Regulations on issuing permits for Red Cross first aid stations and points and training in Red Cross first aid
activities according to the Law on Red Cross activities dated June 3, 2008;ỏ

The Minister of Health issues this Circular regulating the issuance of permits for Red Cross first aid stations and points and training in Red Cross first aid. H1. Conditions for operation, authority, files, procedures for issuing permits for Red Cross first aid stations and points;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates:
Red Cross first aid
is initial first aid activity for victims of war, natural disasters, epidemics, fires, traffic accidents, labor accidents, and other accidents and disasters organized and implemented by the Red Cross Association.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Red Cross first aid trainer (hereinafter referred to as trainer) is a person who conveys knowledge and skills in first aid; supervises and evaluates the results of training for Red Cross first aid instructors, volunteers, and community members, having been issued a certificate of trainer in accordance with this Circular.
2. Red Cross first aid instructor (hereinafter referred to as instructor) is a person who assists trainers in training Red Cross first aid volunteers and community members, having been issued a certificate of Red Cross first aid instructor in accordance with this Circular.
3. Red Cross first aid volunteer (hereinafter referred to as volunteer) is a person who voluntarily participates in Red Cross activities, trained in knowledge and skills of first aid.
4. Level I volunteer is a volunteer who has been trained in first aid techniques as specified in the List set out in Appendix 1 attached to this Circular.
5. Level II volunteer is a Level I volunteer who has been further trained in first aid techniques as specified in the List set out in Appendix 2 attached to this Circular.
6. CONDITIONS FOR OPERATIONS, AUTHORITY, FILES, PROCEDURES FOR ISSUING PERMITS FOR RED CROSS FIRST AID STATIONS AND POINTS is a Level I volunteer who has received additional training in basic first aid techniques as specified in Table 2 of Appendix 1 issued together with this Circular.
Chapter II
Article 3. Conditions for operations of Red Cross first aid stations
a) Having a fixed location, with a first aid room of at least 10 square meters;
b) Ensuring environmental hygiene conditions, waste management, fire prevention and firefighting in accordance with the law;
c) Having sufficient electricity and water for first aid purposes;
1. Infrastructure:
d) Having Red Cross signs, symbols, and flags;2;
e) Having a regular contact phone number;
f) Having record books and first aid forms in accordance with the Red Cross model and these records are stored at the Red Cross first aid station.
2. First aid equipment:
a) Bone fixation splints;
b) Cotton wool, bandages, adhesive tape, gauze, antiseptic alcohol;
c) First aid kit;
d) First aid equipment cabinet;
e) Stretcher;
f) Ambulance (if available).
3. Human resources: There must be at least three Level II volunteers working at the station, including one full-time dedicated volunteer.
a) Implementing first aid techniques as specified in Appendix 1 attached to this Circular;
b) Not using drugs in Red Cross first aid.

Red Cross first aid stations must be located in areas with convenient transportation and where accidents frequently occur to promptly carry out first aid activities when accidents happen.

5. Location for setting up a Red Cross basic first aid station:
The Red Cross basic first aid station must be located at a place with convenient transportation, where accidents frequently occur, to promptly carry out basic first aid activities when an accident happens.
Article 4. Conditions for operating a primary first aid red cross point
1. Infrastructure:
a) Having a fixed location with a minimum area of 6 square meters for the primary first aid room;2;
b) Having signs, symbols, and red cross flags;
c) Having a regular contact phone number;
d) Maintaining a logbook and standard first aid record forms provided by the Red Cross Association, which must be stored at the red cross primary first aid point.
2. Equipment for primary first aid:
d) First aid equipment cabinet;
b) Cotton balls, bandages, adhesive bandages, antiseptic alcohol, gauze;
f) Ambulance (if available).
d) Stretchers.
3. Personnel: There must be a minimum of two Level I volunteer workers operating at the point.
4. Scope of Technical Activities:
a) They are authorized to perform primary first aid techniques listed in Table 1 of Appendix No. 1 issued together with this Circular;
b) In cases where the red cross primary first aid point has Level II volunteers, they may perform primary first aid techniques listed in Tables 1 and 2 of Appendix No. 1 issued together with this Circular;
c) Medicines shall not be used in red cross primary first aid activities.
5. Location of the red cross primary first aid point:
The red cross primary first aid point must be located in a suitable place, such as residential houses or areas where accidents frequently occur, to promptly carry out primary first aid activities.
Article 5. Authority to issue operation permits
The Director of the Provincial Department of Health issues operation permits for red cross primary first aid stations and points within their jurisdiction.
Article 6. Documents for applying for an operation permit
1. An application form for an operation permit according to the model specified in Appendix No. 2a issued together with this Circular.
2. A certified copy of the decision establishing the red cross primary first aid station or point.
3. Lease agreement for the location or a letter of consent from the owner or manager of the location where the red cross primary first aid station or point is placed.
4. Certified copies of professional certificates of personnel working at the red cross primary first aid station or point.
5. Operating regulations of the red cross primary first aid station or point.
6. Financial report to ensure operational funding for the red cross primary first aid station or point.
Article 7. Procedures for issuing and reissuing operation permits
1. The Director of the Provincial Department of Health delegates the district health office, county health office, city health office under provincial or central city administration (hereinafter referred to as the health office) to review applications for operation permits for red cross primary first aid stations and points.
2. Procedure for issuing an operation permit:
a) The red cross primary first aid station or point submits one set of documents as stipulated in Article 6 of this Circular to the health office;
b) Within twenty working days from the date of receiving complete and valid documents, the health office must establish a review team to conduct the review and send a review report to the Provincial Department of Health according to the model specified in Appendix No. 3 issued together with this Circular. If the documents are incomplete, the health office will provide guidance to the red cross primary first aid station or point to complete the documents;
c) The review team is led by the head of the health office, with members including representatives from the hospital or district health center and the village health station director where the red cross primary first aid station or point is located;
d) Within ten working days from the date of receiving the review report from the health office, the Director of the Provincial Department of Health must issue an operation permit for the red cross primary first aid station or point according to the model specified in Appendix No. 4 issued together with this Circular. If the conditions for issuance are not met, a written response must be given with specific reasons stated.
3. When changing locations, the red cross primary first aid station or point must meet the operating conditions specified in Articles 3 and 4 of this Circular and submit a written report on the change of location to the health office for review of the new location's operating conditions. After reviewing according to the procedures stipulated in Clause 2 of this Article, the health office sends the review report to the Provincial Department of Health to reissue the operation permit for the new location.
4. In cases where the operation permit of the red cross primary first aid station or point is lost, torn, or damaged, the red cross primary first aid station or point is responsible for submitting a request for reissue to the Provincial Department of Health according to the model specified in Appendix No. 2b issued together with this Circular. Within twenty days from the date of receiving the reissue request, the Provincial Department of Health is responsible for reissuing the operation permit for the red cross primary first aid station or point.
Chapter III
FRAMEWORK PROGRAM CONTENTS
PRIMARY FIRST AID TRAINING AND ISSUANCE OF CERTIFICATES
FOR STUDENTS AFTER TRAINING
Article 8. Framework and Content of Basic First Aid Training Programs at Red Cross Training Centers
1. Basic first aid training for community members and Level I volunteers:
a) Training content: 10 basic first aid techniques as specified in Table 1 of Appendix No. 1 issued together with this Circular;
b) Training duration: 24 hours;
c) Maximum number of trainees in one training class: 30 people;
d) Minimum number of instructors for one training class: 2 instructors;
đ) Organizing unit: County-level Red Cross Association or higher.
2. Basic first aid training for Level II volunteers who have already participated in Level I volunteer training:
a) Training content: 14 basic first aid techniques as specified in Table 2 of Appendix No. 1 issued together with this Circular;
b) Training duration: 40 hours;
c) Maximum number of trainees in one training class: 30 people;
d) Minimum number of instructors for one training class: 2 instructors;
đ) Organizing unit: County-level Red Cross Association or higher.
3. Basic first aid training for instructors who have already participated in Level II volunteer training program:
a) Training content: advanced first aid techniques within their professional scope as specified in the List set forth in Appendix No. 1 issued together with this Circular, teaching methods, and training skills;
b) Training duration: 40 hours;
c) Maximum number of trainees in one training class: 20 people;
d) Minimum number of instructors for one training class: 2 instructors;
đ) Organizing unit: Provincial-level Red Cross Association or higher.
4. Basic first aid training for trainers:
a) Training content: first aid techniques as specified in the List set forth in Appendix No. 1 issued together with this Circular, teaching methods, training skills, monitoring, evaluation, and management methods for trainees after training;
b) Training duration: 168 hours;
c) Maximum number of trainees in one training class: 15 people;
d) Minimum number of instructors and one instructor for one training class: 2 instructors and 1 instructor;
đ) Organizing unit: organized by the Central Vietnam Red Cross Association.
Article 9. Approval of Basic First Aid Training Programs
1. Application Documents for Approval of Basic First Aid Training Programs:
a) Request letter for approval of the training program;
b) Training program;
c) Related documents and materials (if any).
2. Process for Approving Basic First Aid Training Programs:
a) The Central Vietnam Red Cross Association sends one set of application documents as stipulated in Clause 1 of this Article to the Science, Technology and Training Department of the Ministry of Health for review;
b) Within 20 working days from the date of receipt of complete and valid application documents, the Science, Technology and Training Department of the Ministry of Health must organize a review of the documents and submit a report to the Minister of Health. In cases where the application documents are incomplete, the Science, Technology and Training Department will guide the Central Vietnam Red Cross Association to perfect the application documents;
c) Within 10 working days from the date of the review report, the Minister of Health shall issue a decision to approve the training program, and in cases where the conditions for approval are not met, a written response must be provided stating the reasons;
d) When modifying the basic first aid training program to suit actual needs, the Central Vietnam Red Cross Association is responsible for submitting the modification application documents to the Science, Technology and Training Department of the Ministry of Health for review, and presenting the modified content to the Minister of Health for approval according to the procedures stipulated in this Article.
Article 10. Issuance of certificates to trainees after training
1. Authority to issue certificates: the head of the training institution or the head of the unit organizing the basic Red Cross first aid training shall issue certificates to trainees who have completed the training program.
2. The format of the Red Cross Basic First Aid Training Certificate shall be issued according to the model prescribed in Appendix No. 5 attached hereto.
3. The Red Cross Basic First Aid Training Certificate shall become invalid if the certificate holder does not participate in Red Cross first aid activities at Red Cross first aid stations or points within two years from the date of issuance.
Chapter IV
IMPLEMENTING PROVISIONS
Article 11. Implementation Organization
1. The Department of Medical Examination and Treatment shall be responsible for coordinating with the Department of Science, Technology and Training, and related units to organize the implementation, guidance, inspection, supervision, and evaluation of this Circular throughout the country.
2. Provincial Health Departments and District Health Departments shall be responsible for coordinating with related units to organize the implementation, guidance, inspection, supervision, and evaluation of this Circular within their respective jurisdictions.
3. Healthcare facilities shall be responsible for cooperating and supporting Red Cross first aid stations and points in their Red Cross first aid activities.
4. The Vietnam Red Cross Central Committee shall be responsible for:
a) Guiding provincial Red Cross committees to improve Red Cross first aid stations and points to ensure conditions as stipulated in this Circular;
b) Coordinating with the Ministry of Health to organize the implementation, guidance, inspection, and evaluation of this Circular throughout the country;
c) Organizing training and issuing certificates to trainees after training;
d) Annually organizing refresher courses and updating knowledge and skills in first aid for community members, volunteers, instructors, and trainers involved in Red Cross first aid activities.
5. Provincial and district-level Red Cross committees shall be responsible for:
a) Coordinating with provincial health departments and district health departments to organize the implementation, guidance, inspection, and evaluation of this Circular within their respective jurisdictions;
b) Organizing training and issuing certificates to trainees after training;
c) Annually organizing refresher courses and updating knowledge and skills in first aid for community members, volunteers, and instructors involved in Red Cross first aid activities within their respective provinces and districts.
Article 12. Effective Date
This Circular takes effect from August 1, 2014.
Article 13. Transitional Provisions
Within one year from the date this Circular takes effect, existing Red Cross first aid stations and points must ensure operational conditions and complete procedures for obtaining operating licenses in accordance with this Circular.
1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.
The Director of the Department of Medical Examination and Treatment, the Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, Directors of Bureaus, and Deputy Ministers of the Ministries, Health Department Directors, Chief Health Officers of sectors, all levels of the Red Cross, and heads of relevant agencies, organizations, and units shall be responsible for implementing this Circular.
During the implementation process, if there are difficulties or obstacles, agencies and localities shall promptly report them to the Ministry of Health (Department of Medical Examination and Treatment) for study and resolution./.
