PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. The subjects entitled to benefits under this Decision are voluntary youth who were centrally organized during the anti-French resistance, have completed their tasks, and are still alive.
Article 2. The subjects specified in Article 1 of this Decision shall enjoy health insurance benefits; upon death, the person handling the funeral shall be entitled to a funeral allowance equivalent to that of voluntary youth against the United States as stipulated in Decision No. 290/2005/QĐ-TTg dated November 8, 2005 of the Government Chairman on benefits and policies for certain individuals directly participating in the anti-American resistance but not yet receiving state policies.
Article 3. The Ministry of Labor, Invalids, and Social Affairs shall take the lead and coordinate with relevant agencies to guide the establishment of files and procedures for confirming the subjects to implement the provisions set forth in Article 2 of this Decision.
Article 4. The funding for implementing the provisions of this Decision shall be guaranteed by the central budget.
Article 5. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
