Detailed regulations and guidance on the implementation of admission work
to schools under the Military
Pursuant to the Education Law 2005, amended and supplemented in 2009;
Pursuant to the Officer Law of the Vietnam People's Army 1999, amended and supplemented in 2008 and 2014;
Pursuant to the Law on Military Service 2015;
Pursuant to the Law on Militia and Self-Defense Forces 2009;
Pursuant to Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government stipulating the recruitment system for higher education institutions at university, college, and intermediate level within the national education system, amended and supplemented by some articles in Decree No. 49/2015/NĐ-CP dated May 15, 2015 of the Government;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
CONSIDERING the proposal of the General Staff;
The Minister of National Defense issues this Circular detailing and guiding the implementation of admission work to schools under the Military.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular details and guides the implementation of admission work to military academies, universities, officer schools, colleges, and vocational secondary schools under the Military (hereinafter referred to as schools under the Military).
Article 2. Applicability
1. Individuals participating in competitive and non-competitive admissions to schools under the Military.
2. Agencies, units, and individuals related to the admission work to schools under the Military.
3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.
1. Selecting individuals who meet the political, moral character, cultural, health, and age criteria as prescribed for training at schools under the Military, meeting the requirements and tasks of building the Military in the new period.
2. Contributing to improving the quality of education and training for the cadre and technical staff of the Military, cadres of the grassroots military sector, and human resources for society.
Article 4. Requirements
1. Strictly comply with the Education Law, the admission regulations of the Ministry of Education and Training, and the provisions of the Ministry of National Defense; implement fairness, transparency, objectivity, and accuracy in the admission work.
2. Admitting sufficient numbers to ensure training requirements for human resource development, combined with talent identification and cadre planning for technical staff. Training should be linked to employment needs, ensuring regional and sectoral structures appropriate to the level of training, with emphasis on recruiting policy beneficiaries, remote areas, and regions with particularly difficult socio-economic conditions as prescribed by the State.
3. Effectively implementing decentralization for schools to manage and direct their own admission work; schools directly conducting career guidance, receiving application forms, organizing university and college military admissions.
4. For schools conducting entrance examinations, they must determine examination locations, organize invigilation, marking, and publicize examination results according to the regulations of the Ministry of Education and Training and the Ministry of National Defense.
5. Schools may only publish the list of successful candidates and call them for enrollment after the Military Admission Board of the Ministry of National Defense approves the admission scores.
Article 5. Administrative Body
1. The Military Admission Board of the Ministry of National Defense uniformly directs the admission work to schools under the Military.
2. Military Admission Boards at all levels are responsible for directly managing the admission work of their respective levels.
3. The School Affairs Department under the General Staff Headquarters serves as the Permanent Office of the Military Admission Board of the Ministry of National Defense (hereinafter referred to as the Permanent Office).
Article 6. Application of Information Technology
1. The Standing Office shall be responsible for developing specialized software programs for military recruitment that are compatible with the Ministry of Education and Training's recruitment software to ensure interoperability with universities and colleges nationwide; transferring and guiding military schools in using such software.
2. Military schools shall manage and strictly follow the procedures for using the specialized recruitment software of the Ministry of National Defense.
3. Universities and colleges conducting recruitment shall establish electronic information websites (websites), set up email addresses, have dedicated computers to connect to the Internet; organize and implement the software program correctly (in terms of structure, procedures, data processing deadlines), assign specialized staff to perform tasks and ensure information security in the following contents:
a) Entering data from preliminary application files;
b) Entering data from candidates' registration forms for examination and admission;
c) Printing candidate acceptance notification papers (clearly stating the examination results of the candidates);
d) Updating registration and admission information into the national recruitment data management system;
đ) Storing registration information at each stage of recruitment, checking and cross-referencing information on candidates' registration forms with information from the national high school graduation examination database, signing confirmation records and bearing responsibility for the results of such checks;
e) Compiling data reports for the School Recruitment Board and the Military Recruitment Board of the Ministry of National Defense;
g) Announcing the list of accepted candidates on the school's electronic information website and other mass media according to regulations of the Ministry of National Defense and the Ministry of Education and Training.
Chapter II
RECRUITMENT AND TRAINING OF COMMAND AND OPERATIONAL LEVEL OFFICERS IN REGULAR PROGRAMS
Article 7. Schools Conducting Recruitment
1. Military Academy.
2. Political Academy.
3. Logistics Academy.
4. Military Technical Academy.
5. Air Defense-Air Force Academy.
6. Naval Academy.
7. Border Guard Academy.
Article 8. Recruitment Organization
1. Reviewing applications (no entrance examinations); based on quotas assigned by the Ministry of National Defense and personnel approved by authorized authorities, schools shall organize reviews; summon students for training; conduct health checks, verify diplomas and certificates, and report results to the Military Recruitment Board of the Ministry of National Defense.
2. For cases where there is no university diploma, if conditions permit the establishment of classes, schools shall proceed as follows:
a) Organize entrance examinations for training according to regulations on joint-degree undergraduate and college education;
b) The number of admissions for training according to rank linked to educational level, the remainder will be trained as officers;
c) Examination time, questions, subjects, and admission scores shall be decided by the Chairman of the School Recruitment Board and reported to the Military Recruitment Board of the Ministry of National Defense along with those who already have university diplomas.
Chapter III
RECRUITMENT AND TRAINING OF PLATOON LEVEL OFFICERS AT THE UNDERGRADUATE LEVEL IN REGULAR PROGRAMS
Section 1
SCHOOLS CONDUCTING RECRUITMENT, RECRUITMENT OBJECTIVES, AND QUOTAS
Article 9. Schools Conducting Recruitment
1. Schools recruiting and training platoon-level officers at the undergraduate level in regular programs include:
a) Military Technical Academy;
b) Military Medical Academy;
c) Military Science Academy;
d) Air Defense-Air Force Academy;
đ) Naval Academy;
e) Border Guard Academy;
g) Logistics Academy;
h) First Military Academy (civil name: Tran Quoc Tuan University);
i) Second Military Academy (civil name: Nguyen Hue University);
k) Political Academy (civil name: Political University);
l) Engineering Academy (civil name: Ngo Quyen University);
m) Information Academy (civil name: Information and Telecommunications University);
n) Vin-Hem Pich Military Technical Academy (civil name: Tran Dai Nghia University);
o) Artillery Academy;
p) Air Force Academy;
q) Armored Forces Academy;
r) Special Forces Academy;
s) Chemical Academy.
2. In cases where a school has both military and civilian names, the military name shall be used to implement recruitment activities.
Article 10. Admissions Method
1. Implement according to the provisions at Point a, Clause 2, Article 34 of the Higher Education Law and the admissions regulations of the Ministry of Education and Training.
2. The Military Recruitment Board under the Ministry of National Defense shall be responsible for guiding implementation when there is a change in the admissions method.
Article 11. Admissions Candidates
1. Non-commissioned officers and soldiers currently serving in the military in accordance with the law on compulsory military service, having served for six months or more; professional military personnel, civilian workers, and defense civil servants serving in the military for twelve months or more (as of September of the year of admission). These candidates who wish to apply for admission will have their units organize preliminary selection, prepare preliminary selection files, and if they meet the criteria, send them to schools and the Military Recruitment Board under the Ministry of National Defense in accordance with the prescribed procedures and ensuring sufficient personnel for combat readiness tasks.
2. Male youth outside the military (including discharged military personnel), the number of applicants is not limited.
3. Female youth outside the military and female military personnel
a) Admitting 10% of the quota for the following majors: Military Medical Doctors at the Military Medical Academy and majors in Defense International Relations and Foreign Languages at the Military Science Academy;
b) Admitting up to 6% of the total quota for training in the following majors: Information Technology, Electronics Telecommunications, Biomedical Electronics, Optical Equipment, Geoinformatics at the Military Technical Academy;
4. Admission quotas, the Military Recruitment Board under the Ministry of National Defense shall be responsible for guiding implementation.
Article 12. Admissions Regions
1. The First Army Officer School admits candidates whose permanent residence registration is from Quang Tri Province northward; The Second Army Officer School admits candidates whose permanent residence registration is from Thua Thien Hue Province southward. Candidates from Quang Tri and Thua Thien Hue Provinces may register for admission to either of the two schools specified in this Clause based on their preference.
2. The remaining schools specified in Clause 1, Article 9 of this Circular admit candidates nationwide.
3. Candidates with permanent residence registration in the South are counted from Quang Tri Province southward. The time for permanent residence registration in the South must be three consecutive years or more as of September of the year of application.
4. In the case of candidates with permanent residence registration in Southern provinces but whose biological parents or adoptive parents (as provided by law) have permanent residence registration and reside in Northern provinces; themselves residing, studying, and graduating from high school (in regular education or continuing education) in Northern provinces (both youth outside the military and military personnel on active duty), shall register for admission as follows:
a) Not allowed to register for admission to the Second Army Officer School;
b) Allowed to register for admission to the remaining schools, enjoying the admission standards for candidates from Northern provinces;
c) The Military Recruitment Board at the provincial level (hereinafter referred to as the Provincial Military Recruitment Board) shall compile a list of candidates specified in this Clause and submit it to the schools and report to the Military Recruitment Board under the Ministry of National Defense on the same day as submitting the preliminary selection file.
Article 13. Admission Quotas
The admission quotas for training battalion-level officers at the bachelor's degree level in regular programs are implemented according to the Decision of the General Staff Chief of the Vietnam People's Army.
Section 2
ADMISSION STANDARDS
Article 14. Political and moral standards
1. Candidates voluntarily registering to be admitted to military schools must strictly comply with work assignments from the school and the Ministry of National Defense upon admission.
2. Political and moral standards
a) Good moral qualities, being members of the Ho Chi Minh Communist Youth Union, having clear political backgrounds for both family and self, meeting the conditions to join the Communist Party of Vietnam, and not violating the provisions of Decision No. 57-QĐ/TW dated May 3, 2007 of the Central Committee of the Communist Party on internal political protection issues.
b) Military personnel must be evaluated by competent authorities as having satisfactorily completed their tasks during their service period.
c) The body shall not have tattoos that are horrific, bizarre, provocative, or violent, causing discomfort.
Article 15. Cultural and age standards
1. Educational level
a) As of the application review date, candidates must have graduated from high school (through regular education or continuing education) or have graduated from vocational college or technical college (hereinafter referred to as high school graduation).
b) In cases where candidates have graduated from technical college but do not yet have a high school diploma, they must complete and be recognized as having fulfilled the cultural subjects in the high school curriculum as prescribed by the Ministry of Education and Training.
2. Age, as of the year of application
a) Young people outside the military aged 17 to 21 years old;
b) Military personnel on active duty or discharged veterans aged 18 to 23 years old (except for cadets aged 17 to 23 years old).
Article 16. Health standards
1. Selecting candidates (both male and female) who meet health categories 1 and 2 in the following criteria: Internal medicine, neurology, surgery, dermatology, ophthalmology, otolaryngology, stomatology, chest circumference.
2. Certain specific standards:
a) Schools training command officers, political officers, logistics officers, including academies such as Logistics, Air Defense-Air Force, Navy, Border Guard, and officer schools such as Army 1, Army 2, Politics, Artillery, Engineering, Armor, Communications, Special Forces, Chemical Defense: Physical fitness: Male candidates must be at least 1.65 meters tall and weigh at least 50 kilograms.
b) Schools training specialized and technical officers, including academies such as Military Technical, Military Medicine, Military Science; Military Arts and Culture University; Aviation Engineer Training System under Air Defense-Air Force Academy and Military Engineering School (Vin-Hem Pích):
- Physical fitness: Male candidates must be at least 1.63 meters tall and weigh at least 50 kilograms; female candidates (if any) must meet category 1 standards (at least 1.54 meters tall and weigh at least 48 kilograms).
- Admitting candidates (both male and female) with refractive errors of myopia or hyperopia up to 3 diopters; vision test through glasses must achieve 10/10 in the right eye, total vision of both eyes must reach 19/10 or higher.
c) Candidates with permanent residence registration for three years or more in area 1, islands, and ethnic minority candidates applying to these schools: Can be admitted up to health category 2 in physical fitness (both male and female), but male candidates must be at least 1.62 meters tall. Male ethnic minority candidates applying to the Political Officer School: Can be admitted if they are at least 1.60 meters tall (other standards follow the regulations).
d) For officer training of various services and arms: If selecting health according to specific standards, the general standards must still be met. For pilot and paratrooper officer admissions at the Air Force Officer School: Only admit candidates who have been examined for health suitability for admission by the Air Defense-Air Force Service.
Mục 3 ORGANIZATION OF PRELIMINARY SELECTION
Article 17. Responsibilities of Candidates
Candidates registering to be admitted to military schools must participate in preliminary selection as stipulated in Article 20 of this Circular and register to take the National High School Examination in the year of registration to obtain results for admission to universities and colleges according to regulations of the Ministry of Education and Training and the Ministry of National Defense.
Article 18. Responsibilities of Levels within the Military
1. The Military Recruitment Board of the Ministry of National Defense shall be responsible for guiding and directing subordinate agencies and units under the Ministry of National Defense on preliminary selection work for military schools.
2. Commanders of subordinate agencies and units under the Ministry of National Defense, Directors (Principals) of military schools shall be responsible before the Minister of National Defense and the Head of the Military Recruitment Board of the Ministry of National Defense for organizing preliminary selection and the quality of candidate preliminary selection within their authority or management scope; ensuring that candidates who do not meet the admission criteria are not admitted; preventing errors and fraud in registration forms.
3. The Military Recruitment Boards at district, county, town, provincial city level (hereinafter referred to as district level), and battalion-level units (hereinafter referred to as battalion level) shall be responsible for:
a) Strictly organizing preliminary selection and registration;
b) Organizing health examinations, political verification, and establishing registration files for candidates within the specified time frame, ensuring quality, minimizing the rejection of registration files after they have been established and after successful admission;
c) Creating the most favorable conditions for candidates, continuously improving the quality and quantity of admissions.
Article 19. Registration Files for Preliminary Selection and Registration for the National High School Examination
1. Preliminary selection registration file: Using one set of preliminary selection registration forms for universities and colleges issued uniformly nationwide by the Military Recruitment Board of the Ministry of National Defense, including:
a) Three preliminary selection registration forms;
b) One health examination form;
c) One political verification report;
d) One certificate of priority benefits for eligible candidates (if applicable);
đ) Four photographs as prescribed in Point a, Clause 3, Article 20 of this Circular;
e) A certified copy of the high school transcript for candidates who have graduated from high school before the year of registration; a certified copy of the high school transcript or a certified extract of the high school transcript containing the results of five semesters (grade 10, grade 11, and the first semester of grade 12) with confirmation by the Principal of the school the candidate is currently attending, signed and stamped for candidates graduating from high school in the year of registration.
2. Registration file for the National High School Examination: Using one set of examination registration forms issued by the Ministry of Education and Training.
Article 20. Procedures for Registration, Organization of Preliminary Selection, and Establishment of Admission Files
1. Registration and Purchase of Forms
a) Preliminary selection registration and first preference registration
- Non-military youth candidates purchase forms and register for preliminary selection at the Military Recruitment Board at the district level;
- Active-duty military personnel register for preliminary selection at battalion-level units;
- Each candidate can only register one first preference when applying for preliminary selection to a military school.
b) Registration for the National High School Examination
- Non-military youth candidates purchase forms, complete procedures, and register for the National High School Examination according to regulations of the Ministry of Education and Training;
- Active-duty military personnel, the Military Recruitment Board at the battalion level is responsible for contacting, purchasing forms, guiding candidates to complete procedures, and registering for the National High School Examination according to regulations of the Ministry of Education and Training for those who have passed the preliminary selection criteria;
- In case of changes in the organization of the examination, the Military Recruitment Board of the Ministry of National Defense is responsible for providing guidance on implementation.
2. Filling Out Forms
a) Candidates must personally fill out all application forms and preliminary selection files as required by the candidate section and directly submit the preliminary selection files to the Military Recruitment Board at the district level (for non-military youth) or battalion level (for active-duty military personnel) within the specified timeframe;
b) When submitting the registration file, candidates must bring their Identity Card (or Citizen Identification Card), household registration book, and other personal documents for verification.
3. Photographing Files
a) Straight-on photograph (similar to an ID photo), size 4x6 cm, on a blue or yellow background, taken within six months from the date of registration;
b) The Military Recruitment Board at the district level, battalion-level unit, if conditions permit, organize group photography for candidates at the location where registration files are received. When candidates submit registration files, the dedicated recruitment staff at the district level or battalion level are responsible for returning photographs to the candidates and requiring them to directly paste the photograph onto the admission file, verify the photograph, the person, the ID card (or Citizen Identification Card), and other personal documents of the candidate to ensure they match the registered candidate; simultaneously collect the registration file immediately after the candidate pastes the photograph onto the file;
c) In cases where group photography is not organized, candidates must directly submit photographs along with the registration file; the photographs must be clear, consistent in style and type, and not processed using image editing software.
- Dedicated recruitment staff must verify the photograph, the person, the ID card (or Citizen Identification Card), and other personal documents of the candidate when receiving the registration file;
- Only accept the file and sign in the designated position on the registration form indicating it has been received from the candidate;
- Absolutely do not return the file to the candidate once it has been received; if it is necessary to return the file, the entire process must be followed again from the beginning;
d) Dedicated recruitment staff organize the review and completion of the file, report to the Head of the Military Recruitment Board at the same level for signature and stamping over the lower right corner of the photograph.
4. Conducting preliminary health examinations shall be carried out in accordance with the provisions of Article 21 of this Circular.
5. The political verification shall be carried out in accordance with the provisions of Article 22 of this Circular.
6. The Head of the Military Recruitment Board at the district level and units at regiment level or higher shall sign to confirm and stamp on the Preliminary Registration Form (Form DK01-A); stamp over the lower right corner of the photograph on Form DK01-A and DK01-B.
7. The time for organizing preliminary registration and registering to participate in the National High School Examination is as follows:
- Candidates shall register for preliminary registration from March 10 to before May 10 each year;
- Candidates shall register to participate in the National High School Examination in accordance with the regulations of the Ministry of Education and Training;
- Candidates who are young people outside the military may register for preliminary registration before or after registering to participate in the National High School Examination; candidates who are active-duty military personnel must complete preliminary registration and meet the criteria before being allowed to register to participate in the National High School Examination.
Article 21. Organization of preliminary health examination
1. Candidates who are military personnel
a) Preliminary health examination (clinical examination) shall be conducted at military hospitals within the unit's level where the candidate registers to take the exam; in cases where the unit is far from military hospitals, the preliminary health examination shall be conducted by the Health Examination Board of the unit at battalion level or higher, but it must ensure quality in accordance with the regulations; for units far from the battalion level, stationed in remote areas, border regions, islands, without conditions to conduct preliminary health examinations for military personnel at units within the level, permission is granted to conduct preliminary health examinations at the Compulsory Military Service Health Examination Board of the district where the unit is stationed;
b) In cases requiring specialized examinations or tests, they shall be prescribed and conducted at military hospitals by the examining doctor;
c) Military personnel applying for recruitment are not required to pay any fees for health examinations;
d) If selected, the admission file must include a complete health record from the units overseeing and managing during their service period, in addition to the health certificate.
2. Candidates who are young people outside the military
a) Preliminary health examination shall be conducted by the Compulsory Military Service Health Examination Board at the district level: Clinical examination and conclusion on health status according to eight indicators stipulated in Joint Circular No. 36/2011/TTLT-BYT-BQP dated October 17, 2011 of the Ministry of Health and the Ministry of Defense guiding the implementation of compulsory military service health examinations (hereinafter referred to as Joint Circular No. 36/2011/TTLT-BYT-BQP);
b) If selected, the admission file must include all types of test results (conducted at district-level health centers or higher) including: Chest X-ray; ECG results; HIV and drug testing results; Protein and sugar levels in urine.
3. Units and localities organize health examinations for candidates registering for recruitment in two rounds:
a) Round 1 in the first week of April each year;
b) Round 2 in the first week of May each year.
Article 22. Political Verification
1. Personnel assigned to conduct investigations and verifications must have good political qualities and professional competence, organizational discipline awareness and sense of responsibility towards the organization, meticulous and careful work style, scientific methods, experience in synthesis, and training and guidance in political verification work in military recruitment.
2. Investigations and verifications must be conducted in the commune, ward, town (hereinafter referred to as commune) of origin or place of residence of the family and the candidate, closely coordinating between political agencies, recruitment agencies, local party committees, and administrative authorities at the commune level to conduct investigations and draw conclusions.
3. The investigation covers all aspects comprehensively, focusing on the political history, economic situation, and social relations of the family and the candidate applying for recruitment, from grandparents, parents, spouse, aunts, uncles, siblings to determine if the background is clear, social relations, political attitude, compliance with policies and laws in the locality, and conclude whether the political criteria are met for recruitment.
4. Content of the Political Verification Report
a) Economic and political situation of the family
- Clearly state the full name, date of birth, occupation, assets, standard of living, and political attitude during different periods: before August 1945, during the resistance against France and America, and since the restoration of peace (from 1954 for the North and from April 1975 for the South) in the following order: paternal grandparents, siblings of the father; maternal grandparents, siblings of the mother; father, mother (or the person directly nurturing the candidate until adulthood); spouse (or husband/wife); siblings of the candidate;
- In cases where there are family members residing abroad, clearly state the relationship, full name, occupation, place of residence, time of departure, reason for departure, duration of stay, political attitude, number of times returning to the country, the agency or organization approving the departure, current relations;
- If there are family members with connections to foreigners, the reasons and nature of the relationships need to be clarified;
b) Personal situation of the candidate: Clearly state occupation, participation in local government organizations and economic organizations (if any), political attitude, and social relations;
c) Provider of the background information: Fully state the full name, age, position, and signature of the provider of the background information;
d) In cases where the content is too long to fit on one page, it must be continued on another sheet and attached to the last page of the verification report (with a seam seal stamp);
5. Conducting investigations
a) The Political Verification Report with the candidate's photograph affixed shall be issued by the dedicated military recruitment officer at the district level or unit at regiment level where the candidate registers for recruitment;
b) The content of the investigation and verification of the candidate's family background shall be provided by the local party committee at the commune level; the investigator must fully record in the verification report and obtain the confirmation and signature of the commune party committee;
- In cases where the father or mother is working at a military unit, the investigator must contact the management agency of the father or mother (at battalion level or higher) to request the provision of materials and obtain confirmation from the party committee of that agency or unit;
- In cases where the father or mother is working at state agencies, the investigator must contact the management agency of the father or mother's records to request the provision of materials and obtain confirmation from the party committee of the management agency of the father or mother;
- In cases where the information provided by the management agency of the father or mother is unclear, further verification must be conducted at the place of residence.
- Where the candidate resides in a locality, the staff conducting the review and verification must go to the commune-level administrative unit and the place of residence of the candidate to review and verify the candidate's political attitude and social relations;
c) Confirmation of the candidate's photograph
- The verification staff requests the commune-level Party committee to confirm the photograph on the verification form, which matches the candidate being reviewed who resides in the locality; the commune-level Party committee stamps over the lower right corner of the photograph;
- In case the commune-level Party committee cannot identify the photograph with the candidate being reviewed, the responsible staff member for recruitment at the location where the candidate has registered for recruitment shall be responsible for directly checking the actual person against the photograph when the candidate submits the application (must check the identity card, citizen identification card, household registration book, and other related documents); report to the Party committee of the local military authority at the district level and stamp over the lower right corner of the candidate's photograph with the seal of the district-level military authority Party committee;
6. Conclusion of the file
a) The local Party committee at the commune level provides opinions and conclusions regarding the origin, historical composition, and social relations of the candidate's immediate and extended family and the candidate themselves, thereby determining whether the individual meets or does not meet the criteria for political history and current politics to strive to become a member of the Communist Party of Vietnam and be eligible for recruitment for officer training at military schools. d) After receiving the preliminary application file, the political organs of the schools have the responsibility to direct the competent agencies (staff, security guards, organizational units) to review and assess, unify the conclusion opinion, then the head (deputy head) of the department or the dedicated security staff member signs and clearly records their full name;
7. For candidates applying to the Cryptographic Technical College, the verification of the political background follows the model prescribed by the Cryptographic Department;
8. Units under the Ministry of National Defense must consolidate and report the situation and results of political verification work to the Cadre Department before September 30 each year;
Article 23. Recruitment Fees
1. Collection and use of recruitment fees shall be carried out according to the provisions stipulated in Circular Joint No. 40/2015/TTLT-BTC-BGDĐT dated March 27, 2015 of the Ministry of Finance and the Ministry of Education and Training, which specifies the collection rates, payment, management, and use of examination fees and recruitment fees (recruitment fees), and Circular No. 135/2015/TT-BQP dated February 9, 2015 of the Minister of National Defense, which stipulates and guides some expenditure regulations for educational and training activities at military training institutions;
In case there are changes to the regulations on the collection and use of recruitment fees, the Military Recruitment Board of the Ministry of National Defense shall be responsible for reporting to the Ministry of National Defense to guide relevant agencies and units to organize implementation;
2. Units and localities where candidates come to register for preliminary applications are responsible for collecting preliminary application fees;
3. Schools where candidates submit their application files for consideration are responsible for collecting application consideration fees;
4. The portion of recruitment fees collected and submitted to the Military Recruitment Board of the Ministry of National Defense and the Ministry of Education and Training according to the provisions of Circular Joint No. 40/2015/TTLT-BTC-BGDĐT dated March 27, 2015 of the Ministry of Finance and the Ministry of Education and Training, and Circular No. 135/2015/TT-BQP dated February 9, 2015 of the Minister of National Defense, the schools shall submit to the Permanent Office before November 30 each year.
Article 24. Examination of Admission Application Files
1. The Military Recruitment Board at the district level and battalion-level units shall organize the examination of preliminary application files, concluding specifically those cases meeting the criteria and those not meeting the criteria; compile the number of cases meeting the criteria for each school, send the application files and lists to the Military Recruitment Board at the provincial level and units directly under the Ministry of National Defense; in cases where the criteria are not met, a notification must be issued clearly stating the reasons for the applicants to be informed.
2. The Military Recruitment Board at the provincial level and units directly under the Ministry of National Defense shall examine the results proposed by subordinate levels; compile and transfer preliminary application files, lists of applicants registering for admission, and lists of applicants with Southern household registration but eligible for bonus points for Northern provinces to the schools, and report to the Military Recruitment Board of the Ministry of National Defense.
3. Schools shall organize the review and examination of preliminary application files of applicants
a) The composition of the examination panel shall be decided by the Chairman of the School Recruitment Council, including personnel from the security, inspection departments, and other functional agencies of the school;
b) Strictly examine the application files, check photographs, political background, health examination results, preferential policies, and other contents declared in the preliminary application files of applicants, compare with the specified criteria to conclude whether the applicant meets the criteria for admission or not.

1. Units and localities shall directly transfer preliminary application files and lists of applicants registering for admission to schools at two locations: South and North.
2. Units and localities shall transfer lists of applicants registering for admission and reports on the total number of applicants registering for admission to the Military Recruitment Board of the Ministry of National Defense.
3. The Standing Office shall specify the time and location for transferring preliminary application files and notify the units and localities to implement.
Section 4
ORGANIZATION OF THE EXAMINATION PERIOD
Article 26. Organization of the National High School Examination and Admission Examinations According to Special Admissions Plans (if applicable)
1. Organization of the National High School Examination: Schools assigned by the Ministry of Education and Training to serve as Examination Cluster Leaders for the National High School Examination and participating schools shall organize the examination, invigilate, grade, and announce the results according to the regulations of the Ministry of Education and Training.
2. Admission Examinations According to Special Admissions Plans (if applicable): Schools shall develop special admissions plans in accordance with the regulations of the Ministry of Education and Training and the Ministry of National Defense shall report to the Military Recruitment Board of the Ministry of National Defense; implementation can only commence after approval by the competent authority.
Section 5
ORGANIZATION OF THE EXAMINATION
Article 27. Examination Subject Combination, Application for Admission Registration, and Acceptance of Application for Admission Registration
1. Examination subject combination: Implemented according to the regulations of the Ministry of Education and Training.
a) Schools admitting students based on the B00 and A00 examination subject combination: Military Medical Academy;
b) Schools admitting students based on the C00 and A01 examination subject combination: Border Guard Academy;
c) Schools admitting students based on the D01, D02, D04 and A00, A01 examination subject combinations: Military Science Academy;
d) Schools admitting students based on the C00 and A00 examination subject combination: Political Officer School;
đ) Schools admitting students based on the A00 and A01 examination subject combinations include the Military Technical Academy, Logistics Academy, Air Defense-Air Force Academy, and officer schools such as Information, Engineering, and Special Forces;
e) Schools admitting students based on the A00 examination subject combination include Naval Academy and officer schools: Army 1, Army 2, Air Force, Artillery, Chemical, Armored, and Military Technical (Vin-Hem Pich);
g) In cases where schools propose changes to the examination subject combination, the Military Recruitment Board under the Ministry of National Defense shall be responsible for reviewing and deciding, and announcing in the recruitment plan and the document "Important Information about Recruitment into Military Schools";
2. Application for admission registration for university and college military education
a) Military schools only accept applications for admission registration for university and college military education from candidates who have passed preliminary screening, meet the criteria set by the Ministry of National Defense, and participate in the National High School Exit Exam organized by universities in the year of application;
b) The application for admission registration is implemented according to the regulations of the Ministry of Education and Training, with the Military Recruitment Board under the Ministry of National Defense being responsible for annual guidance;
c) In cases where candidates do not submit complete application materials for admission to the school they initially applied to within the time frame stipulated by the Ministry of Education and Training, they will lose their right to be considered for their first choice at that school;
d) In cases where candidates submit application materials for admission to a school without having submitted preliminary screening materials, they will not be considered for their first choice at that school;
3. Schools organize the acceptance of application for admission registration, update admission registration data, and publish on the school's electronic information website a list of applicants ranked from highest to lowest exam results according to the regulations of the Ministry of Education and Training;
4. Schools implement admission rounds strictly according to the regulations of the Ministry of Education and Training and the provisions of the Ministry of National Defense;
Article 28. First Choice Admission and Supplementary Choice Admission
1. First Choice Admission
a) Immediately after the Ministry of Education and Training announces the graduation examination results and the threshold for university and college admission, schools announce the admission conditions, threshold scores for accepting applications, quotas, and the ratio of first choice and supplementary choice admissions (if applicable) for each program according to the regulations of the Ministry of National Defense;
b) Based on the examination results of candidates and training quotas, schools propose first choice admission scores, report to the Military Recruitment Board under the Ministry of National Defense;
c) Schools submit computer data, candidate result lists in descending order, and lists of candidates expected to be admitted along with reports recommending standard scores;
2. Supplementary Choice Admission
a) Candidates who apply for university and college military education but are not admitted in their first choice can apply for supplementary choice admission to other universities and colleges outside the military according to the regulations of the Ministry of Education and Training;
b) When schools still lack quotas after first choice admission, or when candidates fail to meet the standards upon enrollment, the number of actual enrollments falls short of the quota assigned by the Ministry of National Defense, then supplementary choice admission is conducted to fill the remaining quotas; the admission process follows the regulations of the Ministry of Education and Training and must ensure regional ratios;

3. Admission Regulations
Based on the total test score of candidates, including the total score of three examination subjects (schools with a main subject, which is doubled and converted according to the regulations of the Ministry of Education and Training) and bonus points, schools admit candidates according to the declared major; admissions are made starting from the highest total test score until the quota is filled;
If the quota remains unfilled even after reaching a certain score level, and the number of candidates with the same high score exceeds the remaining quota, admissions are made according to additional criteria, as follows:
a) Criterion 1:
- For schools with a doubled main subject, candidates with a higher score in the doubled main subject will be admitted;
- Military Medical Academy: Admits candidates with a higher score in Biology among those applying with Mathematics, Chemistry, Biology; or a higher score in Mathematics among those applying with Mathematics, Physics, Chemistry;
- Chemical Officer School admits candidates with a higher score in Chemistry among those applying with Mathematics, Physics, Chemistry;
- For schools with the examination subject combination of Literature, History, Geography, candidates with a higher score in Literature will be admitted;
- For the remaining schools with examination subject combinations of Mathematics, Physics, Chemistry, Mathematics, Physics, English, and Mathematics, Literature, History, candidates with a higher score in Mathematics will be admitted;
b) Criterion 2: After reviewing Criterion 1, if there are still quotas available but many candidates have the same points and meet the same Criterion 1, then Criterion 2 will be applied as follows: The candidate with a higher total score from the three subjects assessed over five semesters (Semester 1 and Semester 2 of Grade 10, Grade 11, and Semester 1 of Grade 12) will be admitted.

Article 29. Reviewing the Admission Score
1. The Military Recruitment Board of the Ministry of National Defense decides the admission score for each school.
2. Implement a unified admission score for candidates who are military personnel and those outside the military; implement separate scores according to each subject combination, based on two regions North-South or each military region, specifically as follows:
a) According to the subject combination:
- Number of admissions for each subject combination at the Military Medical Academy: A00 quota: 1/4, B00 quota: 3/4; Political Officer School: A00 quota: 1/3, C00 quota: 2/3 compared to the annual total quota;
- Number of admissions for schools that recruit the A01 combination: A01 quota does not exceed 25% of the total quota.
b) According to the two regions North-South or each military region:
- Border Guard Academy recruits 55% of the quota for candidates with permanent residence in the Northern region (from Quang Binh province northward), candidates with permanent residence in Southern provinces are determined by each military region: Military Region 4 (Quang Tri and Thua Thien Hue provinces): 04%, Military Region 5: 11%, Military Region 7: 14%, Military Region 9: 16%;

- Military Technical Academy recruits 80% of the quota for candidates with permanent residence in the Northern region, 20% of the quota for candidates with permanent residence in the Southern region.
3. Direct admission and priority direct admission quotas within the total quota of each military region or based on the two regions South-North. Candidates for direct admission and priority direct admission with permanent residence in a specific area, if admitted, will be deducted from the quota of that area.
4. The Military Recruitment Board of the Ministry of National Defense is responsible for guiding schools to determine specific quotas according to each subject combination, based on the two regions North-South or each military region.

CALL FOR ENROLLMENT AND POST-AUDIT OF ADMISSION RESULTS
Article 31. Call for Enrollment
1. The Directors (Principals) of schools shall be responsible for announcing admission results and summoning successful candidates to enroll according to the decision on the admission threshold set by the Military Recruitment Board under the Ministry of National Defense; the first enrollment intention must be completed before September 5 each year.
2. Successful candidates for university and college military programs, upon receiving the call to enroll from military schools, shall be issued a draft order by the County Military Command to join the military for long-term service.
Article 32. Health Examination for Successful Candidates Enrolling
1. Conduct health examinations for successful candidates immediately during the first week of their enrollment at school. The health examination shall be carried out by the Military Recruitment Health Examination Board of military hospitals according to the division of labor by the Military Health Department.
2. Organize health classification examinations in accordance with Circular No. 36/2011/TTLT-BYT-BQP, including clinical and paraclinical examinations (blood test formula; blood type; liver function: SGOT, SGPT; kidney function (Urea, Creatinine); blood sugar; ten parameters of urine; electrocardiogram; general ultrasound; chest X-ray; HIV and drug screening tests).

Article 33. Post-Audit of Admission Work and Review of Candidate Lists for Enrollment
1. Post-Audit of Admission Work
a) After successful candidates have enrolled, schools shall organize audits of the admission results of all successful candidates admitted to their institutions in accordance with the regulations of the Ministry of Education and Training for university and college admissions;
b) Organize verification of candidate photographs in preliminary application files, photographs in enrollment files, and the person enrolling must match, confirming they belong to the person enrolling. Check academic and conduct records in high school transcripts of candidates;
c) The Directors (Principals) of schools shall be responsible for organizing a comprehensive post-audit of the admission work of their units, to be completed before the start of the new academic year.

Article 35. Schools for admission, recruitment areas, and training quotas
1. Schools training battalion-level officers at the bachelor’s degree level are tasked with training battalion-level officers at the associate degree level in military studies and training technical staff at the associate degree level.
2. The Military Recruitment Board under the Ministry of National Defense is responsible for announcing the recruitment areas and admission quotas for each school.
Article 36. Admission targets, criteria, and application documents

1. Admissions review
a) Training battalion-level officers at the associate degree level: Based on the training quota, the Military Recruitment Board under the Ministry of National Defense is responsible for guiding schools to organize admissions suitable for the recruitment targets of each school.
b) Associate degree training in the Engineering field
The Air Force Officer School will conduct admissions for the first choice and supplementary choices for associate degree training in the Aviation Engineering field, following the same procedures as for regular bachelor’s degree training for battalion-level officers; health standards will be implemented according to Clause 1 and Point b, Clause 2, Article 16 of this Circular.

Article 39. Recruit Objectives, Standards, and Application Documents
1. Recipients
a) Non-commissioned officers and soldiers currently serving in the military according to the law on national defense obligations, with at least six months of service; professional military personnel, workers, and civil servants serving in the military for at least twelve months (as of September of the recruitment year); the number of applicants registered for recruitment is based on the quota allocated to each unit.
b) Fields and trades recruiting female trainees for technical positions in the military: Medicine, pharmacy, mechanical engineering, information technology, telecommunications, cryptography, cooking, finance. Based on staffing needs, the annual recruitment quota is allocated; units select and send for training in accordance with usage plans.

c) One political verification form (For candidates applying for the Intermediate Technical School of Cryptography, a background check form according to the specified format of the Cryptographic Department).
d) One certificate of priority benefits for eligible candidates.
Article 40. Recruitment Organization
1. Admission method: Conducting admissions based on high school transcripts.
2. Admission regulations: Implementing training and recruitment according to assigned quotas, prioritizing units that are understaffed compared to their authorized strength.
a) Head units under the Ministry of National Defense are responsible for directing and organizing initial screenings, selections, and compiling applications for admission along with certified copies of high school transcripts sent to schools according to assigned quotas.
b) Schools organize admissions according to assigned training quotas for units. Uniformly using the total average score of all subjects over three years of high school plus bonus points for admission criteria.
c) Admissions scores are taken from highest to lowest until the quota allocated by the General Staff for each subordinate unit is filled.
d) Regarding permanent residence registration, candidates are determined to qualify for southern or northern standards based on university-level recruitment regulations for squadrons.
3. Initial screening and submission of recruitment application documents are carried out according to the provisions of Article 25 of this Circular.
4. Schools report admission results and propose admission standards to the Military Recruitment Board of the Ministry of National Defense before July 10th every year.
5. Post-admission review of recruitment work
a) After admitted candidates enroll, schools conduct post-admission reviews, checking and comparing all application documents of admitted candidates with those and individuals who actually enroll; they must match the individuals who enroll.
Verifying the accuracy and legality of high school graduation certificates and transcripts; comparing academic results in original transcripts with copies in admission documents.
Directors (Principals) of schools are responsible for organizing comprehensive post-admission reviews of their units' recruitment work; during the review process, if any suspicious issues are found, investigations and verifications must be conducted to clarify them; in cases of violations, close cooperation with relevant agencies of the Ministry of National Defense and outside military agencies is required to propose solutions.
c) Cases where invalid transcripts or discrepancies between copies and originals are found, or other violations, must be excluded; Directors (Principals) of schools issue decisions to return students to their previous units before starting classes.
d) The post-admission review period must be completed before the start of the new academic year.
6. Recruitment quotas are implemented according to the Decision of the Chief of General Staff of the Vietnam People's Army.
Chapter VI ENROLLMENT AND TRAINING OF HUMAN RESOURCES FOR INDUSTRIALIZATION AND MODERNIZATION (CIVIL TRAINING)
Article 41. Schools for Civil Training Enrollment
1. University enrollment

4. For second bachelor's degree training, associate degree transfer programs, vocational intermediate level training, and external joint training classes, when assigned training quotas, schools are responsible for completing relevant documents and procedures and organizing admissions according to the Ministry of Education and Training regulations during the admission year.
Article 42. Admissions Objectives, Standards, Application Documents, and Quotas
1. Admissions Objectives: Enroll male and female candidates within the recruitment regions of each school.
2. Standards: Implemented according to the Ministry of Education and Training’s regulations on university, college, and vocational intermediate level entrance examinations annually.
3. Application Documents: Implemented according to the Ministry of Education and Training’s regulations during the admission year.
4. Admissions Quotas: Implemented according to the Decision of the General Staff Chief of the Vietnam People's Army.
Article 43. Admission Methods
1. Universities and Colleges
a) Admit based on results from the National High School Examination: Implemented according to the Ministry of Education and Training’s regulations on university and college entrance examinations annually;
b) The Army Cultural and Art University organizes combined entrance exams and admissions for artistic majors;
- Subjects for evaluation, examination subjects, examination supervision, and grading are conducted similarly to military training programs for each major;
- Exam time is scheduled after the National High School Examination, with specific times determined by the school;
c) Admit through special admission plans: Schools must develop admission plans according to the Ministry of Education and Training and the Ministry of National Defense regulations, report to the Military Recruitment Board of the Ministry of National Defense for approval, and only implement after receiving notification from the Military Recruitment Board of the Ministry of National Defense.
2. Intermediate Level Schools: Organize admissions for civilian vocational intermediate level training according to the Ministry of Education and Training’s regulations issued annually.
Article 44. Organization of Admissions and Summoning of Candidates for Enrollment
1. Universities, colleges, and intermediate level schools for civilian systems organize admissions according to the Ministry of Education and Training’s regulations; accept application documents for evaluation and examination; compile and submit proposed admission scores to the Military Recruitment Board of the Ministry of National Defense.
2. When reporting proposed admission scores, schools submit computer data, lists of admission results ranked from highest to lowest, and lists of candidates expected to be admitted; schools that admit by major group or individual major submit computer data, lists of admission results, and lists of candidates expected to be admitted by major group and individual major.
3. Principals (Directors) of schools are responsible for announcing admission results and summoning candidates who have been admitted for enrollment according to the standard score decision of the Military Recruitment Board of the Ministry of National Defense.
4. Post-admission review implementation follows the provisions of Article 33 of this Circular.
Chapter VII ENROLLMENT AND TRAINING AT THE POSTGRADUATE LEVEL AND OTHER FORMS
Section 1 ENROLLMENT AND TRAINING AT THE POSTGRADUATE LEVEL
Article 45. Enrollment for postgraduate training
1. The enrollment work for various forms of postgraduate training shall be carried out in accordance with the regulations of the Ministry of Education and Training.
2. The Military Recruitment Board under the Ministry of National Defense shall be responsible for guiding the implementation of the enrollment work for postgraduate training.
Section 2 ENROLLMENT AND TRAINING FOR A SECOND BACHELOR DEGREE, BRIDGE PROGRAMS, COMPLETION OF BACHELOR'S DEGREE, AND COLLEGE
Article 46. Eligibility for enrollment
1. Second bachelor's degree (commonly referred to as a second degree)
a) Training for individuals who have at least one bachelor's degree and wish to pursue a second degree;
b) Training for non-commissioned officers and soldiers currently serving on active duty, who have completed a regular bachelor's program, are not older than 25 years old, meet the criteria set by the Ministry of National Defense, wish to serve in the military long-term, and are selected by their units to take the exam according to the quota of the Ministry of National Defense to serve in the military long-term.
2. Bridge programs leading to a bachelor's degree
a) Training bridge programs leading to a bachelor's degree for cadres at the battalion level who have not yet obtained a bachelor's degree. The examination time is decided by the Director (Principal) of the schools, reported to the Military Recruitment Board under the Ministry of National Defense fifteen days before the commencement of classes;
b) Training bridge programs leading to a bachelor's degree for individuals who have completed technical college, division-level colleges, and specialized vocational fields.
3. Completion of a bachelor's degree: Training to complete a bachelor's degree for individuals who have completed division-level training from three-year lieutenants.
4. Bridge programs leading to a college degree: Training bridge programs leading to a college degree for individuals who have completed a professional intermediate-level education. Classes under the management of military authorities must ensure that candidates are not older than 40 years old.
5. Completion of a college degree: Training to complete a college degree for individuals who have completed platoon command training from platoon leaders 801 and platoon command from assistant district commanders.
Article 47. Methods of enrollment
Various forms of training for a second degree, bridge programs, completion of a bachelor's degree, and college degrees shall be conducted through competitive examinations.
Article 48. Examination period, subjects, questions, and examination methods
1. Examination period:
a) First round: From July 10 to July 15 each year;
b) Second round: From September 15 to September 20 each year.
2. Subjects
a) Training for a second degree
- Candidates must take two subjects related to general higher education knowledge of the second field of study;
- For educational, national security, and special fields within cultural, artistic, physical education, and sports areas, the Director (Principal) of the training institution will specify the subjects, content, format, and organization of the examination.
b) Training for bridge programs and completion
Three subjects including: Basic subject, industry foundation subject, and specialized subject or practical skills (if applicable).
3. Questions: To be prepared by the schools themselves.
4. Examination method: Written or practical skills (if applicable).
Article 49. Examination venue, examination room, and examination papers
1. Examination venue and examination rooms: At military schools and associated training institutions; in cases where there are insufficient examination rooms, the Chairman of the School Recruitment Board decides on renting examination venues and rooms.
2. Examination rooms must meet the following conditions:
a) The examination venue must be isolated from the external environment and must be secured with safety and quietness during the examination period;
b) Examination rooms must have adequate lighting, desks, chairs, boards, and a distance of at least 1.2 meters between adjacent candidates, double desks (two desks combined into one) cannot be used; if large rooms are divided into two examination rooms, they must have partitions in the middle (not partitioned along the length of the room);
c) Maximum number of candidates in one examination room: Not more than 40 candidates;
d) There must be a plan for handling situations such as rainstorms and power outages (with backup generators during the examination period);
e) Rooms with small and low desks used for elementary school students cannot be rented or borrowed.
3. Examination papers and scratch paper: To be printed by the schools according to a unified template (containing all information about the candidate's name and registration number, signature of the invigilator, examination paper number, etc.).
Article 50. Registration for Examination Candidates
1. Prior to the examination date, the Examination Board of each school shall complete the list of candidates for each examination room to be posted outside the examination room. Each examination room shall have a list with candidate photographs attached to be handed over to invigilators for comparison and verification during the examination sessions and when candidates enroll.
2. The Examination Board of each school shall be responsible for:
a) Publicizing the examination regulations and relevant provisions issued by the Ministry of Education and Training and the Ministry of National Defense to candidates at least one day before the examination date;
b) Guiding candidates to their examination rooms and correcting any errors in their surnames, middle names, given names, categories, permanent residence registration, recruitment areas, subjects, and examination groups;
c) Informing candidates about the materials and items permitted and not permitted to bring into the examination area, particularly those that could assist candidates in cheating such as mobile phones and communication devices (the examination area shall be defined by the Chairman of the Recruitment Council in accordance with actual conditions).
Article 51. Invigilation
1. Organize training for invigilators and other participants in the examination on the following key contents:
a) Procedures for performing duties, authority, and individual responsibilities of each member involved in invigilation, experience in detecting cheating by candidates during the examination;
b) Guidance on methods for verifying identification documents according to regulations allowed to be brought into the examination room and the actual situation of candidates in the examination room; if there is suspicion of cheating, report to the Examination Board or inspection officers for monitoring, checking, and verifying the facts.
2. Examination service staff
- Must thoroughly understand the regulations, tasks, and procedures before being allowed to perform their duties; wear uniform badges issued by the Examination Board and must have the school's seal stamped in the center of the badge;
- Those without responsibility and not listed in the Examination Board's roster are strictly prohibited from entering the examination area.
3. Arrangement of invigilators
a) Select and arrange qualified staff and teachers to serve as invigilators, supervisors, security personnel, order maintenance officers, medical staff, and service providers. Each examination room must be assigned two invigilators, including at least one teacher;
b) Arrange a number of invigilators exceeding the actual number of invigilators by 5% to 10% to be ready to replace those who violate regulations, are unfamiliar with their tasks, due to health reasons, or other causes;
c) Based on the number of examination rooms and the invigilator roster, thirty minutes before each subject examination, the Examination Board shall organize a draw to assign invigilators to each examination room (without pre-assigning lists for each session);
4. Members of the Examination Board are strictly prohibited from carrying mobile phones or signal transmission/reception devices while performing their duties.
5. When candidates are found bringing unauthorized materials or items into the examination room, regardless of whether they are used or not, they shall be immediately suspended from the examination.
6. Appoint specialized staff with expertise and experience to perform inspection and supervision tasks for the school. Strengthen urging and reminding invigilators to handle violations of regulations seriously and require the Examination Board to promptly address cases where invigilators fail to fulfill their responsibilities.
7. Strictly follow the procedure for compiling examination room lists, assigning registration numbers in alphabetical order (for candidates with identical surnames, middle names, and given names, change the registration number sequence according to the Ministry of Education and Training's regulations) and rearrange seating arrangements in the examination room after each session to prevent proxy examinations; candidates who did not attend the previous session must be removed from the subsequent session's candidate list.
8. Invigilators must protect examination papers during the examination, preventing them from leaving the examination room. Within thirty minutes after the time limit announcement, the first invigilator must submit any excess examination papers to the Examination Board for sealing in the examination room. Invigilators and examination service staff are prohibited from discussing, copying, solving, or explaining examination questions to candidates.
9. Signing examination papers
a) Before distributing examination papers to candidates, the second invigilator must sign and clearly write their full name in the designated box on the examination paper;
b) The first invigilator may only sign and clearly write their full name in the designated box on the candidate's examination paper after the candidate has fully completed their surname, registration number, and other required fields.
10. Strictly manage examination papers and excess examination papers, collecting all examination papers distributed to candidates (including excess papers and those damaged by candidates).
11. Allow candidates to leave the examination room only after two-thirds of the examination time has elapsed.
12. Managing examination papers
a) Absolutely prevent loss or mixing up of examination papers, prohibit candidates who have submitted their papers from retrieving them, and strictly follow the procedures for handing over and preserving examination papers;
b) At the end of each session, invigilators shall collect examination papers, check and sort them in registration number order; disciplinary records (if any) must be attached to the candidate's examination paper; both invigilators must jointly ensure strict preservation of collected examination papers and hand them over to the Examination Board Chair (Examination Point Chair) and Secretary;
c) After confirming the correct number of examination papers, both invigilators and the secretary shall jointly affix and sign the seal on the examination paper bag;
d) After each subject examination, the bags containing examination papers shall be stored in a locked iron cabinet in the school's secure storage area, which is kept by the Chairman of the Recruitment Council.
13. When transferring examination papers to the Marking Board, ensure that all required components are present and the examination paper bag remains sealed with the original signature.
14. Invigilators must strictly adhere to the schedule for each session, following unified signals from each examination point, and may not make arbitrary changes.
- In special cases or unusual incidents, do not handle them arbitrarily but report promptly to the Examination Point Chair (Examination Board Chair) for instructions from the Chairman of the Recruitment Council.
- After the final subject examination ends, the Recruitment Councils of each school shall compile and report to the Military Recruitment Board of the Ministry of National Defense through the School Affairs Department.
Article 52. Examination Grading
1. Schools shall organize grading in isolated locations separate from the outside, continuously guarded by security forces during the grading period; all members of the Examination Committee who come into contact with examination papers must be completely isolated from the outside during the grading period.
2. Select and arrange qualified staff and teachers to participate as grading committee members, security personnel, and service staff.
- It is essential to conduct training and provide detailed instructions on the grading regulations and answers for the grading staff.
- Staff must thoroughly understand the regulations, tasks, and procedures before being allowed to perform grading duties. Absolutely no personal documents, papers, or communication devices may be brought into or out of the grading area.
3. Organize the preparation and grading according to the regulations; strictly manage and keep confidential the examination papers and answer sheets; the examination paper numbers and answer sheet headers must not be stored together with the examination paper storage area. Staff responsible for collecting and numbering examination papers may not participate in the secretariat of the Examination Committee, and vice versa.
4. Examination papers shall be directly managed by the Head of the Examination Committee; after each work session, the examination papers must be stored in a safe and locked with two different keys (the Head of the Examination Committee holds one key, and a member of the Secretariat Committee holds another key); the safe containing the examination paper storage cabinets shall be kept by the Head of the Examination Committee; the safe and cabinet doors may only be opened when all key holders are present.
5. Strictly implement the regulation of conducting independent double-round grading in separate rooms, following the correct answers and scoring scales, and only grade valid examination papers.
Article 53. Quality Threshold for Admission
Implement the admission regulations of the Ministry of Education and Training.
Article 54. Proposal for Admission Scores
Based on the total examination scores of candidates, including the total scores of all subjects and preferential points, schools propose admission scores, compile reports for the Military Recruitment Board of the Ministry of National Defense; candidates will only be summoned for enrollment upon a decision by the Military Recruitment Board of the Ministry of National Defense.
Section 3
ADMISSION AND TRAINING OF REMAINING CANDIDATES
Article 55. Admission and Short-Term Concentrated Intermediate Vocational Training
1. Eligibility and Standards
a) Select from professional military personnel, defense workers (combat sector) serving in the military for at least 12 months (as of September of the year of admission), having completed secondary school education;
b) Age not exceeding 35 years old (for combined intermediate aviation technology training, age not exceeding 40 years old) as of the year of admission;
c) Having completed a basic vocational program of 12 to 18 months and worked in the relevant field for at least 12 months (as of September of the year of admission). In the case of multi-purpose medical assistant, intermediate nursing, and intermediate pharmacy training, candidates must have completed basic nursing and pharmacy training and worked in the relevant field for at least 24 months (as of September of the year of admission);
d) Candidates for short-term intermediate vocational technical Cryptography training must be members of the Communist Party of Vietnam.
2. Admission application materials and admission procedures shall be carried out in accordance with Clause 3 of Article 39 and Article 40 of this Circular.
Article 56. Admission and Conversion to Intermediate Military Vocational Training
1. Eligibility and Standards
a) Professional military personnel serving as squad leaders, platoon leaders, deputy company commanders, special mission reconnaissance personnel, combatants; professional military personnel, workers, and civil servants in the defense sector (combat sector) belonging to surplus military specialties; having completed a basic vocational program under 12 months;
b) Age not exceeding 35 years old (as of the year of admission), having completed secondary school education, and passed preliminary screening meeting the specified standards.
2. Admission application materials and admission procedures shall be carried out in accordance with Clause 3 of Article 39 and Article 40 of this Circular.
Article 57. Training according to address, joint training assists the Ministry of Public Security
1. Regarding quotas, target groups, and training standards: The Ministry of Public Security shall develop plans and report to the Ministry of Education and Training and relevant state agencies in accordance with current laws.
2. The Ministry of Public Security is responsible for publicly disclosing all information on admissions in accordance with the regulations of the Ministry of Education and Training.
3. The selection of trainees for training at training facilities of the Ministry of National Defense and the Ministry of Public Security shall be carried out in accordance with Circular Joint No. 94/2012/TTLT-BQP-BCA dated August 9, 2012, on cooperation in training and selecting graduates from training facilities of the Ministry of National Defense and the Ministry of Public Security.
Article 58. Admissions for remaining categories
1. Remaining types of training shall conduct admissions according to the annual plan of each school.
2. The Directors (Principals) of schools shall be responsible for organizing entrance examinations, determining admission scores, and the number of students admitted for short-term training programs, supplementary training, category changes, and graduates who need certificates or diplomas issued by the Ministry of National Defense, without exceeding the assigned admission quota.
Chapter VIII ADMISSIONS UNDER THE SYSTEM OF SELECTIVE ENROLLMENT FOR UNIVERSITY, COLLEGE, AND VOCATIONAL COLLEGE TRAINING AND PRE-UNIVERSITY TRAINING
Article 59. Target Groups and Regions for Selective Enrollment
1. Recipients
a) Based on the criteria and quotas assigned, units shall select and propose concentrated priority candidates for those who are junior military cadets, children of ethnic minorities, non-commissioned officers, soldiers who have excellently completed their duties in the Spratly Islands and other islands enjoying similar policies, young people with permanent residence registration in the South (for specialties lacking personnel due to unsuccessful recruitment), but the total number of Kinh people shall not exceed 15% of the total assigned quota;
b) Candidates must have a permanent residence registration for five consecutive years up to the year of enrollment in regions with extremely difficult economic and social conditions (as defined by the Government and the Committee for Ethnic Minorities) and have spent three years studying secondary school at a school located in that region (students from boarding schools for ethnic minority students, students from preparatory classes counted based on permanent residence registration) may be selected for university, college, or vocational college enrollment, or have spent four years studying middle school in regions with extremely difficult economic and social conditions for vocational college enrollment; they must also have a permanent residence registration with their family for five consecutive years up to the year of enrollment;
c) In cases where the number of candidates applying for selective enrollment is less than the assigned quota, additional candidates from ethnic minority groups in Vietnam that currently lack or have very few officials with university, college, or vocational college degrees compared to the population of that ethnic group within the province or centrally-administered city, permanently residing in Region III, II (may consider candidates from Region I if that ethnic group has very few officials with university, college, or vocational college degrees compared to the national population or if the selective enrollment of such candidates in Region III, II does not meet the assigned quota), with a permanent residence registration with their family for five consecutive years up to the year of enrollment may be considered;
Apart from these categories, no other categories will be considered (even if there is a shortage of the assigned quota);
d) In cases where the number of candidates applying for selective enrollment exceeds the assigned quota, the examination shall be conducted in order of priority first for students from ethnic groups that have not been selected or have been selected but in very small numbers, starting from Region III, II, I.
Priority shall be given to candidates who are children of martyrs, children of wounded veterans, children of persons receiving benefits equivalent to wounded veterans (ranked from those with higher disability levels down); students who have won awards in provincial student excellence competitions, with higher academic performance and conduct ratings.
2. Regions for Admission: Localities benefiting from selective enrollment policies to study at educational institutions under the national education system as decided by the Committee for Ethnic Minorities and the Government.
Article 60. Conditions and Standards for Recruitment Examinations under the Recruitment System
Candidates for recruitment to university, college, and vocational training in the Military must pass preliminary selection and meet the following criteria regarding political ideology, morality, health, age, recruitment region, and other conditions:
1. The candidate has graduated from high school through regular education or continuing education and is not currently on state payroll.
2. The final year conduct rating (or final year training rating) is good or higher.
3. The final year academic performance rating: For candidates admitted to universities, colleges, and vocational schools, ethnic minority candidates must achieve at least average, while Han ethnic candidates must achieve at least good.
4. Age
a) Recruitment for military university and college training: Age between 17 and 25 years old (as of the year of recruitment);
b) Recruitment for military vocational training: Age between 17 and 27 years old (as of the year of recruitment).
5. The candidate must be preliminarily selected by the Military Recruitment Board at the provincial level, division level, or equivalent, reported to the Military Recruitment Board directly under the Ministry of National Defense for recommendation; the admission council of each school will review and recommend; the Military Recruitment Board of the Ministry of National Defense will decide on enrollment.
Article 61. Application Forms for Recruitment Examinations under the Recruitment System
Use the standardized application form for military university, college, and vocational training issued by the Military Recruitment Board of the Ministry of National Defense, in addition to the following documents:
1. A copy of the birth certificate.
2. A copy of the high school graduation certificate (temporary graduation certificate for candidates who have not yet received their graduation certificate).
3. A copy of the high school transcript.
4. Certificates confirming the candidate's eligibility for preferential recruitment examination.
5. Confirmation of permanent residence issued by the Head of the Police Station, Ward, or Town with authority (must clearly indicate the time since residing in the locality).
6. Photocopies (unnotarized) of the decision and the page indicating the location where the candidate resides within the recruitment area; In cases of newly divided or merged communes, a photocopy of the decision by the competent authority must also be provided, and clearly noted in the remarks section of the proposed list by the unit.
Article 62. Examination Process for Recruitment
1. Based on the recruitment quota assigned by the Ministry of National Defense, the Military Recruitment Board and functional agencies of the military regions or equivalent allocate quotas to subordinate units and localities, and direct and guide the implementation, ensuring the correct regional structure.
2. The Military Recruitment Board and functional agencies at the division, provincial, and equivalent levels organize preliminary selection and guide candidates to complete the application forms according to the model prescribed by the Military Recruitment Board of the Ministry of National Defense, completing this process before June 25th every year.
3. The Military Recruitment Boards at all levels review and approve, report to the same-level Party Committee, and submit recommendations to the schools before June 30th every year.
4. The admission councils of each school review and submit recommendations to the Military Recruitment Board of the Ministry of National Defense (through the Permanent Office) before July 15th every year.
5. The Permanent Office takes the lead, coordinating with the Personnel Department under the Political General Department and the Military Affairs Department under the General Staff Department to review and propose a list of qualified candidates for recruitment, completing this process before August 10th every year; consolidate and report to the Chairman of the Military Recruitment Board of the Ministry of National Defense for consideration and decision before August 30th every year.
6. Preparatory Training Before Regular Courses
a) Candidates recruited for military university and college training must undergo one year of preparatory training;
b) Candidates recruited for military vocational training from outside the Military must undergo one year of preparatory training;
c) Candidates recruited for military vocational training who are military personnel or Junior Military Cadets do not need to undergo preparatory training;
d) The preparatory training location is at the First Army Officer School (for candidates from northern provinces) and the Second Army Officer School (for candidates from southern provinces) to enhance cultural, military, and political knowledge;
đ) Upon completion of preparatory training, students are transferred back to the recruiting school to continue training according to the established procedures.
7. Candidates recruited for preparatory training for university, college, and vocational military training, the schools will conduct health examinations for candidates as if they were entering regular courses; in cases of minor acute illnesses that can be completely cured in a short period, the schools allow them to seek treatment along the unit's medical line; in cases where overall physical fitness does not meet the standard but may develop to meet the standard after one year of preparatory training, they are allowed to remain for study and training until re-examination upon entry into regular courses, if still not meeting the standard, they will be returned to the original unit before being sent for training.
Article 63. Recruitment for Preparatory Military University Training
1. Organize preparatory university classes at the Naval Academy for military personnel who have achieved good results in performing their duties, with a term of service of at least 12 months on the Spratly Islands and other islands enjoying preferential policies like those of the Spratly Islands. After one year of preparatory university study, these military personnel will be considered for admission to regular military university or college training according to regulations.
2. The health examination for candidates for preparatory university training shall be carried out in accordance with the provisions of Article 32 of this Circular.

1. Recruitment for training of officers for the People's Militia Committee at the commune, ward, and town level (hereinafter referred to as the commune level) at the bachelor's and associate degree levels; preparatory university; and concurrent transfer from associate to bachelor's degree while working in the basic military branch:
a) Officer School of the Army Region 1, recruiting candidates from Thua Thien Hue Province and northward;
b) Officer School of the Army Region 2, recruiting candidates from Da Nang City and southward.
2. Recruitment for training of officers for the People's Militia Committee at the commune level at the associate degree level through concurrent work and study in the basic military branch:
a) Officer School of the Army Region 1 collaborating with the Military School of the Military Regions 1, 2, 3, and 4 to recruit candidates from provinces and centrally governed cities (hereinafter referred to as provincial level) within each military region; collaborating with the Military School of the Capital Command of Hanoi to recruit candidates from the Hanoi area;
b) Officer School of the Army Region 2 collaborating with the Military School of the Military Regions 5, 7, and 9 to recruit candidates from provinces within each military region; collaborating with the Military School of the Ho Chi Minh City Command, the Military District Commands of Dong Nai, Ba Ria-Vung Tau, and Binh Thuan Provinces to recruit and train candidates concurrently from secondary to associate degree in the basic military branch for candidates from these localities.
3. Schools for recruitment and organization of training of officers for the People's Militia Committee at the commune level at the secondary vocational degree level in the basic military branch: Provincial Military School; Military School of the Capital Command of Hanoi organizing training for candidates within each province.
1. Training at the bachelor's and associate degree levels under regular programs: Implemented according to the regulations of the Ministry of Education and Training. When the recruitment method changes, the Military Recruitment Board of the Ministry of National Defense shall be responsible for guiding its implementation.
2. Secondary training is conducted based on the selection criteria stipulated in Clause 1 of Article 40 of this Circular.
3. Selection for dispatch is implemented according to the provisions of Articles 59, 60, 61, and 62 of this Circular.
4. Concurrent training from secondary to associate degree: Implemented according to the annual regulations on concurrent training from secondary to associate degree of the Ministry of Education and Training.
1. Recruitment for regular bachelor's and associate degree programs in the basic military branch and selection for dispatch to bachelor's degree programs include:
a) Chiefs and deputy chiefs of the People's Militia Committee at the commune level who have not yet received training;
b) Commanders and soldiers of the self-defense militia who have completed their militia service obligations;
c) Non-commissioned officers and soldiers of the Vietnam People's Army who have completed their conscription service obligations;
d) Reserve officers who have not been assigned to reserve mobilization units;
đ) Commanders and soldiers of the self-defense militia;
e) Party members, cadres, and young members of the Youth Union currently working at the grassroots level: For commanders and soldiers of the self-defense militia currently working, they must have served for at least six months; party members, cadre, and young members of the Youth Union working at the grassroots level must have served for at least one year.
2. Recruitment for concurrent training from secondary to associate degree: Chiefs and deputy chiefs of the People's Militia Committee at the commune level and other sources of officers for the People's Militia Committee at the commune level who already hold a secondary degree in the basic military branch.
3. Recruitment for concurrent training from associate to bachelor's degree: Chiefs and deputy chiefs of the People's Militia Committee at the commune level and other sources of officers for the People's Militia Committee at the commune level who already hold an associate degree in the basic military branch.
1. Higher education and college training (both regular and concurrent programs) in basic military fields shall be carried out in accordance with the Decision of the General Staff of the Vietnam People's Army.
2. Training in basic military fields at the intermediate vocational level: The target for such training each year shall be determined by the Provincial Military Command upon advice from the Provincial People's Committee.
1. Regular admissions to higher education and college in basic military fields
a) Age: Not exceeding 31 years old (as of the year of admission);
b) Health: Meeting health standards of type 1, type 2, or type 3 as stipulated in Joint Circular No. 36/2011/TTLT-BYT-BQP. For general physical fitness and dental criteria, up to type 4 is acceptable;
c) Educational qualifications: Having completed high school or equivalent;
d) Political and moral qualities: Being a member of the Communist Party of Vietnam or having the necessary conditions to become a member. Must have good moral character, clear background, and both the individual and family must comply well with the policies and laws of the State;
đ) Being identified by the Party committee and local authorities at the commune level as a potential source of basic military cadres in the locality’s planning; after passing the selection process and being admitted, the decision to send them for training and post-training employment shall be made by the Provincial People's Committee.
2. Admissions for concurrent training from intermediate to college and from college to university levels while working
a) Age: For promotion from intermediate to college level in basic military fields, age must be between 22 and 45 years old; for promotion from college to university level in basic military fields, age must be between 24 and 45 years old;
b) Health: Meeting the health standards as specified in Point b Clause 1 of this Article;
c) Graduates of intermediate or college level in basic military fields who achieve a good grade or better may immediately participate in the admission process after graduation; those who graduate with a satisfactory grade must have at least one year of work experience before participating in the admission process;
d) Having good moral character; clear background; both the individual and family must comply well with the policies and laws of the State;
đ) Being identified in the planning of potential sources of basic military cadres in the commune-level Military Command by the Party committee and local authorities; after passing the selection process and being admitted, the decision to send them for training and post-training employment shall be made by the Provincial People's Committee.
3. Selected admissions for university training
a) Age: Not exceeding 31 years old as of the year of admission;
b) Health: Meeting the health standards as specified in Point b Clause 1 of this Article; the health examination for selected university candidates shall be conducted according to Clause 7, Article 62 of this Circular;
c) Political and moral qualities: Being a member of the Communist Party of Vietnam or having the necessary conditions to become a member. Must have good moral character, clear background, and both the individual and family must comply well with the policies and laws of the State;
d) Candidates must have a permanent residence registration for at least five consecutive years as of the year of admission in areas with particularly difficult socio-economic conditions (as defined by the Government and the Ethnic Minorities Committee) and must have spent three years studying high school in schools located in that area (students from boarding schools for ethnic minorities and students from preparatory classes are counted based on their permanent residence registration);
đ) Being planned as a potential source of basic military cadres in the locality by the Party committee and local authorities at the commune level; after passing the selection process as prescribed in Decree No. 134/2006/NĐ-CP dated November 14, 2006 of the Government on the system of selected admissions to universities, colleges, and intermediate vocational schools within the national education system, which has been amended and supplemented by Decree No. 49/2015/NĐ-CP dated May 15, 2015 of the Government; the decision to send them for training and post-training employment shall be made by the Chairman of the Provincial People's Committee.
1. For regular university and college training programs: Candidates who register for admission must participate in preliminary selection according to the regulations of the Ministry of National Defense and register to take the National High School Examination in the year of registration to obtain results for admission to undergraduate and college military foundation programs according to the regulations of the Ministry of Education and Training and the Ministry of National Defense.
2. For other forms of training: Candidates who register for admission must participate in preliminary selection, register and take the examination organized by the schools.
1. Military Recruitment Board at the district level
a) Directly disseminate and ensure candidates' responsibilities and rights in fulfilling training tasks;
b) Guide candidates to prepare preliminary selection application files according to the model prescribed by the Military Recruitment Board under the Ministry of National Defense;
c) Receive application files, organize preliminary selection, and verify political background through the People's Committee at the district level before May 10 each year;
d) The declaration and submission of application files, confirmation of application files for registration, organization of health examinations, and verification of political background shall be carried out in accordance with Articles 20, 21, and 22 of this Circular.
2. Military Recruitment Board at the provincial level
a) Review candidate application files completed for registration before May 15 each year;
b) Through the Training Steering Committee at the same level, report and propose the Provincial People's Committee to decide on the list of candidates meeting the criteria for the examination and cooperate with the Department of Education and Training at the same level to guide candidates to complete procedures and register for the National High School Examination according to the regulations of the Ministry of Education and Training;
c) Report the list of candidates meeting the criteria for the examination to the Military Recruitment Board of the Military Region before May 20 each year; separately, the application files of candidates for direct assignment must be completed before June 20 each year.
3. Military Recruitment Board of the Military Region, Military Recruitment Board of the Command of the Capital City of Hanoi
a) Organize review and approval through the Training Steering Committee at the same level;
b) Report the list of candidates registered for admission to the Military Recruitment Board of the Ministry of National Defense (through the School Service Bureau and the Civil Defense Bureau);
c) Transfer the list and application files of candidates to the First Military Academy and the Second Military Academy in accordance with Article 25 of this Circular;
d) Report the list of candidates and application files for direct assignment to the schools before June 30 each year.
4. Recruitment Council of the First Military Academy and the Second Military Academy
a) Organize the review of application files of candidates registered for admission;
b) Summarize and report the results of reviewing application files to the Military Recruitment Board of the Ministry of National Defense, notify units and localities within 15 days from the date of receiving application files. Units and localities notify candidates immediately upon receipt of notification from the recruitment councils of the schools.
c) Review application files for direct assignment, report the list of candidates proposed for direct assignment to the Military Recruitment Board of the Ministry of National Defense (through the Permanent Office) before July 15 each year.
5. Organization of preparatory training for candidates before taking the bridging examination
a) Schools responsible for training have the responsibility to send guidance on examination preparation content to candidates taking the bridging examination and second bachelor's degree in military foundation programs at least two months before the examination;
b) Military regions and provincial commands have the responsibility to organize preparatory training for candidates applying for military foundation programs at least one month before the examination using local funds.
1. Preliminary selection registration file: Applies to all candidates. Use one set of preliminary university and college registration forms printed and issued uniformly nationwide by the Military Recruitment Board under the Ministry of Defense, including:
a) Three preliminary selection registration forms;
b) One candidate's application form;
c) One copy of the birth certificate;
d) One copy of the high school graduation certificate; if the candidate is participating in concurrent training, they must also provide a copy of the secondary vocational or college graduation certificate; if the candidate is participating in second bachelor's degree training, they must also provide a copy of the university graduation certificate; if the candidate is directly admitted or recommended, they must also provide a copy of their high school transcript;
đ) One verification form for background investigation;
e) One military recruitment health form;
g) Confirmation from the Party Committee of the commune that the candidate is a cadre within the planning cadre pool of the Commune People's Militia Command recommending them for training and post-training employment. In cases where the candidate is recommended for direct admission, they must also provide a copy of their household registration, a copy of their high school transcript, and a confirmation of continuous five-year residency up to the year of admission issued by the commune police; a photocopy of the decision and the page with the name of the locality where the candidate resides in the designated recruitment area; for newly divided or merged communes, a photocopy of the decision of the competent authority must be provided, and this must be clearly noted in the remarks section of the list proposed by the unit;
h) One certificate confirming eligibility for preferential treatment for eligible candidates;
i) Four passport-sized photographs measuring 4x6 cm as stipulated in Clause 3, Article 20 of this Circular;
k) One envelope with postage paid and the address clearly marked. Candidates purchase the registration file and preliminary registration at the Military Recruitment Board of the district; when submitting the file, they must present the original high school transcript and graduation certificates for verification according to regulations.
2. Registration file for the National High School Examination: Applies to candidates registering for regular university and college training.
- Use one set of examination registration forms issued by the Ministry of Education and Training;
- Candidates purchase the forms, complete the procedures, and register for the exam at the registration point for self-study candidates (candidates who have graduated from high school), as specified by the Department of Education and Training of the provinces and centrally-administered cities where the candidates reside (candidates must register for three subjects: Literature, History, Geography).
1. Subject combination for admission: Literature, History, Geography.
2. Acceptance of admission registration files: Implemented according to the provisions of Clause 2, Article 27 of this Circular.
3. Organization of admissions
a) Admission of first choice and supplementary choice: Implemented according to the provisions of Clause 1 and Clause 2, Article 28 of this Circular;
b) Based on the total test scores of the candidates, including the total score of the three registered subjects and preferential points, universities will admit candidates starting from those with the highest total scores until the quota is filled.
1. Examination location: Organized at military schools and affiliated training institutions, decided by the Principals of the First and Second Military Officer Schools.
2. Subjects
a) Concurrent training examination from secondary vocational to college level: Three subjects (Literature; Party Work and Political Work; Local Military Specialty);
b) Concurrent training examination from college to university level: Three subjects (Literature; Party Work and Political Work; Local Military Specialty);
c) University second bachelor's degree admission examination, two subjects: Ho Chi Minh Thought and Communist Party of Vietnam History.
3. Examination date: July 14 and 15 each year.
4. Examination questions: The First and Second Military Officer Schools are responsible for setting the examination questions.
5. Supervision, marking, and establishing admission scores
a) Universities conducting concurrent training for undergraduate and college levels, implement according to Articles 49, 50, 51, 52, 53, and Article 54 of this Circular;
b) Universities organize supervision, marking, establishment of admission scores, and report to the Military Recruitment Board under the Ministry of Defense to decide on admission scores;
c) The time frame for determining the issuance of graduation certificates to candidates participating in concurrent training for college and university military base programs is implemented according to the regulations of the Ministry of Education and Training regarding the organization of concurrent training for college and university military base programs.
Implemented in accordance with Circular No. 117/2009/TT-BQP dated December 30, 2009, issued by the Ministry of National Defense, regarding vocational secondary education training in basic military sectors.
1. Admission Scores
a) For regular university and college programs: The Military Recruitment Board under the Ministry of National Defense decides on admission scores for enrollment in schools. In cases where there are remaining quotas but many candidates have the same score, supplementary criteria as stipulated in Clause 3, Article 28 of this Circular shall be applied for selection;
b) For continuous education from vocational secondary to college, and from college to university in part-time programs: The Military Recruitment Board under the Ministry of National Defense decides on admission scores for enrollment in schools;
c) University Recruitment Selection
- Based on the standards and quotas assigned, military regions and localities direct the centralized recruitment prioritizing candidates from particularly difficult communes, villages, remote areas, border regions, and islands as provided in Clause 2, Article 59 of this Circular, but the proportion of candidates from the Kinh ethnic group must not exceed 15% of the total quota assigned;
- In cases where the number of candidates registering for recruitment selection is less than the assigned quota: Implementation shall follow the provisions set out in Point c, Clause 1, Article 59 of this Circular;
- In cases where the number of candidates registering for recruitment selection exceeds the assigned quota, then selection shall be conducted in order of priority for candidates from ethnic groups that have not been recruited or have been recruited but in very small numbers, starting from Region III, II, I; priority given to candidates who are children of martyrs, war invalids, or children of those entitled to benefits equivalent to war invalids; priority given to recruitment of candidates who are commanders or soldiers of civilian self-defense forces awarded commendations or higher; soldiers of civilian self-defense forces who have completed their duty in self-defense forces.
2. Notification of Enrollment
a) Based on the admission score regulations of the Military Recruitment Board under the Ministry of National Defense, the Principals of the schools shall notify the results of the examination and the list of successful candidates to the military regions, the Command of the Capital City's Military District, and the Provincial Military Commands;
b) The Provincial Military Command shall report to the Provincial Party Committee and People's Council the list of successful candidates and propose that the Chairman of the People's Council issue a decision to send the successful candidates for higher education in basic military sectors;
c) After the Chairman of the Provincial People's Council decides to send the successful candidates for higher education in basic military sectors, the Provincial Military Command shall be responsible for: Coordinating with relevant departments to ensure local budget funding for training tasks and ensuring benefits for students in accordance with the regulations of the Ministry of National Defense; organizing the implementation of tasks, sending successful candidates to school for enrollment according to regulations; assisting the same-level People's Council in signing contracts to ensure training with the schools;
d) Schools shall complete the registration of candidates for enrollment in various types of basic military sector training before September 10 each year; complete health examinations before September 15 each year;
đ) Conducting post-enrollment verification and assessment of the list of enrolled candidates shall be carried out in accordance with the provisions of Article 33 of this Circular.
Chapter X
PRIORITY POLICIES IN ADMISSIONS
Article 76. Preferential Policy for Specific Groups
The groups eligible to benefit from preferential policies in admissions shall be implemented according to the current regulations of the Ministry of Education and Training.
Article 77. Preferential Policy for Regions
The groups eligible to benefit from preferential policies in admissions shall be implemented according to the current regulations of the Ministry of Education and Training.
Article 78. Preferential Policy for Admission Examination and Direct Admission
1. The preferential objects for admission examination and direct admission shall be carried out according to the university, college, and vocational high school regular system admission regulations issued annually by the Ministry of Education and Training. The quota and method for direct admission to military schools shall be implemented according to the regulations of the Minister of National Defense.
2. Specifically, candidates with permanent residence registration for at least three years, studying for three years and graduating from high school in poor districts (students studying at boarding schools for ethnic minorities are calculated based on their permanent residence registration), as of the date of submitting the application for admission examination according to Resolution No. 30a/NQ-CP dated December 27, 2008 of the Government on the Program to Rapidly and Sustainably Reduce Poverty in 62 Poor Districts and Decision No. 293/QĐ-TTg dated February 5, 2013
a) Schools for direct admission
- Academies: Military Technical Academy, Military Medical Academy, Military Science Academy, and the Engineering Aviation System at the Air Defense Academy
- Air Force and the Military Pilot Training System at the Air Force Officer School due to the specific characteristics of each school not implementing direct admission for the objects specified in Clause 2 of this Article;
- For the remaining schools, if the enrollment quota exceeds 100, direct admission shall not exceed 3% of the quota; if the enrollment quota is 100 or less, direct admission shall not exceed 5% of the quota;
b) Organization of Admission Examination
The Military Recruitment Board under the Ministry of National Defense is responsible for guiding schools on procedures, application criteria, and organizing the admission examination.
Chapter XI
ORGANIZATION OF INSPECTION AND AUDIT OF ADMISSION WORK, REEXAMINATION, AND AUDIT OF TEST PAPERS
Article 79. Inspection and Audit of Admission Work
1. Based on the annual plan and schedule, the Ministry of Education and Training, the Ministry of National Defense, and the Military Recruitment Board under the Ministry of National Defense shall organize inspection and audit teams to strengthen supervision over all stages of the military recruitment process.
2. Military schools shall establish Inspection Boards, inspectors, and operate in accordance with the laws on the organization and activities of educational inspections by the State.
3. Ban Tuyển sinh quân sự các cấp, Hội đồng tuyển sinh các trường phải thường trực để giải quyết kịp thời các đơn thư kiến nghị hoặc khiếu nại (nếu có) trước, trong và sau kỳ thi tuyển sinh quân sự theo quy định của pháp luật về khiếu nại.
Điều 80. Trách nhiệm tổ chức chấm phúc khảo, chấm thanh tra bài thi đối với các trường có tổ chức thi tuyển
1. Hội đồng tuyển sinh các trường trong Quân đội chịu trách nhiệm trước Bộ Quốc phòng về công tác tổ chức và kết quả chấm phúc khảo, chấm thanh tra bài thi của các đối tượng do trường tổ chức thi tuyển sinh.
2. Ban Tuyển sinh quân sự Bộ Quốc phòng tổ chức chấm thanh tra bài thi của các trường theo quy định của Bộ Quốc phòng.
Điều 81. Chấm phúc khảo bài thi của các trường có tổ chức thi tuyển
1. Trong thời hạn 15 ngày, kể từ ngày thông báo kết quả điểm thi, thí sinh được quyền gửi đơn xin chấm phúc khảo bài thi (đơn xin chấm phúc khảo bài thi phải do thí sinh tự viết) và phải nộp lệ phí chấm phúc khảo theo quy định về trường dự thi và do trường đó tổ chức chấm phúc khảo.
2. Căn cứ vào kết quả chấm phúc khảo của các trường, Ban Tuyển sinh quân sự Bộ Quốc phòng có thể tổ chức Hội đồng Chấm phúc tra để thẩm định, kết quả những bài thi đã qua chấm phúc khảo của các trường từ không trúng tuyển thành trúng tuyển.
3. Hội đồng Chấm phúc tra báo cáo kết quả chấm thẩm định với Trưởng ban Tuyển sinh quân sự Bộ Quốc phòng phê duyệt và thông báo cho các trường thực hiện.
Chương XII KHEN THƯỞNG VÀ XỬ LÝ VI PHẠM
Điều 82. Khen thưởng
Tập thể, cá nhân có nhiều đóng góp, tích cực hoàn thành tốt nhiệm vụ tuyển sinh, tùy theo thành tích cụ thể, Trưởng ban Ban Tuyển sinh quân sự các cấp hoặc Chủ tịch Hội đồng tuyển sinh trường xem xét, quyết định khen thưởng, hoặc đề nghị cấp có thẩm quyền khen thưởng theo quy định của pháp luật về thi đua khen thưởng.
Điều 83. Xử lý vi phạm
1. Việc xử lý các tổ chức, cá nhân vi phạm quy chế thi, thực hiện theo quy định tại quy chế thi trung học phổ thông quốc gia.
2. Các tổ chức, cá nhân tham gia công tác tuyển sinh, nếu vi phạm, quy chế, thì tùy theo mức độ vi phạm, sẽ bị xem xét, xử lý theo quy định của Điều lệnh Quản lý bộ đội Quân đội nhân dân Việt Nam và quy định của pháp luật.
Chương XIII
ĐIỀU KHOẢN THI HÀNH
Điều 84. Tổ chức thực hiện
1. Về công tác tạo nguồn và bồi dưỡng nguồn tuyển sinh
a) Chỉ huy các đơn vị trực thuộc Bộ Quốc phòng và các cơ quan chức năng có liên quan chịu trách nhiệm trước Quân ủy Trung ương và Bộ Quốc phòng về chất lượng tạo nguồn, bồi dưỡng nguồn và chất lượng công tác sơ tuyển, làm hồ sơ đăng ký dự tuyển cho đối tượng quân nhân và thanh niên học sinh ở các tỉnh trực thuộc quân khu và các đơn vị trực thuộc;
Trường hợp đơn vị có nhiều quân nhân đăng ký dự tuyển, phải ưu tiên quân số cho nhiệm vụ sẵn sàng chiến đấu; Ban Tuyển sinh quân sự đơn vị tổ chức kiểm tra, sơ tuyển chặt chẽ, lựa chọn số quân nhân có chất lượng tốt lập hồ sơ đăng ký đi dự tuyển; tổ chức cho quân nhân đến địa điểm thi theo đúng quy định;
b) Các quân khu chỉ đạo Ban Tuyển sinh quân sự cấp tỉnh, cấp huyện chủ động báo cáo với cấp ủy, chính quyền địa phương và các cơ quan, đoàn thể ngoài Quân đội có liên quan, cùng chỉ đạo và phối hợp thực hiện công tác tuyên truyền, giáo dục hướng nghiệp quân sự cho thanh niên, nhất là đối với khu vực phía Nam, vùng sâu, vùng xa, miền núi, hải đảo, kết hợp tuyển quân với tuyển sinh và tạo nguồn phát triển Đảng, đảm bảo cho công tác tuyển sinh quân sự hằng năm đạt kết quả tốt.
2. Tăng cường thực hiện công tác tuyên truyền hướng nghiệp vào các trường trong Quân đội:
a) Cục Tuyên huấn thuộc Tổng cục Chính trị chịu trách nhiệm tham mưu, chỉ đạo các cơ quan, đơn vị, các trường tổ chức thực hiện công tác tuyên truyền hướng nghiệp vào các trường trong Quân đội; phối hợp với Cơ quan Thường trực Ban Tuyển sinh quân sự Bộ Quốc phòng tổ chức gặp gỡ các cơ quan thông tấn, báo chí, thông tin đại chúng trong và ngoài Quân đội để tuyên truyền về các nhà trường trong Quân đội và công tác tuyển sinh quân sự;
b) Cơ quan Thường trực Ban Tuyển sinh quân sự Bộ Quốc phòng chịu trách nhiệm phát hành tài liệu: Những điều cần biết về tuyển sinh vào đào tạo đại học, cao đẳng trong Quân đội; chủ trì tổ chức gặp gỡ các cơ quan thông tấn, báo chí, thông tin đại chúng trong và ngoài Quân đội, cử cán bộ chuyên trách tham gia tư vấn trên các phương tiện thông tin đại chúng và ngày hội hướng nghiệp tuyển sinh do các báo, đài tổ chức để tuyên truyền công tác tuyển sinh quân sự ở cấp Bộ Quốc phòng;
c) Các trường tự tổ chức tuyên truyền về trường mình, ngành nghề đào tạo, chính sách, chế độ đãi ngộ của Nhà nước và Quân đội trong tuyển sinh, đào tạo và sử dụng cán bộ khi tốt nghiệp ra trường, từng bước xây dựng được thương hiệu nhà trường trong Quân đội; làm băng, đĩa hình (dạng tư liệu) và tài liệu tuyên truyền gửi Ban Tuyển sinh quân sự các tỉnh; chủ động tuyên truyền trên trang thông tin điện tử (website) của trường, của Bộ Giáo dục và Đào tạo, Sở Giáo dục và Đào tạo các tỉnh, thành phố, Kênh truyền hình Quốc phòng Việt Nam, Cổng thông tin điện tử Bộ Quốc phòng; đặc biệt là thu hút được số thí sinh giỏi, tài năng dự tuyển vào các trường trong Quân đội.
3. Cổng Thông tin điện tử Bộ Quốc phòng (http://bqp.vn) là địa chỉ chính thức của Ban Tuyển sinh quân sự Bộ Quốc phòng thông tin về công tác tuyển sinh quân sự và thông báo kết quả tuyển sinh đại học, cao đẳng quân sự.
4. Các cơ quan thông tấn, báo chí trong Quân đội tới các điểm thi tuyển sinh nắm tình hình và đưa tin phải trình thẻ nhà báo, thẻ phóng viên và được sự đồng ý của Chủ tịch Hội đồng tuyển sinh hoặc Trưởng ban Coi thi trường tổ chức thi; đối với phóng viên các cơ quan thông tấn, báo chí ngoài Quân đội phải có thêm Giấy giới thiệu hoặc thông báo nhất trí của Cục Tuyên huấn.
5. Các đơn vị, địa phương, kiện toàn Ban Tuyển sinh quân sự các cấp, các nhà trường kiện toàn Hội đồng tuyển sinh quân sự và hoạt động đúng chức năng, nhiệm vụ của từng cấp theo quy định của Bộ Quốc phòng.
6. Các cơ quan, đơn vị thuộc Bộ Quốc phòng theo chức năng hiệp đồng chặt chẽ, hướng dẫn, kiểm tra, giúp đỡ mọi mặt cho các đơn vị, địa phương, nhà trường, cơ quan cấp dưới thực hiện công tác tuyển sinh quân sự đạt kết quả tốt.
7. Ban Tuyển sinh quân sự Bộ Quốc phòng có trách nhiệm hướng dẫn cụ thể về kế hoạch tuyển sinh; quyết định thành lập các đoàn chức năng thanh tra, kiểm tra công tác tuyển sinh vào các trường trong Quân đội.
Điều 85. Hiệu lực thi hành
Thông tư này có hiệu lực thi hành kể từ ngày 01 tháng 5 năm 2016 và thay thế Thông tư số 03/2014/TT-BQP ngày 16 tháng 01 năm 2014 của Bộ trưởng Bộ Quốc phòng quy định chi tiết và hướng dẫn thực hiện công tác tuyển sinh vào các trường trong Quân đội, Thông tư số 10/2015/TT-BQP ngày 11 tháng 3 năm 2015 của Bộ trưởng Bộ Quốc phòng sửa đổi, bổ sung một số điều tại Thông tư số 03/2014/TT-BQP ngày 16 tháng 01 năm 2014 của Bộ trưởng Bộ Quốc phòng quy định chi tiết và hướng dẫn thực hiện công tác tuyển sinh vào các trường trong Quân đội.
Điều 86. Trách nhiệm thi hành
1. Tổng Tham mưu trưởng, Thủ trưởng các cơ quan, đơn vị, Giám đốc (Hiệu trưởng) các trường trong Quân đội, tổ chức và cá nhân liên quan chịu trách nhiệm thi hành Thông tư này.
2. Trong quá trình thực hiện, các cơ quan, đơn vị kịp thời phản ánh những khó khăn, vướng mắc về Ban Tuyển sinh quân sự Bộ Quốc phòng (qua Cục Nhà trường) để xem xét, giải quyết.
