Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Resolution No. 14/2005/NĐ-CP dated November 2, 2005 of the Government on fundamental and comprehensive reform of higher education in Vietnam for the period 2006-2020;
Considering the proposal of the Minister of Education and Training at Circular No. 11334/BGD&ĐT-ĐH-SĐH dated December 7, 2005,
DECISION:
Article 1. The Higher Education Reform Guidance Committee is established with the following members:
1. Mr. Phạm Gia Khiêm, Deputy Prime Minister, Chair.
2. Mr. Nguyễn Minh Hiển, Ministry of Education and Training, Vice-Chair.
3. Mr. Trần Quốc Toản, Deputy Director of the Government Office, Vice-Chair.
4. Mr. Bành Tiến Long, Deputy Minister of Education and Training, Member.
5. Mr. Phan Quang Trung, Deputy Minister of Planning and Investment, Member.
6. Ms. Huỳnh Thị Nhân, Deputy Minister of Finance, Member.
7. Mr. Đặng Quốc Tiến, Deputy Minister of Home Affairs, Member.
8. Mr. Trần Quốc Thắng, Deputy Minister of Science and Technology, Member.
9. Mr. Đặng Hùng Võ, Deputy Minister of Natural Resources and Environment, Member.
10. Mr. Trần Xuân Giá, Head of the Prime Minister's Research Board, Member.
11. Mr. Phạm Phụ, Professor of Hanoi University of Science and Technology, Vietnam National University-Ho Chi Minh City, Member.
The Ministry of Education and Training shall be the permanent body of the Committee. The Committee decides to establish specialized sub-committees comprising experts from relevant fields. The Department of Higher Education and Graduate Studies under the Ministry of Education and Training shall perform the function of the Secretariat of the Committee with the participation of some relevant ministries and sectors.
Article 2. The Higher Education Reform Guidance Committee has the responsibility to assist the Prime Minister in performing the following tasks:
1. Directing the development of detailed projects to implement the goals, tasks, and solutions for higher education reform.
2. Directing the implementation, guiding, urging, inspecting, and evaluating the situation of implementing detailed projects for higher education reform.
3. Studying and proposing important policies and solutions to the Government to accelerate higher education reform in each phase.
Article 3. Operating funds of the Committee:
The regular operating funds of the Committee shall be guaranteed by the state budget and allocated in the annual state budget estimate of the Ministry of Education and Training.
Funds for implementing higher education reform projects shall be allocated according to the decision approving each project by the competent authority and in accordance with current regulations.
Article 4. Documents signed by the Chair of the Committee shall bear the seal of the Government; documents signed by the Vice-Chairs of the Committee shall bear the seal of the Ministry of Education and Training.
Article 5. This Decision shall take effect from the date of signing.
The officials named in Article 1 of this Decision, the Ministers, Heads of ministerial-level agencies, Heads of central government agencies, and Chairmen of provincial and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
