Regarding the continued implementation of Decision No. 225/1999/QĐ-TTg dated December 10, 1999 on the Plant and Animal Breeding Program and Forestry Seedlings Program until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Seed Law for Plants and the Seed Law for Animals adopted by the Standing Committee of the National Assembly on March 24, 2004;
At the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. To continue implementing Decision No. 225/1999/QĐ-TTg dated December 10, 1999 on the Plant and Animal Breeding Program and Forestry Seedlings Program, with adjustments and supplements until 2010, with the main contents as follows:
I. OBJECTIVES
1. Increase the proportion of advanced technology seeds used in production to over 70% for crops, livestock, and forestry seedlings to serve exports, replace imports of agricultural products, contribute to enhancing competitiveness, production efficiency, and farmers' income.
2. Enhance the capacity for breeding seeds, apply seed production technology to create new varieties with good characteristics, high yield and quality; breed domestic hybrid seeds to replace imported seeds; restore local specialty varieties linked to brand building and geographical indication.
3. Encourage organizations and individuals from all economic sectors to invest in research, selection, and production of seeds to improve the seed production and supply system suitable for the market economy; form a modernized seed production industry.
II. CONTENT AND PROJECTS OF THE PROGRAM
1. The content of the plant and animal breeding program and forestry seedlings program during the period 2006-2010 focuses on the following aspects:
a) Investment to enhance scientific and technological capabilities regarding seeds including: conservation and exploitation of gene pools, research and selection of seeds, with emphasis on the application of biotechnology; construction of seed propagation, processing, and preservation procedures; improving the quality of selected seeds;
b) Improve and upgrade central and local seed bases towards modernization to serve the goal of exporting agricultural products, replacing imports, and enhancing the competitiveness of agricultural products in the market;
c) Invest in industrial production and processing of seeds for major crops and key livestock;
d) Invest in building infrastructure (transportation, irrigation, storage, and processing facilities) for key seed production areas;
đ) Produce original seeds, super foundation seeds, foundation seeds, parent plants, inbred lines, grandparent lines, nucleus herds, seed gardens, and seed forests;
e) Import germplasm and new varieties necessary to quickly absorb scientific and technological achievements worldwide;
g) Invest in enhancing seed quality management capabilities, and complete legal frameworks for seeds in line with international integration requirements.
2. Projects of the program.
a) Seed projects under the Ministry of Agriculture and Rural Development or relevant ministries and sectors investing in research and production of agricultural crop seeds, major forestry seeds, and key livestock breeds throughout the country or regions;
b) Seed projects under localities investing in research and production of agricultural crop seeds, livestock breeds, and forestry seeds that have comparative advantages.
III. SOLUTIONS AND POLICIES
1. On investment.
a) State budget (including public expenditure) will invest in:
- Scientific research on seeds, prioritizing investment in seed selection, propagation, and processing;
- Germplasm conservation: investment in planning, constructing physical facilities, collecting and initially maintaining genetic resources of animals and plants; conserving parent plants, forestry seed gardens, and seed forests;
- Importing germplasm and new varieties with high yield and quality that are not available or insufficient in the country;
- State-owned public institutions importing new and advanced seed production technologies; purchasing copyright and hiring foreign experts;
- Improving technology and establishing some demonstration models of seed production technology;
- Investing in infrastructure for public institutions;
- Strengthening seed quality management.
b) State budget (including public expenditure) will support:
- Infrastructure construction in concentrated seed production areas applying high-tech seed development, with a maximum level not exceeding 50%;
- Production of original seeds when necessary;
- A portion or 100% of the interest rate on bank loans for investment in machinery, equipment for mechanization and industrialization of seed production and processing.
2. On credit.
a) Organizations and individuals investing in the production of original seeds: super foundation seeds, foundation seeds, parent lines (for hybrid seeds), parent plants, inbred lines, grandparent lines, nucleus herds, seed gardens, forestry seed forests, and new varieties using high technology can borrow state development credit according to current regulations;
b) The National Science and Technology Development Support Fund and local funds allocate funding for seed production and processing pilot projects, prioritizing the application of seed-related scientific and technological progress across all economic sectors;
c) State-owned commercial banks facilitate organizations and individuals borrowing funds for seed production and processing investments.
3. On land.
a) Organizations and individuals using land for research, experimentation, and trials on agricultural crop seeds, livestock breeds, and forestry seeds are allocated land without payment of land use fees according to the law on land;
b) Organizations and individuals allocated land with payment of land use fees or lease payments for producing agricultural crop seeds, livestock breeds, and forestry seeds are granted the highest preferential rates for land use fees or lease payments.
4. On tax.
Organizations and individuals investing in the production of agricultural crop seeds, livestock breeds, and forestry seeds are entitled to the highest preferential rates for various taxes.
IV. INVESTMENT SUPPORT MECHANISM:
1. The state budget at both central and local levels will target-invest in the seed program during the period 2006-2010, balanced in the annual budget estimate (including construction investment capital and public expenditure).
a) The central budget will invest in seed projects of the Ministry of Agriculture and Rural Development or related ministries and sectors;
b) Local budget invests in projects within the locality.
2. Organizations and individuals investing in the development of crop seeds, livestock breeds, forestry seeds must have a project and be approved by the competent authority according to current regulations on investment management and construction and state budget management for economic affairs funded or supported by the state budget in accordance with this Decision.
Article 2. Implementation Organization
1. The Ministry of Agriculture and Rural Development is responsible for directing the Seed Program nationwide; approving seed projects and scientific research topics on seeds within the scope of the Ministry or units under the Ministry, relevant sectors (through bidding mechanisms, ordering); planning key seed production areas.
2. People's Committees of provinces and centrally governed cities are responsible for directing the Seed Program within their localities; approving seed projects of the locality.
3. The Ministry of Finance and the Ministry of Planning and Investment, based on projects approved by the competent authority, allocate funds for seed projects under the Ministry of Agriculture and Rural Development or other ministries and sectors; supplement targeted funding according to the State Budget Law for localities implementing the Seed Program from 2006 to 2010.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central government are responsible for implementing this Decision.
