DIRECTIVE
Regarding the launch of a competition movement to successfully fulfill the tasks of economic and social development in 2006 and the five-year plan (2006-2010) as per the Resolution of the 10th National Congress of the Communist Party of Vietnam
In recent years, implementing Directive No. 35/CT-TW dated June 3, 1998 and Directive No. 39/CT-TW dated May 21, 2004 of the Political Bureau of the Central Committee of the Communist Party of Vietnam, the patriotic emulation movement and the work of commendation and reward throughout the country have shown positive changes; particularly, the emulation campaign pursuant to Directive No. 31/CT-TTg of the Prime Minister has contributed significantly to the completion and even exceeded the economic and social development plan for 2005 (with an economic growth rate of 8.4%), contributing to the successful implementation of the five-year plan (2001-2005).
Building on the achieved results, to contribute to the successful fulfillment of the goals and tasks of economic and social development over the five-year period (2006-2010) as per the Resolution of the 10th National Congress of the Communist Party, the Prime Minister requests that all Ministries, sectors, People's Committees of provinces and centrally governed cities implement the following specific contents:
1. Based on the objectives of the five-year plan (2006-2010), each Ministry, sector, and locality under the leadership of the respective Party committees must set out specific emulation targets for each year and each campaign, directing the emulation movement towards effectively fulfilling the tasks of economic and social development, national defense, security, stabilizing and improving people's living standards, creating significant changes in various fields of economic and social life at each industry, locality, and organization.
In the immediate term, in 2006, the first year of the five-year economic and social development plan (2006-2010), to create momentum for subsequent years, the emulation movement must focus on key tasks with breakthrough characteristics, aiming to contribute to rapid and sustainable economic growth, enhancing efficiency and competitiveness of the economy, combining economic development with cultural and social development; the emulation movement must positively impact the implementation of administrative reform programs, improving the effectiveness of state machinery, building the Party, government, and mass organizations clean and strong, thoroughly practicing thrift, combating waste, eliminating bureaucratic and corrupt practices, and effectively addressing citizens' complaints and denunciations; simultaneously, it must contribute to effectively resolving pressing social issues such as job creation, reducing unemployment rates, and decreasing the number of poor households. To accomplish these tasks, each Ministry, sector, and locality must formulate specific and relevant emulation contents and measures tailored to their own characteristics. Leveraging the role of the Mass Organizations in organizing registration, agreements, implementation, mid-term review, and final evaluation of the emulation movement, ensuring that the emulation movement truly becomes a revolutionary action of the masses.
2. Continue to thoroughly understand and strictly implement the Law on Emulation and Reward and the Government's decrees guiding the implementation of the Law on Emulation and Reward, initially changing perceptions to further innovate and improve the quality of emulation movements, the quality of activities of emulation clusters and groups, and the quality of reward work; opposing all manifestations of ostentation and achievement-seeking in emulation and reward, ensuring rewards are given to the right individuals and entities for the correct achievements and in a timely manner, so that emulation and reward truly become driving forces for economic and social development, ensuring national defense and security, and building new human beings. Do not propose conferring emulation titles and reward forms on individuals and collectives involved in corruption or failing to properly implement the policy of thrift and waste reduction.
3. Vigorously promote the construction of exemplary models and the widespread learning from exemplary models. Each Ministry, sector, and locality must cultivate the most representative exemplary models of their own to serve as examples and learning materials; promptly publicize the lessons learned from exemplary models.
The Ministry of Culture, Sports and Tourism shall cooperate with the Central Propaganda and Culture Board and mass media agencies to effectively carry out propaganda work, promptly identify and publicize exemplary models and new factors.
4. Continue to innovate organizational and personnel work in emulation and reward, promptly complete the restructuring of the emulation and reward apparatus according to the spirit of Government Decree No. 122/NĐ-CP dated October 4, 2005; continue to consolidate and enhance the quality of activities of the Emulation and Reward Councils at all levels, truly becoming advisory and strategic bodies for the Party committees and governments regarding emulation and reward work; enhance the advisory and research capabilities of specialized agencies on emulation and reward; build a cadre team with both capability and integrity to meet the requirements of innovation in emulation and reward work in the new phase, contributing to the implementation of the Law on Emulation and Reward in real life.
5. Strengthen inspection and supervision of the implementation of policies and regulations on emulation and reward; promptly encourage and commend those Ministries, sectors, and localities that perform well, criticize those that lag behind and fail to comply with the provisions of the Law on Emulation and Reward. Strictly handle negative phenomena in reward work.
Request all Ministries, agencies equivalent to Ministries, agencies under the Government, State-owned corporations, People's Committees of provinces and centrally governed cities to take specific responsibility for implementing this Directive. Suggest the Vietnam Fatherland Front and central-level functional agencies and mass organizations closely coordinate with local authorities to effectively organize and implement this emulation movement, contributing to the successful implementation of the annual economic and social development plans and the five-year plan (2006-2010) as per the Resolution of the 10th National Congress of the Communist Party.
The Central Steering Committee for Propaganda and Commendation assists the Prime Minister in inspecting, urging, and regularly reporting to the Prime Minister the results of implementing this Directive./.
