Teachers at the provincial level, or be recognized as an excellent teacher in national teaching competitions.
Criterion 3: Have innovative experiences, initiatives, or scientific research projects that are accepted, highly evaluated, and have practical value, widely applied and disseminated within the technical and vocational training center system, yielding significant results.
In cases where the individual has not achieved the title of Outstanding Technical and Vocational Training Center Teacher at the provincial level for two consecutive times, they must meet the three criteria for the title of Outstanding Technical and Vocational Training Center Teacher at the provincial level with outstanding achievements, serving as a model for the province.
PROCEDURE FOR REVIEWING AND AWARDING THE TITLE OF OUTSTANDING TECHNICAL AND VOCATIONAL TRAINING CENTER TEACHER
The procedure for reviewing and awarding the title of Outstanding Technical and Vocational Training Center Teacher at various levels is carried out according to Circular No. 14/1999/TT-BGDĐT dated March 22, 1999, issued by the Ministry of Education and Training, specifically as follows:
1- Reviewing and awarding the title of Outstanding Technical and Vocational Training Center Teacher at the grassroots level
The title of Outstanding Technical and Vocational Training Center Teacher at the grassroots level is reviewed and awarded annually during each academic year, with one commendation per year. To provide a basis for the Provincial Department of Education and Training's Commendation and Competition Council to consider and select, the Technical and Vocational Training Center will proceed with the following steps:
- The Technical and Vocational Training Center conducts inspections, audits, evaluates files, records, and assesses the professional expertise and pedagogical skills of teachers. The evaluation results serve as the basis for selection, with student opinions also taken into account for reference.
- Individuals self-assess their achievements based on the three criteria. Subject teams contribute opinions and vote on confidence.
The Technical and Vocational Training Center's Commendation and Competition Council bases its review and recommendation on the criteria and evaluation results, proposing the Director of the Provincial Department of Education and Training to decide on recognition.
2- Reviewing and awarding the title of Outstanding Technical and Vocational Training Center Teacher at the provincial level
The title of Outstanding Technical and Vocational Training Center Teacher at the provincial level is reviewed and awarded twice every five years, in the third and fifth years of the five-year plan.
The Technical and Vocational Training Center's Commendation and Competition Council proposes the Provincial Department of Education and Training's Commendation and Competition Council to review and report to the Provincial Commendation and Competition Council, recommending the Chairman of the Provincial People's Committee to decide on recognition.
3- Reviewing and awarding the title of Outstanding Technical and Vocational Training Center Teacher at the national level
The title of Outstanding Technical and Vocational Training Center Teacher at the national level is reviewed and awarded once every five years, at the end of the five-year plan.
Provinces propose, the Provincial Department of Education and Training's Commendation and Competition Council selects, and the Minister of Education and Training reports to the Prime Minister through the Central Commendation and Competition Council for decision.
Part B:
STANDARDS FOR THE TITLE OF ADVANCED TECHNICAL AND VOCATIONAL TRAINING CENTER
The title of Advanced Technical and Vocational Training Center is a collective labor excellence award granted to Technical and Vocational Training Centers. To be awarded the title of Advanced Technical and Vocational Training Center, a center must meet the following five standards:
Standard 1: Successfully fulfill tasks and improve the quality of education according to educational goals and plans.
Standard 2: Build and develop a team of teachers who are united, responsible, and professionally competent.
Standard 3: Construct technical infrastructure that integrates teaching, learning, and scientific research with practical needs, effectively meeting educational requirements.
Standard 4: At least 50% of individuals within the unit must achieve the title of Excellent Worker, including at least one Excellent Teacher at the center level. There should be no personnel disciplined with warnings or higher.
Standard 5: Serve as a model in implementing Party policies, state laws, and regulations. Management operations should be organized efficiently, fostering a strong and cohesive team, and effectively promoting competition and rewards.
1- Specific Content of Standard 1
1.1- Strictly implement general vocational training programs and career guidance for students. Organize all aspects of center activities well. Pay special attention to supporting and nurturing students with exceptional circumstances and talents. The number and quality of students attending the center should show positive development trends, with over 95% of students achieving satisfactory results in vocational exams, including 20% achieving excellent results. Diversify vocational training programs to align with local economic structures and societal labor demands.
1.2- Actively innovate educational objectives, content, and methods to enhance educational quality and training effectiveness.
1.3- Ensure sufficient textbooks, materials, and modern facilities necessary for teaching, learning, and career counseling. Promote the production and improvement of teaching aids to enhance general vocational training and career guidance for students.
1.4- Effectively organize student excellence programs, ensuring participation in provincial-level student excellence competitions (if such competitions are held).
2. Specific contents of Standard 2
2.1- Build a united teacher team passionate about their profession and dedicated to students. Strictly adhere to professional regulations.
2.2- Develop and nurture a teacher workforce adequate in quantity, high in quality, and diverse in type. Efficiently allocate and utilize teachers.
2.3- Implement standardization of the teacher workforce and provide conditions for teachers to enhance their qualifications:
- Over 85% of teachers must meet or exceed the required standards as stipulated in the regulations on the organization and operation of Technical and Vocational Training Centers.
- Focus on building and nurturing leading teachers and regularly update their knowledge and skills in advanced science, technology, and engineering.
- At least 30% to 50% of teachers should have basic computer skills, and 20% to 40% should know one foreign language at level A.
- The rate of teachers undergoing various forms of professional training annually should reach 80% or more. At least 15% to 20% of teachers should be rated as excellent at the center level, with no weak teachers.
3. Specific contents of Standard 3
3.1- Ensure sufficient classrooms, practical rooms, libraries, technical equipment, and machinery for ongoing vocational training programs. Update these facilities annually towards modernization and practicality. Efficiently manage and utilize the center's technical infrastructure. Encourage teachers to produce and improve teaching aids.
3.2- Conduct scientific research projects and apply innovative ideas. Collaborate with production bases, research institutes, and training institutions to enhance educational quality.
3.3- Create a professional environment and ensure appropriate working conditions for teachers.
4- Specific Content of Standard 4
4.1- At least 30% of staff members must achieve the title of Excellent Worker.
4.2- At least 5% of teachers must achieve the title of Excellent Teacher at the center level.
4.3- No staff member should be disciplined with warnings or higher.
5- Specific Content of Standard 5
5.1- Adhere strictly to Party policies, state laws, regulations on the organization and operation of Technical and Vocational Training Centers, and directives from ministries, sectors, and localities.
5.2- Organize the center's structure efficiently, streamline management functions according to regulations, and plan activities annually, semester-wise, and monthly.
5.3- Maintain close relations with local communities and effectively promote socialized vocational education.
5.4- Foster a united and harmonious team among teachers, staff, and workers. Implement democratic and transparent practices within the center. Conduct thorough inspections, evaluations, and improvements throughout the year.
5.5- The Party organization must meet clean and strong criteria. The trade union must be recognized as a strong grassroots organization, and the Youth Union must be rated as good or better. Emphasize and fully implement competitive and reward programs for the academic year.
Part C:
STANDARDS FOR THE TITLE OF OUTSTANDING ADVANCED COMPREHENSIVE VOCATIONAL AND OCCUPATIONAL TRAINING CENTER
The title of Outstanding Advanced Comprehensive Vocational and Occupational Training Center is an outstanding collective labor title awarded to Comprehensive Vocational and Occupational Training Centers. For a Comprehensive Vocational and Occupational Training Center to be awarded this title, it must meet the following five standards:
Standard 1: Successfully completing tasks and educational training objectives, meeting local and societal needs.
Standard 2: Building and nurturing a high-quality, cohesive, and responsible teaching staff.
Standard 3: Constructing technical infrastructure, educational environment, and pedagogical landscape that meet educational requirements.
Standard 4: At least 50% of individuals must achieve the title of Excellent Worker, with at least one individual achieving the title of Model Worker or Excellent Vocational and Occupational Training Center Teacher at the grassroots level, provincial level, or centrally governed city level. There should be no staff members disciplined with warnings or higher penalties.
Standard 5: Serving as a model in implementing Party policies and State laws. Management operations should be well-organized and effective, fostering a strong and united team. There should be widespread, practical, and effective competitive activities.
1- Specific Content of Standard 1
Standard 1 consists of four components similar to the standard for the title of Advanced Comprehensive Vocational and Occupational Training Center, with achievements surpassing those required for the Advanced Comprehensive Vocational and Occupational Training Center title. Some components must achieve outstanding results.
2. Specific contents of Standard 2
Standard 2 consists of three specific components similar to the standard for the title of Advanced Comprehensive Vocational and Occupational Training Center, with achievements surpassing those required for the Advanced Comprehensive Vocational and Occupational Training Center title. Some components must achieve outstanding results.
Requirements for Components 2-3 are as follows:
- More than 95% of teachers must meet the qualification standards set out in the Regulation on the Organization and Operation of Comprehensive Vocational and Occupational Training Centers: theoretical technical and vocational teachers must have a bachelor's degree. General vocational teachers must have a college-level technical education or a college-level technical education, or be master craftsmen or highly skilled workers who have received pedagogical training.
- At least 60% to 70% of teachers must have basic computer skills, and 30% to 50% of teachers must know one foreign language at level A or above.
- Maintain regular class observations, seminars, and specialized activities. At least 30% of teachers must achieve the title of Excellent Teacher at the center level, and some teachers must be recognized as Excellent Teachers by the province.
3. Specific contents of Standard 3
Standard 3 consists of three specific components similar to the title of Advanced Comprehensive Vocational and Occupational Training Center, with achievements surpassing those required for the Advanced Comprehensive Vocational and Occupational Training Center title. Some components must achieve outstanding results.
4- Specific Content of Standard 4
4.1- At least 50% of staff members must achieve the title of Excellent Worker.
4.2- At least 10% of staff members must achieve the title of Model Worker and Excellent Comprehensive Vocational and Occupational Training Center Teacher at the grassroots level. At least one individual must achieve the title of Model Worker or Excellent Comprehensive Vocational and Occupational Training Center Teacher at the provincial level during the consecutive academic year.
5- Specific Content of Standard 5
Standard 5 consists of five specific components similar to the standard for the title of Advanced Comprehensive Vocational and Occupational Training Center, with achievements surpassing those required for the Advanced Comprehensive Vocational and Occupational Training Center title. Some components must achieve outstanding results.
PROCEDURE FOR REVIEWING AND AWARDING THE TITLE OF ADVANCED COMPREHENSIVE VOCATIONAL AND OCCUPATIONAL TRAINING CENTER, OUTSTANDING ADVANCED COMPREHENSIVE VOCATIONAL AND OCCUPATIONAL TRAINING CENTER
The titles of Advanced Comprehensive Vocational and Occupational Training Center and Outstanding Advanced Comprehensive Vocational and Occupational Training Center are reviewed and awarded annually, with one review and award session per academic year.
The procedure for reviewing and awarding the titles of Advanced Comprehensive Vocational and Occupational Training Center and Outstanding Advanced Comprehensive Vocational and Occupational Training Center is carried out according to Circular No. 14/1999/TT-BGDĐT dated March 22, 1999, issued by the Ministry of Education and Training, specifically as follows:

The Competition and Reward Council of the center proposes to the Competition and Reward Council of the provincial education sector for review, which then recommends the Director of the Department of Education and Training to decide on the award.
2- Reviewing and awarding the title of Outstanding Advanced Comprehensive Vocational and Occupational Training Center
The Competition and Reward Council proposes, the Competition and Reward Council of the provincial education sector recommends to the Competition and Reward Council of the province for review, which then recommends the Chairman of the People's Committee of the province to decide on the award.
