CIRCULAR

Guidelines for basic material standards and essential equipment to serve health quarantine activities at border gates activities of sanitary quarantine at the border gate

Pursuant to Decree No. 75/2017/NĐ-CP dated June 20, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 89/2018/NĐ-CP dated June 25, 2018 of the Government detailing implementation of certain provisions of the Law on Prevention and Control of Infectious Diseases concerning border health quarantine;

At the proposal of the Director of the Preventive Health Department;

The Minister of Health issues this Circular guiding the basic material standards and essential equipment to serve health quarantine activities at border gates.

Article 1. Scope of Regulation

This Circular guides the basic material standards and essential equipment to serve health quarantine activities at border gates.

Article 2. Applicability

1. Border health quarantine organizations include: International Health Quarantine Centers, Centers for Disease Control with health quarantine activities at border gates.

2. Organizations and individuals related to health quarantine activities at border gates.

Article 3. Basic material standards and essential equipment to serve health quarantine activities at border gates

1. Basic material standards and essential equipment at land border gates are specified in Appendix 1 attached hereto.

2. Basic material standards and essential equipment at railway border gates are specified in Appendix 2 attached hereto.

3. Basic material standards and essential equipment at air border gates are specified in Appendix 3 attached hereto.

4. Basic material standards and essential equipment at waterway border gates are specified in Appendix 4 attached hereto.

5. The basic material standards and essential equipment stipulated in this Circular apply to border gates according to their type and scale. In case of infectious disease outbreaks, border health quarantine organizations shall propose and supplement material infrastructure and equipment to ensure epidemic prevention work in accordance with the guidance of competent authorities.

Article 4. Organization of Implementation

1. Provincial People's Committees and municipal People's Committees directly under the Central Government with border gates are responsible for:

a) Directing relevant units in their jurisdiction to coordinate with border health quarantine organizations to implement health quarantine activities in accordance with regulations;

b) Ensuring conditions for border health quarantine organizations to carry out their activities.

2. Departments of Health of provinces and municipalities directly under the Central Government shall approve plans, quotas, allocation, and supplementation of material infrastructure and equipment to ensure health quarantine activities in accordance with their authority or submit them to higher authorities for approval.

3. Heads of border gate management boards, port directors, station masters, or heads of units entrusted with managing material infrastructure at border gates are responsible for allocating and ensuring material infrastructure to serve health quarantine activities at border gates.

4. Border health quarantine organizations are responsible for:

a) Compiling a list of appropriate material infrastructure and equipment at border gates within their jurisdiction to serve regular health quarantine activities and in case of epidemics, serving as a basis for investment and procurement in accordance with regulations;

b) Preparing plans and budgets, and proposing competent authorities to allocate material infrastructure and equipment to ensure health quarantine activities in accordance with regulations.

Article 5. Effective Date

This Circular takes effect from January 1, 2022

Article 6. Responsibility for Implementation

1. The Preventive Medicine Department is responsible for guiding, organizing the implementation, monitoring, and urging compliance with this Circular.

2. The Director of the Ministry's Office, the Inspector General, Department Heads, Bureau Chiefs, General Directors of Bureaus, General Departments under the Ministry of Health, Provincial Health Department Directors, and organizations and individuals related to this matter are responsible for implementing this Circular.

During implementation, if there are difficulties, they should be promptly reported to the Ministry of Health (Preventive Medicine Department) for consideration and resolution.
