CIRCULAR

ISSUING REGULATIONS AND RULES ON THE ORGANIZATION OF QUALITY CONTROL FOR ENTRY-LEVEL CIVIL SERVANTS

Pursuant to the Law on Cadres and Civil Servants dated November 13, 2008; the Law Amending and Supplementing Certain Provisions of the Law on Cadres and Civil Servants and the Law on Public Officials dated November 25, 2019;

Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 138/2020/NĐ-CP dated November 27, 2020 of the Government on recruitment, use, and management of civil servants;

Pursuant to Decree No. 6/2023/NĐ-CP dated February 21, 2023 of the Government stipulating quality control for entry-level civil servants;

Pursuant to Decree No. 33/2023/NĐ-CP dated June 10, 2023 of the Government on village-level cadres and civil servants and non-professional staff at the commune level, ward level, and neighborhood level;

Based on the proposal of the Director of the Civil Servant - Public Official Department;

The Minister of Home Affairs issues this Circular to stipulate regulations and rules on the organization of quality control for entry-level civil servants.

Article 1. This Circular hereby promulgates the Regulations and Rules on the Organization of Quality Control for Entry-Level Civil Servants attached hereto.

Article 2. Effective Date

This Circular takes effect from January 15, 2024.

Article 3. Responsibility for Implementation

1. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees, relevant organizations, units, and individuals are responsible for implementing this Circular.

2. Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for guidance and resolution./.
