Pursuant to the Government Decree No. 178/CP dated October 28, 1994 on the functions, tasks, powers, and organizational structure of the Ministry of Finance.
Pursuant to the Prime Minister's Decision No. 132/2001/QD-TTg dated September 7, 2001 on the financial mechanism for implementing the program of developing rural roads, aquaculture infrastructure, and village craft infrastructure in rural areas, and the localities' proposals.
Pursuant to the Prime Minister's Decision No. 196/2001/QD-TTg dated December 27, 2001 on the allocation of targets and budget estimates for the State budget for 2002.

Article 1:
The total amount of preferential credit allocated for implementing the program of reinforcing irrigation canals, rural roads, aquaculture infrastructure, and village craft infrastructure in rural areas in 2002 for province (city) ... is ... million dong.
Based on the total amount of capital, the province (city) shall carry out specific allocations for the objectives in accordance with the actual requirements of the locality and report to the Ministry of Finance for consolidation and monitoring.
Article 2:
The People's Committee of the province (city) is responsible for directing relevant levels and sectors in the locality to implement the use of the credit funds according to the provisions of the Prime Minister's Decision No. 132/2001/QD-TTg dated September 7, 2001, Circular No. 72/2000/TT-BTC dated July 19, 2000, and Circular No. 79/2001/TT-BTC dated September 28, 2001 issued by the Ministry of Finance.
