BASED ON DECREE NO. 22/CP dated MAY 22, 1993 of THE GOVERNMENT on the tasks, powers, and organizational structure of the Ministry of Science and Technology and Environment;
Pursuant to Decision No.: 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the orientation, objectives, tasks, and list of key national science and technology programs for the 2001-2005 period;
Considering the proposals of the Heads of the Department of Industrial Science and Technology Management and the Department of Planning;
DECISION:
Article 1. Approve the objectives and main contents of the National Key Science and Technology Program for the 2001-2005 period: "Research on new materials science and technology," Code: KC.02 (Annex attached).
Article 2. The Heads of the Department of Industrial Science and Technology Management, the Department of Planning, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology and Environment, and the Heads of related agencies shall be responsible for implementing this Decision.

Building scientific and technological capacity as a basis for receiving, adapting, mastering, improving, and developing new materials technology.
4. The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value.
a. Objectives:
Studying some technologies to establish a foundation for importing, transferring, and developing technology in the field of materials.
Selecting new technologies and materials to serve the implementation of certain state economic and social projects.
b. Main contents:
Studying and applying modern technology in the production of iron, steel, aluminum, and other metals suitable for Vietnam's resources and actual conditions.
Studying and applying refining, alloying, casting, and processing technologies for iron, steel, aluminum, and high-quality metal products serving machinery manufacturing, construction, cement production, chemical industries, and defense.
Perfecting the technology for producing advanced ceramic, porcelain, glass, and high-strength insulating materials.
Studying and developing polymer, nano-composite polymer based on thermoplastic, composite polymer reinforced with a single type of fiber or mixed with plant fibers (bamboo, rattan, hemp, coconut, etc.) to reduce environmental pollution and lower product costs, applying casting, extrusion, injection molding, and hot pressing technologies to process the obtained materials.
Expanding the application of various copolymers based on thermoplastics and natural rubber, as well as other composite materials to improve product quality and reduce costs.
Studying and developing biodegradable polymers and composite materials based on carbon, carbon composites, polyurethane, etc., enhancing the quality and expanding the application of products based on chitin/chitosan.
Studying materials and technologies for protecting transportation, construction, defense, marine, and island facilities.
Studying optoelectronic and photonic materials, energy conversion materials, high-grade magnetic materials, and nanomaterials. Studying catalyst materials for exhaust gas treatment using rare earths and rare earth magnet production technology.
