CIRCULAR
Regulations on Supervision of Water Resource Exploitation and Utilization
On the basis of the Law on Water Resources dated June 21, 2012;
Pursuant to Decree No. 201/2013/NĐ-CP dated November 27, 2013 of the Government detailing implementation of certain provisions of the Law on Water Resources;
On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the proposal of the Director of the Water Resources Management Department and the Head of the Legal Department;
The Minister of Natural Resources and Environment issues this Circular to regulate supervision of water resource exploitation and utilization.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates supervision of water resource exploitation and utilization for organizations and individuals (hereinafter referred to as facilities) having water resource exploitation and utilization works (excluding seawater exploitation and utilization) falling under one of the following cases requiring a permit:
1. Reservoir works exploiting surface water for power generation with installed capacity over 50 kW, including reservoirs combined with power generation.
2. Reservoir works exploiting surface water with a scale over 0.1 m3/second for supplying water for agricultural production and aquaculture; over 100 m3/day-night for other purposes.
3. Canal, pumping station works and other surface water exploitation works not covered by Clause 1 and Clause 2 of this Article with a scale over 0.1 m3/second for supplying water for agricultural production and aquaculture; over 100 m3/day-night for other purposes.
4. Underground water exploitation works with a scale over 10 m3a) An application form for extension or amendment of the permit;
Article 2. Applicability
This Circular applies to state agencies, organizations, and individuals related to the supervision of water resource exploitation and utilization activities (excluding seawater exploitation and utilization).
1. Ensuring accuracy, honesty, objectivity, and convenience for the exploitation and utilization of information and data on water resource exploitation and utilization.
2. Ensuring systematic, timely, comprehensive, and continuous control of water resource exploitation and utilization activities.
3. Ensuring consistency and synchronization of information and data in terms of space and time between central, local levels, and each river basin.
4. Ensuring consistency between supervision requirements and monitoring activities of facilities licensed for water resource exploitation and utilization.
5. Monitoring parameters must be measured directly or calculated indirectly from other measurement parameters but must ensure accuracy and honesty.
Supervision of water resource exploitation and utilization activities refers to the control of such activities by competent state management agencies through the tracking of monitoring data from facilities exploiting and utilizing water resources. The supervision stipulated in Articles 10, 11, 12, and 13 of this Circular shall be carried out in the following forms:
1. Automatic online supervision: tracking automatically and continuously measured data connected and transmitted directly into the water resource exploitation and utilization supervision system (hereinafter collectively referred to as the supervision system).
2. Periodic supervision: tracking periodically updated measurement data into the supervision system.
3. Camera-based supervision: tracking images captured by cameras connected and transmitted directly and continuously into the supervision system.
Chapter II
WATER RESOURCE EXPLOITATION AND UTILIZATION SUPERVISION SYSTEM
Article 5. Supervision System
1. The water resource exploitation and utilization supervision system is a unified system ensuring connectivity and sharing of information and data from facilities exploiting and utilizing water resources with state management agencies from central to local levels, comprising the following components:
a) Network infrastructure, server systems; software managing permits, supervising water resource exploitation and utilization at central and local levels (hereinafter collectively referred to as supervision software);
b) Supervision system database, including: common water resource permit information of central and local levels; aggregated measurement and monitoring data of water resource exploitation and utilization works and other information and data serving supervision (hereinafter collectively referred to as supervision database) at central and local levels;
c) Measurement equipment connecting, transmitting directly, and updating data from facilities with water resource exploitation and utilization works into the supervision database through network infrastructure, servers, and supervision software.
2. Investment and construction of the supervision system:
a) The Ministry of Natural Resources and Environment invests in constructing the central supervision system as specified in point a and point b of Clause 1 of this Article;
b) Provincial People's Committees (hereinafter abbreviated as provincial People's Committee) invest in constructing the local supervision system as specified in point a and point b of Clause 1 of this Article.
3. Information and data from the supervision system serve as one of the bases for inspection, examination, and administrative violation handling activities in compliance with exploitation and utilization water resource permit regulations and other laws on water resources.
Article 6. Requirements for network infrastructure, servers, and monitoring software
1. The network infrastructure, servers, and other auxiliary devices used to install and deploy monitoring software must meet the following requirements:
a) Network infrastructure must ensure safety, security, and stable operation; it must meet the requirements for connection, data transmission, and data updates from measurement and observation devices of water resource exploitation and utilization projects to the monitoring database; it must also meet operational requirements for management staff and interconnection, data exploitation, and sharing between central and local monitoring systems.
b) Server systems must ensure the ability to process and store data according to the design of the monitoring software; they must ensure the number of servers deployed under a backup mechanism, ready to serve.
2. Monitoring software is designed to run on a web platform, with an interface compatible with access devices (personal computers, tablets, smartphones); it must ensure connectivity and information/data sharing with other systems through data services (web service); it must comply with government regulations on information system security levels and meet specific requirements stipulated in Appendix I of this Circular.
Article 7. Requirements for the monitoring database
1. The monitoring database must be organized and arranged reasonably for access, exploitation, management, and regular updates.
2. The monitoring database includes:
a) Information on central and local common water resources permits as specified in Appendix II of this Circular;
b) For databases of surface water exploitation and utilization projects: collect information and data on minimum flow discharge rates, discharge rates through power plants, discharge rates over spillways, reservoir water levels for surface water resource exploitation activities for power generation; exploitation discharge rates, minimum flow discharge rates, reservoir water levels, discharge rates over spillways, water quality during exploitation (if applicable) for surface water exploitation and utilization projects for agricultural purposes, aquaculture, and other uses;
c) For databases of groundwater exploitation and utilization projects: groundwater levels in observation wells, groundwater levels in exploitation wells, exploitation discharge rates, water quality during exploitation (if applicable);
d) Camera data (if available).
Article 8. Requirements for measurement devices, connections, and data transmission at facilities with projects
1. Measurement devices at water resource exploitation and utilization projects must meet the main requirements as follows:
a) Have a measurement range suitable for the values being measured;
b) Operate continuously, connect, and transmit information and data to the data collection and storage devices of the monitoring database;
c) For automatic water level and flow measurement devices, the measurement time must ensure no more than once every 15 minutes; for surveillance cameras, the recording speed must not be less than one frame per minute;
d) All types of measurement devices before being put into use must ensure quality, technical standards, and specifications according to current laws on product quality and goods and must be controlled for metrology (calibration, verification, testing) according to current laws on metrology.
2. Measurement errors when measuring must ensure absolute error does not exceed 1 cm for water level parameters; relative error does not exceed 5% compared to actual measured values for flow parameters.
3. Measurement devices, connections, and data transmission must have appropriate data connection standards specifically defined in Appendix III of this Circular.
Article 9. Sharing and Exploiting Water Resources Monitoring Data
1. The central and local water resources monitoring systems shall ensure connectivity and data sharing requirements as prescribed by state agencies for management, connection, and sharing of digital data.
2. The central monitoring system shall ensure connectivity and data sharing with the National Database on Natural Resources and Environmental Monitoring, other information systems, and databases according to the e-Government architecture for natural resources and environmental sectors; and share data with local monitoring systems for water resource exploitation and utilization projects within their jurisdictions.
3. The local monitoring system shall ensure connectivity and data sharing with the central monitoring system; and share monitoring data with other information systems and databases according to the provincial e-Government architecture.
MONITORING WATER RESOURCES EXPLOITATION AND UTILIZATION ACTIVITIES
Article 10. Monitoring Activities for Water Resource Exploitation and Utilization at Reservoirs for Power Generation
1. Monitoring Parameters:
a) Reservoir water level;
b) Minimum flow discharge rate (if applicable);
c) Discharge rate through the power plant;
d) Flow rate over spillway.
2. Monitoring Methods:
a) Reservoirs with a total capacity of one million cubic meters (01 million m³) or more: automatic and online monitoring of parameters specified in Clause 1 of this Article; camera monitoring of parameters specified in Points b, c, and d of Clause 1 of this Article.3 b) Reservoirs with a total capacity less than one million cubic meters (01 million m³): automatic and online monitoring of parameters specified in Points a, b, and c of Clause 1 of this Article; periodic monitoring of the parameter specified in Point d of Clause 1 of this Article; camera monitoring of parameters specified in Points b and d of Clause 1 of this Article.
3. Monitoring Frequency:3a) For automatically and continuously monitored parameters, not exceeding once every fifteen minutes.
b) For periodically monitored parameters, at least at 01:00, 07:00, 13:00, and 19:00 during flood season; not exceeding once every twelve hours and at least at 07:00 and 19:00 during dry season; and updating data into the monitoring system before 10:00 AM the following day.
Article 11. Monitoring Activities for Water Resource Exploitation at Reservoirs for Agricultural Production, Aquaculture, and Other Purposes
c) Extraction flow rate;
đ) Water quality during extraction (if applicable).
1. Monitoring Parameters:
a) Reservoir water level;
b) Minimum flow discharge rate (if applicable);
a) Reservoirs with a total capacity of three million cubic meters (03 million m³) or more: automatic and online monitoring of parameters specified in Points a, b, c, and d of Clause 1 of this Article; periodic monitoring of the parameter specified in Point đ of Clause 1 of this Article.
d) Discharge rate over the spillway;
b) Reservoirs with a total capacity from one million cubic meters (01 million m³) to less than three million cubic meters (03 million m³): automatic and online monitoring of parameters specified in Points a, b, and c of Clause 1 of this Article; periodic monitoring of the parameters specified in Points d and đ of Clause 1 of this Article.
2. Monitoring Methods:
c) Reservoirs with a total capacity less than one million cubic meters (01 million m³): periodic monitoring of parameters specified in Clause 1 of this Article.3 a) For parameters monitored automatically and continuously and periodically monitored parameters, follow the provisions set out in Clause 3 of Article 10 of this Circular.
b) For water quality parameters during extraction specified in Point đ of Clause 1 of this Article, update data into the monitoring system within five working days from the date of analysis results.3 up to less than three (03) million cubic meters3: implement automatic, online monitoring for the parameters specified in points a, b, and c of Clause 1 of this Article, and periodic monitoring for the parameters specified in points d and đ of Clause 1 of this Article;
c) Reservoirs with a total capacity of less than one (01) million cubic meters3: implement periodic monitoring for the parameters specified in Clause 1 of this Article.
b) For periodically monitored parameters, at least at 01:00, 07:00, 13:00, and 19:00 during flood season; not exceeding once every twelve hours and at least at 07:00 and 19:00 during dry season; and updating data into the monitoring system before 10:00 AM the following day.
a) For parameters subject to automatic, online monitoring and periodic monitoring, implement in accordance with the provisions of Clause 3 of Article 10 of this Circular;
b) For water quality parameters during exploitation as specified in point đ of Clause 1 of this Article, update data into the monitoring system not later than five (05) working days from the date of analysis results.
Article 12. Supervision of exploitation activities for culverts, pumping stations, and other surface water exploitation works
1. Monitoring Parameters:
a) Exploitation flow rate;
b) Water quality during the exploitation process (if applicable).
2. Forms of supervision: Regular supervision shall be carried out for the parameters specified in Clause 1 of this Article.
b) For periodically monitored parameters, at least at 01:00, 07:00, 13:00, and 19:00 during flood season; not exceeding once every twelve hours and at least at 07:00 and 19:00 during dry season; and updating data into the monitoring system before 10:00 AM the following day.
a) For the exploitation flow rate parameter specified in Point a, Clause 1 of this Article: Not more than once every twelve hours and at least at the times of 07:00 and 19:00 for exploitation flow rates for agricultural production and aquaculture purposes; not more than once every twenty-four hours for exploitation flow rates for other purposes, and data must be updated into the monitoring system before 10:00 AM the next day. For exploitation flow rates for other purposes, it is calculated as the total volume of water extracted and used in one (01) day, measured in cubic meters (m3/day-night;
b) For the water quality parameter during the exploitation process specified in Point b, Clause 1 of this Article, data must be updated into the monitoring system within no more than five working days from the date of analysis results.
Article 13. Supervision of underground water exploitation activities
1. Monitoring Parameters:
a) Exploitation flow rate of each drilled well, dug well, excavation pit, tunnel, exposed vein, cave exploited under the work;
b) Water level in the exploitation well for drilled wells and dug wells;
c) Water quality during the exploitation process (if applicable);
d) For works with a scale of three thousand (3,000) m3/day-night or more, in addition to supervising the parameters specified in Points a, b, and c of this clause, also supervise the water level parameter in observation wells.
2. Monitoring Methods:
a) For works with a scale of three thousand (3,000) m3/day-night or more: Automatic online monitoring shall be conducted for the parameters specified in Points a, b, and d of Clause 1 of this Article, regular monitoring shall be conducted for the parameter specified in Point c of Clause 1 of this Article;
b) For works with a scale of one thousand (1,000) m3/day-night to less than 3,000 m3/day-night: Automatic online monitoring shall be conducted for the parameters specified in Points a and b of Clause 1 of this Article, regular monitoring shall be conducted for the parameter specified in Point c of Clause 1 of this Article;
c) For works with a scale from two hundred (200) m3/day-night to less than one thousand (1,000) m3/day-night: Automatic online monitoring shall be conducted for the parameter specified in Point a of Clause 1 of this Article, regular monitoring shall be conducted for the parameters specified in Points b and c of Clause 1 of this Article;
d) For works with a scale from over ten (10) m3/day-night to less than two hundred (200) m3/day-night: Regular monitoring shall be conducted for the parameters specified in Points a, b, and c of Clause 1 of this Article.
b) For periodically monitored parameters, at least at 01:00, 07:00, 13:00, and 19:00 during flood season; not exceeding once every twelve hours and at least at 07:00 and 19:00 during dry season; and updating data into the monitoring system before 10:00 AM the following day.
a) For automatic online monitoring parameters: Not more than once every hour;
b) For regularly monitored parameters: Not more than once every twenty-four hours, and data must be updated into the monitoring system before 10:00 AM the next day for flow rate and water level parameters; for water quality parameters during the exploitation process, data must be updated into the monitoring system within no more than five working days from the date of analysis results;
The supervision of surface water exploitation and utilization activities for hydropower reservoirs or combined hydropower and irrigation reservoirs as stipulated in Clause 1, Article 1 of this Circular shall be implemented as follows:
The supervision of surface water exploitation and utilization activities for reservoirs used for agricultural production, aquaculture, and other purposes as stipulated in Clause 2, Article 1 of this Circular shall be implemented as follows:
The location, parameters, and frequency of water quality monitoring for supervision shall be carried out according to the provisions of the permit for surface water exploitation and utilization (if applicable).
The supervision of surface water exploitation and utilization activities for culverts, pumping stations, and other surface water exploitation works as stipulated in Clause 3, Article 1 of this Circular shall be implemented as follows:
The location, parameters, and frequency of water quality monitoring for supervision shall be carried out according to the provisions of the permit for surface water exploitation and utilization (if applicable).
The supervision of underground water exploitation and utilization activities from works as stipulated in Clause 4, Article 1 of this Circular shall be implemented as follows:
The location, parameters, and frequency of water quality monitoring for supervision shall be carried out according to the provisions of the permit for underground water exploitation and utilization (if applicable).
Chapter IV
RESPONSIBILITIES OF STATE AGENCIES, ORGANIZATIONS, AND INDIVIDUALS IN THE SUPERVISION OF WATER RESOURCE EXPLOITATION AND UTILIZATION
IN THE MONITORING OF WATER RESOURCES EXPLOITATION AND USE
Article 14. Responsibilities of Central Management Agencies
1. The Water Resources Management Department:
a) Take the lead and coordinate with relevant units to build the network infrastructure, server systems, and monitoring software in accordance with the provisions of this Circular;
b) Take the lead and coordinate with relevant units to establish a database for central and local shared water resources permits information; establish a database on information and measurement data from water resource exploitation and utilization projects licensed by the Ministry of Natural Resources and Environment;
c) Update information on valid water resource permits issued by the Ministry of Natural Resources and Environment into the central and local shared water resources permit information database;
d) Manage, operate, maintain, and upgrade the central monitoring system and advise the Minister of Natural Resources and Environment on directing the construction, management, and operation of the national monitoring system;
đ) Organize the management and supervision of water resource exploitation and utilization activities within the licensing authority of the Ministry of Natural Resources and Environment;
e) Guide the connection and transmission of data into the central monitoring system for water resource exploitation and utilization facilities licensed by the Ministry of Natural Resources and Environment;
g) Take the lead and coordinate with relevant units to inspect, cooperate in audits, and handle violations according to their authority or recommend competent authorities to handle cases where water resource exploitation and utilization facilities violate the provisions of this Circular;
2. The Department of Information Technology and Environmental Resource Data:
a) Lead the guidance on building and operating local monitoring systems to ensure connectivity and data sharing with the central monitoring system; coordinate in guiding the connection and transmission of data into the central monitoring system for water resource exploitation and utilization facilities licensed by the Ministry of Natural Resources and Environment;
b) Coordinate with the Water Resources Management Department in maintaining and upgrading the central water resources monitoring system.
Article 15. Responsibilities of Local Management Agencies
1. The People's Committee of the province directs the Department of Natural Resources and Environment and related agencies and units to build network infrastructure, server systems, and monitoring software in accordance with the provisions of this Circular; establish a database on information and measurement data from water resource exploitation and utilization projects licensed by the provincial People's Committee;
2. The Department of Natural Resources and Environment:
a) Update information on valid water resource permits issued by the provincial People's Committee into the central and local shared water resources permit information database;
b) Manage, operate, maintain, and upgrade the local monitoring system; report to the provincial People's Committee on the results of water resource exploitation and utilization monitoring in the locality;
c) Organize the management and supervision of water resource exploitation and utilization activities within the licensing authority of the provincial People's Committee and coordinate with the Water Resources Management Department to supervise activities within the licensing authority of the Ministry of Natural Resources and Environment;
d) Guide the connection and transmission of data into the local monitoring system for water resource exploitation and utilization facilities licensed by the provincial People's Committee;
đ) Inspect and audit the implementation of monitoring regulations and handle violations according to their authority or recommend competent authorities to handle cases where facilities in the locality violate the provisions of this Circular.
1. Investment, installation, management, operation, maintenance, and upkeep of measuring and monitoring equipment at water resource exploitation and utilization facilities in accordance with point c, Clause 1, Article 5 of this Circular.
2. Completion of connection, direct transmission, and regular updating of data into the monitoring system as prescribed by this Circular before the commencement of exploitation operations at the facility.
3. Storage and provision of information and data on water resource exploitation and utilization for inspection and supervision purposes or upon request from competent state agencies.
Chapter V
IMPLEMENTING PROVISIONS
Article 17. Transitional Provisions
1. For provinces and centrally-administered cities that have not yet established a monitoring system or have established such systems but do not fully meet the requirements stipulated in this Circular, they must complete new construction or review and upgrade their monitoring systems to ensure compliance with the requirements set forth in this Circular by September 30, 2023.
2. The National Water Resources Management Agency and Provincial Departments of Natural Resources and Environment shall be responsible for updating water resource permit information into the centralized database of water resource permit information at both central and local levels by June 30, 2022 (for permits issued prior to the effective date of this Circular) and within five working days from the date of issuance of the permit (for permits issued after the effective date of this Circular).
3. Facilities with water resource exploitation and utilization projects that have not implemented or have not adequately met the monitoring requirements must complete the installation of equipment, connection, and data transmission to the monitoring system as prescribed in this Circular by December 31, 2023, for projects licensed by provincial People's Committees, and by December 31, 2022, for projects licensed by the Ministry of Natural Resources and Environment.
Specifically, for reservoir projects specified in points a and b, Clause 2, Article 11, they must develop plans, complete the installation of equipment, connection, and data transmission to implement automatic online monitoring of parameters as prescribed in this Circular by December 31, 2025, and must continue periodic data updates for parameters specified in Clause 1, Article 11 until the completion of automatic online monitoring equipment installation, connection, and data transmission.
4. Facilities with underground water extraction wells constructed before the effective date of this Circular that cannot install automatic water level measurement equipment or manually measure water levels in the well must, based on actual conditions, drill additional observation wells in the same aquifer layer, no more than 10 meters away from the extraction well, to monitor water levels for supervision purposes.
Drilling of observation wells must comply with regulations on groundwater protection during drilling, excavation, exploration, and extraction activities, and must report to the National Water Resources Management Agency (in cases where permits are issued by the Ministry of Natural Resources and Environment) or the Provincial Department of Natural Resources and Environment (in cases where permits are issued by provincial People's Committees) when connecting and transmitting data into the monitoring system.
5. Facilities with water resource exploitation and utilization projects that have already installed equipment, connected, transmitted, and updated data to the monitoring system according to Circular No. 47/2017/TT-BTNMT dated November 7, 2017, of the Ministry of Natural Resources and Environment may continue to operate or adjust their operations according to this Circular to continue monitoring as required.
Article 18. Effective Date
1. This Circular takes effect from November 30, 2021, and replaces Circular No. 47/2017/TT-BTNMT dated November 7, 2017, of the Minister of Natural Resources and Environment regarding the supervision of water resource exploitation and utilization.
2. During the implementation of this Circular, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to promptly reflect these issues to the Ministry of Natural Resources and Environment for guidance./.

Appendix I
REQUIREMENTS FOR MONITORING SOFTWARE AND INFORMATION SHARING
MONITORING INFORMATION SHARING
I. Monitoring Software
The water resource management software must have the following basic functions:
1. Managing information on various types of water resource permits, including: Surface water exploitation and utilization permit; Underground water exploitation and utilization permit; Wastewater discharge permit into water sources; Sea water exploitation and utilization permit; Groundwater drilling profession permit; Underground water exploration permit.
2. Managing information on water resource exploitation and utilization facilities.
3. Allowing the owners of exploitation and utilization facilities to transmit online data from monitoring devices to the supervisory software, updating periodic monitoring data and submitting reports on exploitation and utilization activities according to regulations.
4. Receiving automatic monitoring data and periodic monitoring data from water resource exploitation and utilization facilities.
5. Monitoring the connection status and data transmission of automatic monitoring stations, sending warnings and notifications to facility owners when their monitoring station loses connection or fails to transmit data at the prescribed frequency.
6. Monitoring automatic monitoring data of exploitation and utilization facilities, sending warnings/notifications to facility owners when measured parameter values exceed permitted thresholds specified in the permit or when data does not conform to the structure and format of the software.
7. Monitoring through a connected camera system that transmits directly to the supervisory system.
8. Managing monitoring data for each exploitation and utilization facility.
9. Managing supervisory information data for exploitation and utilization facilities, including: connection history; threshold breach history; notification/warning history.
10. Updating information on equipment calibration and verification.
11. Statistics and reporting according to regulations (report templates as stipulated in Circular No. 31/2018/TT-BTNMT dated December 26, 2018 issued by the Ministry of Natural Resources and Environment).
12. Displaying the locations of monitoring stations and exploitation/utilization facilities on the base map according to laws on surveying and mapping.
13. II. Information on Monitoring Stations and Measurement Data of Water Resource Extraction Projects
In addition to the above data, there are other tables serving the supervision of water resource extraction and usage such as: directory tables, configuration tables for monitoring stations, surveillance data tables, notification tables, warning tables... The unit responsible for building the system shall design them appropriately.

I. Requirements for the data receiving, transmitting and managing system (data logger)
The data receiving, transmitting and managing system at sites where automatic and continuous water resource monitoring equipment is installed must meet the following minimum requirements:
1. Receiving, storing and managing monitoring data at the data logger:
a) The system must be directly connected to measuring devices, analyzers, controllers (data controllers), not through other devices; model according to Section 1 Part II of this Appendix;
b) The output signal of the system must be digital;
c) Ensure continuous storage of at least the most recent 30 days of data. The minimum data stored include: measurement parameters, measurement results, units of measurement, time of measurement, status of the measuring device (measuring, calibration, and device error report);
d) Ensure display and extraction of data from the data receiving, transmitting and managing system at the site.
2. Data transmission:
a) Transmit data via FTP, SFTP, FTPS, or Web Service (recommended method: Web Service) to the monitoring system of the data reception agency, not allowing transmission through intermediary systems. The format and content of the data are specified in Section 4 Part II of this Appendix;
b) Data must be transmitted in real-time no later than five minutes after the measurement results are generated by the system;
c) Ensure synchronization with international standard time (GMT+7);
d) In case of data transmission interruption, immediately upon recovery, the system must automatically transmit the data for the interrupted period (make-up transmission). If the data transmission interruption lasts more than twelve hours, the system operator must immediately notify the data reception agency in writing or by email about the cause, measures taken to address the interruption;
đ) The site and system operators must ensure and be responsible for the security and integrity of the data and connection information to the monitoring system.
II. Requirements for data standards and transmission from automatic monitoring stations to the monitoring system

3. Requirements for communication network infrastructure:
a) Transmission medium: Internet;
b) Transmission speed:
- For locations without integrated cameras: minimum of 8 MB/s;
- For locations with integrated cameras: minimum of 24 MB/s per camera.
c) Storage time for cameras: Minimum of 30 days.
4. Data standards and transmission requirements:
a) General provisions:
- MaTinh (*): Abbreviation of the province name where the automatic monitoring station is installed (Defined in (*3));
- KyHieuCongTrinh (*): Abbreviation of the project name, written continuously without spaces, not exceeding 16 characters (self-defined by the enterprise but cannot be changed);
- KyHieuTram (*): Recorded according to the project identifier or well identifier... in the issued license. Written continuously without spaces, not exceeding 16 characters (defined in (*4));
- ThongSoDo: Identifier of the measurement parameter (defined in (*4));
- ThoiGianGui: Time of sending the measurement data file (according to the sender's clock) accurate to the second in yyyyMMddHHmmss format (*1):
+ yyyy: Year format with four digits;
+ MM: Month format with two digits;
+ MM: is the two-digit format for month;
+ dd: is the date format consisting of two digits;
+ HH: is the hour format consisting of two digits (24-hour standard);
+ mm: is the minute format consisting of two digits;
+ ss: is the second format consisting of two digits.
- _ (separator): Is an underscore (_) character;
- Measurement time: Is the actual measurement time according to the format yyyyMMddHHmmss specified at (*1);
- Measurement value: The corresponding measurement value for the parameter measured;
- Measurement unit: Is the unit of measurement for the measured parameter as prescribed;
- Status of the measuring device: (measuring, calibration, and device error reporting) is defined by code numbers. Each code number corresponds to each status of the measuring device according to the table (*2) below:

- Regulations on station symbols, measurement parameter symbols (*4)
Note: (*) are information that shall not be changed over time. All values in the JSON sent back are of type String (string) except for GiaTriDo which is of type Double (floating point number). Water resource exploitation and utilization facilities shall not transmit duplicate data to the monitoring system.
