ISSUING NATIONAL TECHNICAL REGULATIONS ON NON-ELECTRIC DELAY BLASTING CAPS FOR SAFE USE IN UNDERGROUND MINES WITH METHANE GAS safe use in underground mines with methane gas
Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Based on the proposal of the Director of the Department of Science and Technology;
THE MINISTRY OF INDUSTRY AND TRADE ISSUES THE NATIONAL TECHNICAL REGULATIONS ON NON-ELECTRIC DELAY BLASTING CAPS FOR SAFE USE IN UNDERGROUND MINES WITH METHANE GAS
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON NON-ELECTRIC DELAY BLASTING CAPS FOR SAFE USE IN UNDERGROUND MINES WITH METHANE GAS.
SYMBOL: QCVN 03: 2013/BCT.
Article 2. Effective Date
THIS CIRCULAR SHALL TAKE EFFECT FROM SEPTEMBER 5, 2013.
Article 3. Responsibility for Implementation
1. THE SCIENCE AND TECHNOLOGY DEPARTMENT, MINISTRY OF INDUSTRY AND TRADE IS RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR NATIONWIDE.
2. THE PROVINCE INDUSTRY AND TRADE DEPARTMENTS UNDER THE DIRECT CONTROL OF THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR GUIDING AND MONITORING THE IMPLEMENTATION OF THIS CIRCULAR IN THEIR RESPECTIVE JURISDICTIONS AND REPORTING ON THE IMPLEMENTATION OF THE CIRCULAR TO THE MINISTRY OF INDUSTRY AND TRADE AS REQUIRED.
3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE MINISTRY’S DEPARTMENTS, THE DIRECTORS OF THE MINISTRY’S TOTALITY COUNCILS AND BUREAUS, THE DIRECTORS OF THE PROVINCE INDUSTRY AND TRADE DEPARTMENTS, THE HEADS OF THE AFFECTED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
