THE MINISTER OF CONSTRUCTION

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities of State management by Ministries and Ministerial-level agencies;

Pursuant to Decree No. 15/CP dated March 4, 1994 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 38/1998/NĐ-CP dated June 9, 1998 of the Government detailing the implementation of the Ordinance on thrift, economy, and prevention of waste promulgated together with Decree No. 2/CTN dated March 9, 1998 of the President;

Pursuant to the Investment and Construction Management Regulations issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing certain articles of the Investment and Construction Management Regulations;

To meet practical requirements for urban environmental sanitation work;

At the proposal of the Director of the Institute of Construction Economics;

Pursuant to …;

Article 1. The set "Norms for Budget Estimates in the Urban Environmental Sanitation Sector (Volume I: Collection, Transportation, and Treatment of Waste)" is hereby issued together with this Decision.

Article 2. The aforementioned norms for budget estimates shall serve as the basis for planning, establishing unit prices, preparing budgets, and finalizing settlement of quantities of work in the urban environmental sanitation sector and shall be uniformly applicable throughout the country from September 1, 2001, replacing previously issued norms for budget estimates in the urban environmental sanitation sector.

Article 3. The Heads of the Office of the Ministry of Construction, the Directors of the Department of Planning and Architecture Management, and the Director of the Institute of Construction Economics are responsible for guiding the implementation of this Decision.
