Pursuant to the Vocational Training Law, November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decision No. 86/2008/QĐ-TTg dated July 3, 2008 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Vocational Training under the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decision No. 53/2011/QĐ-TTg dated September 27, 2011 amending and supplementing Article 3 of Decision No. 86/2008/QĐ-TTg dated July 3, 2008 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Vocational Training under the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on framework programs for intermediate vocational education level and higher vocational education level;
Pursuant to the proposal of the General Director of the Vocational Training Administration;
The Minister of Labor, War Invalids and Social Affairs issues this Circular stipulating the framework program for intermediate vocational education level and the framework program for higher vocational education level for some trades under the groups of Technology - Production and Processing - Arts as follows:
Article 1. Attached herewith are the framework programs for intermediate vocational education level and higher vocational education level for the following trades: Paper and paperboard production technology; Metal rolling and drawing technology; Cold repair of machine tools; Mechanical equipment manufacturing; Electrical installation and control technology in industry; Process piping installation technology; Mine hoist and tunnel electrical technology; Boiler technology; Consumer electronics; Vegetable and fruit processing; Wood carving technology; to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools (hereinafter referred to collectively as vocational training institutions) both public and private that have registered to operate vocational training for these trades but not mandatory for vocational training institutions with foreign investment capital.
1. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Paper and paperboard production technology" (Annex 1).
2. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Metal rolling and drawing technology" (Annex 2).
3. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Cold repair of machine tools" (Annex 3).
4. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Mechanical equipment manufacturing" (Annex 4).
5. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Electrical installation and control technology in industry" (Annex 5).
6. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Process piping installation technology" (Annex 6).
7. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Mine hoist and tunnel electrical technology" (Annex 7).
8. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Boiler technology" (Annex 8).
9. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Consumer electronics" (Annex 9).
10. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Vegetable and fruit processing" (Annex 10).
11. The framework program for intermediate vocational education level and the framework program for higher vocational education level for the trade "Wood carving technology" (Annex 11).
Article 2. In accordance with the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools that have registered to operate vocational training for the trades specified in Article 1 of this Circular shall organize the development, review, and approval of the school's vocational training programs.
Ministries, ministerial-level agencies, governmental agencies, Political-Social Organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools that have registered to operate vocational training at the intermediate vocational education level and higher vocational education level for the trades specified in this Circular and related units are responsible for implementing this Circular.
Article 3. This Circular takes effect from September 11, 2012. Decisions No. 31/2007/QĐ-BLDTBXH dated December 24, 2007, No. 14/2008/QĐ-BLDTBXH dated March 27, 2008, No. 16/2008/QĐ-BLDTBXH dated March 31, 2008, No. 46/2008/QĐ-BLDTBXH dated May 2, 2008, No. 40/2008/QĐ-BLDTBXH dated April 16, 2008, No. 29/2008/QĐ-BLDTBXH dated April 4, 2008, No. 56/2008/QĐ-BLDTBXH dated May 26, 2008, and No. 27/2008/QĐ-BLDTBXH dated April 4, 2008 shall cease to be effective from the date this Circular takes effect./.
