CIRCULAR
Guidelines for Measures to Prevent and Control Southern Rice Black Streaked Dwarf Disease Affecting Rice
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Plant Protection and Quarantine Ordinance;
Pursuant to Decree No. 58/2002/NĐ-CP dated June 3, 2002 of the Government stipulating the Plant Protection Regulations, the Plant Quarantine Regulations, and the Pesticide Management Regulations;
The Ministry of Agriculture and Rural Development hereby issues guidelines for measures to prevent and control Southern Rice Black Streaked Dwarf Disease affecting rice as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
These Circulars provide guidelines for measures to prevent and control Southern Rice Black Streaked Dwarf Disease affecting rice; responsibilities of agencies in implementing preventive measures against Southern Rice Black Streaked Dwarf Disease affecting rice.
These Circulars apply to agencies, organizations, and individuals involved in the implementation of measures to prevent and control Southern Rice Black Streaked Dwarf Disease affecting rice.
Article 2. Main Characteristics of Southern Rice Black Streaked Dwarf Disease Affecting Rice
1. Pathogen
The pathogen causing Southern Rice Black Streaked Dwarf Disease affecting rice is the Southern Rice Black Streaked Dwarf Virus (SRBSDV), belonging to the genus Fijivirus, family Reoviridae, and the white-backed planthopper (Sogatella furcifera) serves as the vector for transmitting this virus. - SRBSDV belongs to the group Fijivirus-2, family Reoviridae and the white-backed planthopper (Sogatella furcifera) acts as a vector for this virus.
2. Symptoms and Damage
Infected rice plants exhibit common symptoms such as stunted growth and darker green leaves than normal. Leaves may curl at the tips or throughout the entire leaf. Veins on the underside of the leaves become swollen. In young plants, the main veins on the leaf sheaths also swell.
From the panicle formation stage onwards, infected plants often sprout shoots from nodes and develop many adventitious roots. Numerous galls and black streaks appear on the leaf sheaths and stems. Severely affected plants fail to flower or produce unfilled grains that turn black.
Some symptoms of Southern Rice Black Streaked Dwarf Disease affecting rice are presented in Appendix 1 attached hereto.
3. Vector and Mechanism of Disease Spread
The white-backed planthopper is the primary vector for transmitting Southern Rice Black Streaked Dwarf Disease affecting rice. Both nymphs and adults can transmit the disease.
Infected white-backed planthoppers can transmit the virus until death. The virus does not pass through eggs.
The disease does not spread through seeds, soil, or contact between healthy and diseased plants.
4. Presence of the Disease in Fields
Besides rice, the disease also affects corn, wheat, barnyard grass, couch grass, and pennisetum, as these plants are hosts for the white-backed planthopper and serve as sources of virus for transmission to rice. The disease can persist on stubble from previously infected rice plants.
The virus persists in the body of overwintering white-backed planthoppers or moves very far with wind and storms to cause disease in rice and other crops in different regions or subsequent seasons.
Article 3. Mechanism and Policy for Prevention and Control of Diseases
1. Provincial People's Committees actively allocate budget funds for disease prevention and control activities; information dissemination, training, printing of guidance materials. TThe competent authority shall allocate budget funds for disease prevention and control; information dissemination, propaganda, training, and printing of guidance materials.
2. In case of disease outbreak declaration, localities proactively advance funding to promptly implement prevention and control measures and are entitled to support policies as stipulated in Decision No. 1459/QĐ-TTg dated November 7, 2006 of the Prime Minister regarding support policies for brown planthopper pest and yellow dwarf, leaf-stunting disease control in rice; Document No. 1486/TTg-KTN dated September 9, 2008 of the Prime Minister adjusting the level of support for brown planthopper pest and yellow dwarf, leaf-stunting disease control in rice; and Document No. 291/TTg-KTN dated February 11, 2010 of the Prime Minister regarding support policies for yellow dwarf, leaf-stunting disease, and Southern Rice Black Streaked Dwarf Disease control across the country.
Chapter II
MEASURES FOR PREVENTION AND CONTROL OF SOUTHERN RICE BLACK STREAKED DISEASE AFFECTING RICE
Article 4. Disease Prevention Measures
1. Field Sanitation
Field sanitation involves plowing to bury rice stubble to eliminate rice blast, regrown rice, and clean weeds from field borders, irrigation ditches, and burn plant residues from corn.
2. Prevention of Rice Planthopper
a) Avoiding Planthoppers
TMonitor light traps to determine the peak of white-backed planthopper and other harmful rice planthopper infestations. Transplanting seedlings, transplanting rice, or direct seeding may be delayed by approximately 6 days after the peak of planthoppers at the light trap.. Time; Rice transplanting, direct seeding may be scheduled 6 days after the peak of the white-backed planthopper's activity around the light trap. are Balanced fertilization should be applied, especially avoiding excessive nitrogen fertilizer, using the "3 Reductions 3 Increases" technique or SRI where conditions permit to enhance rice's resistance to pests and diseases. 4 - Reasonably arrange the cropping structure towards reducing the proportion of early spring and mid-spring rice crops..
b) Protecting Seedlings
Implement covered seeding to combine protection against planthoppers with cold resistance during the Winter-Spring season. Do not seed in fields that had diseases in previous crops. In areas where black-streaked dwarf disease occurred in the previous crop, treat seeds with chemical or biological agents to enhance seedling resistance to planthoppers. Apply systemic insecticides for spraying seedlings. Regularly inspect fields and monitor light traps to forecast planthopper density on fields, test samples of planthoppers to detect virus-carrying sources. c) Cultivation Practices Limit the use of rice varieties confirmed to have severe diseases, use resistant (tolerant) varieties or those with low infection rates. Balance fertilizer application, especially avoiding excess nitrogen, apply "3 Reductions 3 Increases" or SRI techniques where conditions permit to increase rice's resistance to pests and diseases.
Arrange crop structure reasonably towards reducing early and mid-spring rice crops. Schedule isolation periods between spring and summer-autumn crops without affecting winter planting times to cut off disease transmission pathways and ensure field sanitation. of the Disease Control Measures b) Organizing inquiries with patients and their families to gather information about their health status and difficult circumstances, determining the level of support needed and implementing psychological, social support measures; 1. Controlling Diseases When They Appeara) From Seeding to Standing Stage Pull out and bury diseased plants, replant healthy ones. Spray systemic insecticides on affected fields and surrounding fields. Care for plants to recover quickly: balance N, K fertilizers, avoid excess nitrogen; before new leaves grow, only apply phosphorus and potassium. After harvesting diseased fields, immediately plow them to thoroughly eliminate pathogens. and b) From Heading Stage Onwards Pull out and bury diseased plants. Closely observe black-streaked dwarf disease-infected fields to detect white-backed planthoppers. Upon detection, immediately spray insecticides on the affected field and surrounding fields using appropriate systemic or contact insecticides based on the growth stage of the rice plant. Care for plants to recover quickly as mentioned above. After harvesting diseased fields, immediately plow them.
2. Destroy Entire Diseased Fields number Destroy entire diseased fields only when they cannot produce yield (severely infected, difficult to recover). Before destruction, spray contact insecticides. Destroy and replant if time permits, otherwise plant alternative crops (excluding corn) if conditions allow. Plowing must be done immediately regardless of whether replanting or planting alternative crops occurs.

2. Destroy the entire diseased rice field
Destroy the entire diseased rice field only when the field can no longer produce yield (severely infected, difficult to recover).

Chapter III
IMPLEMENTATION
Article 6. Responsibilities of Departments and Agencies under the Ministry of Agriculture and Rural Development
1. Plant Protection Department
a) Train all plant protection officers at all levels about the black-streaked dwarf disease affecting rice. bprotection agencies at all levels concerning black-streaked dwarf disease affecting rice.
b) Strengthen the disease reporting system from grassroots level, update daily information on the Department's electronic information website.
c) Direct provincial and centrally-administered city Plant Protection Bureaus to intensify investigations into the disease progression and provide timely guidance on handling measures.
d) Dispatch staff to assist localities in inspecting and supervising the disease situation in specific areas..
đe) Direct the Centers under the Department to closely cooperate with provincial Plant Protection Bureaus in sampling and quickly identifying the pathogen causing the disease; organize training for farmers on methods to identify and technical measures to prevent and control the black-streaked dwarf disease.
Average loan repayment period is 10 years;f) Inspect and urge localities to implement preventive and control measures against the disease.

2. Directorate of Crop Production 
a) Monitor rice production situations in localities to coordinate directives on seed structure, planting seasons, and cultivation practices, advising on care measures for rice recovery in affected fields..

a) Direct the Institute of Plant Protection to collect samples
from localities for virus testing, report test results; lead coordination with Hanoi University of Agriculture and the Plant Protection Department to coordinate and strengthen the virus testing system. b) Direct and coordinate member Institutes to participate in disease surveillance work in localities when required
conduct research on plant protection products to control white-backed planthoppers, evaluate the resistance of rice varieties to planthoppers, select and create planthopper-resistant and disease-resistant rice varieties., c) Promote international cooperation in researching the black-streaked dwarf disease.
4. National Agricultural Extension Center
Implement information dissemination, propaganda, and training activities.
a) b) Develop models for preventing and controlling the black-streaked dwarf disease affecting rice.
Article 7. Responsibilities of Provincial People's Committees and Municipal People's Committees under Central Administration
a) Direct mass media to intensify information dissemination and propaganda, helping farmers gain knowledge about detecting and preventing white-backed planthoppers and the black-streaked dwarf disease affecting rice, promoting exemplary cases in disease prevention and control.
b) Strengthen field disease surveillance work, assign surveillance tasks to grassroots-level authorities and plant protection officers; direct the establishment and operation of light traps for predicting planthopper populations.

 

 
c) When a disease outbreak occurs, declare the epidemic according to regulations, establish multi-level steering committees, and implement comprehensive preventive and control measures and policies. In implementing preventive and control measures,

 

prioritize farmers as the main force, grassroots as the main base, and mobilize the entire political system at all levels to participate; organize community-wide efforts, especially synchronized pesticide spraying operations. d) Intensify supervision and inspection of plant protection product trading and usage in localities, strictly prohibit the sale of fake or substandard pesticides, price hikes during epidemics, and violations of advertising regulations.

Article 8. Responsibilities of the Department of Agriculture and Rural Development
Upon discovering locations where black streaked dwarf disease in rice has appeared, the Department of Agriculture and Rural Development, the Plant Protection Sub-Department of the province or centrally governed city shall be responsible for inspecting, verifying, assessing the rate of infected rice, evaluating the risk of spread to advise the Chairman of the People's Committee of the province or centrally governed city to decide on declaring the disease outbreak in specific areas (village, commune). In cases of declaring the disease outbreak throughout the entire province or centrally governed city, the Department of Agriculture and Rural Development and the Plant Protection Sub-Department of the province or centrally governed city shall urgently report to the Plant Protection Department to participate in inspection and assessment before submitting to the People's Committee of the province or centrally governed city for consideration and declaration of the disease.
Chapter IV
IMPLEMENTING PROVISIONS
Article 9. Effective Date
1. The Director of the Finance and Planning Department is responsible for guiding and supervising the implementation of this Circular.
The Ministry of Agriculture and Rural Development requests localities and related units to organize the implementation of the above contents, regularly reporting results, promptly reflecting any difficulties (if any) during the implementation to the Ministry of Agriculture and Rural Development (Plant Protection Department). /\.
