Regarding the issuance of poverty standards applicable for the period 2006-2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 06/2005/NQ-CP dated May 6, 2005 of the Government on the regular meeting in April 2005;

Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,

DECISION:

Article 1. Poverty standards applicable for the period 2006-2010 are hereby issued as follows:

1. Rural areas: Households with an average monthly income of 200,000 VND per person (2,400,000 VND per person per year) or less are considered poor households.

2. Urban areas: Households with an average monthly income of 260,000 VND per person (less than 3,120,000 VND per person per year) or less are considered poor households.

Article 2. Relevant ministries and sectors shall supplement and amend support policies for poor households and individuals according to the new poverty standards stipulated in Article 1 of this Decision.

Article 3. The Ministry of Labor, Invalids, and Social Affairs shall coordinate with relevant ministries and sectors to guide provinces and centrally-administered cities in conducting surveys of poor households under the new standards and in developing the National Target Program on Poverty Reduction for the period 2006-2010.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Abolish previous provisions that are contrary to the provisions of this Decision.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for enforcing this Decision./.
