Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." Pursuant to DecreeNo. At the proposal of the Minister of Foreign Affairs and the Minister of Public Security,June 2024;the Government promulgates this Decision on the List of State Secrets"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."of Top Secret and CV3: 16º56'21" N, 107º11'06" E; ENVIRONMENTi Confidential Levels for the Foreign Affairs Sector."b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." Article 1. The List of State Secrets of Top Secret Level for the Foreign Affairs Sector includes information and documents within the following scope:

1. Major foreign policy guidelines and policies of the Party and State and plans for their implementation that have not been or will not be announced.

The Prime Minister"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."2. The Party and State's guidelines on resolving border disputes and protecting national sovereignty and rights of the Socialist Republic of Vietnam that have not been or will not be announced. 3. Information and documents about secret meetings between high-level leaders of the Party and State with foreign organizations and individuals that have not been or will not be announced. 4. Reports on handling matters and instructions for dealing with issues recorded in reports by the leadership of the Ministry of Foreign Affairs concerning matters included in the List of State Secrets of Top Secret Level as provided herein.export, 5. Important information and documents related to foreign relations and proposals on major foreign policy guidelines and policies of the Party and State that have not been or will not be announced.

6. Items carrying state secrets (such as USBs, CPUs, hard drives, notebooks, etc.) containing information or texts included in the List of State Secrets of Top Secret Level.

7. Reports and other documents using information and documents included in the List of State Secrets of Top Secret Level from other agencies.

Article 2. The List of State Secrets of Confidential Level for the Foreign Affairs Sector includes information and documents within the following scope:

1. Contents of negotiations and signed documents between our country and foreign countries or international organizations held by the Ministry of Foreign Affairs that the parties involved agreed not to announce or will not announce.

2. Instructions from Party and State leaders to the Ministry of Foreign Affairs on foreign affairs work that have not been or will not be announced.

3. Reports on handling matters and instructions for dealing with issues recorded in reports by the leadership of the Ministry of Foreign Affairs concerning matters included in the List of State Secrets of Confidential Level as provided herein.

4. Proposals for developing relations with major countries, neighboring countries, regions; strategies, plans, policies, agreements, commitments in foreign affairs of special importance or sensitivity; reports on implementing these proposals, strategies, plans, policies, agreements, commitments in foreign affairs and assessments of the situation of relations, including proposals on guidelines and policies of the Party and State towards those countries that have not been or will not be announced.

5. Negotiation plans, related preparation documents, contents and reports on negotiation results to resolve border disputes on land, sea, islands, continental shelf, exclusive economic zones, and airspace between Vietnam and neighboring countries that have not been or will not be announced.

6. Sudden reports and thematic reports on the management of national borders on land, sea, islands, continental shelf, exclusive economic zones, and airspace of Vietnam that have not been or will not be announced.

7. Files and documents related to national boundary markers and national boundary lines that have not been announced; and plans to counter public opinion to protect territorial sovereignty and national boundaries.

8. Directives and guidance materials for Vietnamese representative offices abroad regarding important foreign affairs activities or sensitive issues; reports and documents sent back by representative offices relating to sensitive issues or special partners.

9. Reports on the activities of associations and groups of Vietnamese people abroad involving sensitive content; files on anti-state elements among Vietnamese people abroad and reports on the activities of such elements.

10. Guidelines, directions, and support from the Vietnamese State for overseas media organizations.

11. Files and documents related to dispatched officials at Vietnamese representative offices abroad.

12. Documents specifying technical standards for the communication system of the Ministry of Foreign Affairs.

13. Design documents, reports related to security and safety protection systems for the headquarters of the Ministry of Foreign Affairs and Vietnamese representative offices abroad.

14. Items carrying state secrets (such as USBs, CPUs, hard drives, notebooks, etc.) containing information or texts included in the List of State Secrets of Confidential Level.

15. Reports and other documents using information and documents included in the List of State Secrets of Confidential Level from other agencies.

This Decision shall take effect from April 10, 2014 and replace Decision No. 77/2009/QĐ-TTg dated May 13, 2009 of the Prime Minister on the List of State Secrets of Top Secret and Confidential Levels for the Foreign Affairs Sector.

1. The Minister of Foreign Affairs and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.

12. Documents stipulating, agreements, technical specifications regarding the communication information system of the Ministry of Foreign Affairs.

13. Documents, design files, reports related to the security and safety protection system of the Ministry of Foreign Affairs Headquarters and Vietnamese representative offices abroad.

14. State secrets carriers (USBs, CPUs, hard drives, notebooks...) containing contents of information or texts belonging to the State Secrets List at Top Secret level.

15. Reports, other documents using information, materials belonging to the State Secrets List at Top Secret level from other agencies.

Article 3. Effectiveness

This Decision takes effect from April 10, 2014 and replaces Decision No. 77/2009/QĐ-TTg dated May 13, 2009 of the Prime Minister on the State Secrets List at Absolute Secret and Top Secret levels for the Foreign Affairs sector.

Article 4. Responsibilities for Implementation

1. The Minister of Foreign Affairs and the Minister of Public Security shall be responsible for guiding and inspecting the implementation of this Decision.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
