Pursuant to Decree No. 28/2015/NĐ-CP dated March 12, 2015 of the Government detailing implementation of certain provisions of the Labor Law on unemployment insurance;
Pursuant to Decree No. 61/2020/NĐ-CP dated May 29, 2020 of the Government amending and supplementing certain provisions of Decree No. 28/2015/NĐ-CP dated March 12, 2015 of the Government detailing implementation of certain provisions of the Labor Law on unemployment insurance;
Pursuant to Decree No. 233/2025/NĐ-CP dated August 26, 2025 of the Government stipulating financial mechanisms for social insurance, unemployment insurance, health insurance; funding organization and operation of social insurance, unemployment insurance, health insurance;
Pursuant to the Government Decree No. 25/2025/NĐ-CP dated February 21, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 486/QĐ-TTg dated April 19, 2022 of the Prime Minister promulgating the Implementation Plan for Resolution No. 09/2021/UBTVQH15 dated December 8, 2021 of the Standing Committee of the National Assembly on management costs for social insurance, unemployment insurance for the period 2022-2024;

The Minister of Home Affairs issues this Circular on economic-technical norms and unit prices for public services using the Unemployment Insurance Fund.
Article 1. Scope of Regulation
This Circular stipulates economic-technical norms and unit prices for public services using the Unemployment Insurance Fund as prescribed in Decision No. 1474/QĐ-TTg dated November 23, 2023 of the Prime Minister promulgating the list of public services using the Unemployment Insurance Fund.
Article 2. Applicability
The scope of application of this Circular is the subjects prescribed in Article 2 of Decree No. 28/2015/NĐ-CP dated March 12, 2015 of the Government detailing implementation of certain provisions of the Labor Law on unemployment insurance (hereinafter referred to as Decree No. 28/2015/NĐ-CP).
Article 3. Service implementation procedures
Procedures for implementing public services using the Unemployment Insurance Fund as prescribed in Decree No. 28/2015/NĐ-CP, Decree No. 61/2020/NĐ-CP dated May 29, 2020 of the Government amending and supplementing certain provisions of Decree No. 28/2015/NĐ-CP and guiding documents.
Article 4. Economic-technical norms and service unit prices
1. Employment service centers under the Department of Home Affairs are divided into five groups to apply service unit prices using the Unemployment Insurance Fund according to Appendix I attached hereto.
2. Economic-technical norms for public services using the Unemployment Insurance Fund are applied according to Appendix II attached hereto.
3. Unit prices for public services using the Unemployment Insurance Fund are applied according to Appendix III attached hereto.
Article 5. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from December 1, 2025.
2. Heads of central ministries, sectors; Chairpersons of provincial and centrally-administered city People's Committees; relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
3. During the implementation process, if there are any difficulties, agencies, organizations, and individuals are requested to report to the Ministry of Home Affairs for guidance and resolution./.
