Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to the Prime Minister's opinion agreeing with the Ministry of Education and Training on establishing a subordinate training unit of the University of Fisheries located in Kien Giang Province as stated in Circular No. 305/VPCP-KG dated January 17, 2006 of the Government Office;
Considering the proposal of the University of Fisheries at Report No. 507/ĐHTS dated January 21, 2005 regarding the establishment of the Kien Giang Branch of the University of Fisheries;

Article 1. Establish the Kien Giang Branch of the University of Fisheries.
Article 2. The Kien Giang Branch of the University of Fisheries is a university-level educational institution under the University of Fisheries, having its own legal personality, seal, and separate bank account.
Article 3. The Kien Giang Branch of the University of Fisheries shall have the following tasks:
- Training university-level human resources directly serving the socio-economic development needs of Kien Giang Province and the Mekong Delta region, particularly in the field of fisheries.
- Preparing all necessary conditions for the establishment of a university in Kien Giang in the future.
Article 4. The Kien Giang Branch of the University of Fisheries shall be directly managed by the University of Fisheries. The People's Committee of Kien Giang Province shall cooperate with the University of Fisheries to create favorable conditions for the Kien Giang Branch of the University of Fisheries to fulfill the tasks prescribed in Article 3 of this Decision.
Article 5. This Decision shall take effect 15 days from the date of publication in the Official Gazette.
The Heads of the Ministry's Office, the Department of Organization and Cadres, the Heads of related units under the Ministry, the Rector of the University of Fisheries, and the Chairman of the People's Committee of Kien Giang Province are responsible for implementing this Decision./.
