Pursuant to the Law on Enactment of Legal Normative Documents dated November 12, 1996, amended and supplemented on December 16, 2002;

Pursuant to the Ordinance on Militia and Self-Defense Forces No. 19/PL-UBTVQH dated April 29, 2004;

Pursuant to Decree No. 184/2004/ND-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Militia and Self-Defense Forces;

Pursuant to Decree No. 58/2001/ND-CP dated August 24, 2001 of the Government on management and use of seals;

Pursuant to Decree No. 30/2004/ND-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff.

Pursuant to …;

Article 1. The Military Command Board of state agencies, public service units, economic organizations, political organizations, and social-political organizations (hereinafter referred to collectively as agencies and organizations), established in accordance with Decree No. 184/2004/ND-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Militia and Self-Defense Forces, shall be permitted to use one seal for the performance of military and national defense duties, including:

1. Military Command Boards of ministries, ministerial-level agencies, government agencies, Central Party Offices, and various Party Committees;

2. Military Command Boards of specialized agencies under provincial People's Councils (collectively referred to as provinces); Party Committees and equivalent agencies under Provincial Party Committees; public service organizations under Provincial Party Committees and People's Councils; state-owned enterprises and shareholding companies in which the state holds controlling shares located in the province, having self-defense forces at company level or higher; provincial-level political-social organizations and organizations under central agencies located in the locality; and other Military Command Boards of agencies and organizations established and directly managed by the Provincial Military Command (hereinafter collectively referred to as Military Command Boards of agencies and organizations under provinces).

Article 2. The design, engraving, management, and use of seals of Military Command Boards of agencies and organizations at the central level and Military Command Boards of agencies and organizations under provinces shall be carried out in accordance with guidelines issued by the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Home Affairs.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Chief of General Staff, Commanders of Military Regions, Commander of the Vietnam Navy, Military Command Boards of agencies and organizations at the central level, Provincial Military Commands of centrally-administered cities, Military Command Boards of agencies and organizations under provinces, and Heads of related agencies and units are responsible for implementing this Decision.
