THE MINISTER OF FINANCE
BASED ON DECREE NO. 77/2003/ND-CP OF JULY 1, 2003 ISSUED BY THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
BASED ON DECISION NO. 880/QD-TTg OF JULY 11, 2008 ISSUED BY THE PRIME MINISTER ON PROVIDING FOOD AID TO FOUR HIGH-MOUNTAINOUS ROCKY DISTRICTS IN THE PROVINCE OF HAGIANG;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE NATIONAL RESERVE AGENCY,
DECISION:
Article 1. THE NATIONAL RESERVE AGENCY SHALL ISSUE WITHOUT CHARGE 1,128 TONS OF RICE FROM THE NATIONAL RESERVE TO BE DELIVERED AT THE DISTRICT CENTERS OF THE PROVINCE OF HAGIANG FOR THE PURPOSE OF ENCLOSING AND PROTECTING FORESTS IN THE FOUR HIGH-MOUNTAINOUS ROCKY DISTRICTS OVER A PERIOD OF TWO YEARS (2008-2009), WITH 564 TONS PER YEAR.
Article 2. THE NATIONAL RESERVE AGENCY IS RESPONSIBLE FOR COORDINATING WITH THE PEOPLE'S COMMITTEE OF THE PROVINCE OF HAGIANG TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE IN ACCORDANCE WITH THE DISTRIBUTION PLAN OF THE PEOPLE'S COMMITTEE OF THE PROVINCE.
THE NATIONAL RESERVE AGENCY SHALL BE ALLOWED TO DECREASE THE NATIONAL RESERVE CAPITAL BY THE AMOUNT OF RICE MENTIONED ABOVE AT THE ACCOUNTING PRICE AS CURRENTLY MONITORED IN THE ACCOUNTING BOOKS AND SETTLE THE ASSISTANCE GOODS ACCORDING TO THE GUIDELINES ALREADY ESTABLISHED.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE DIRECTOR OF THE BUDGET DEPARTMENT, THE DIRECTOR OF THE FINANCE MANAGEMENT DEPARTMENT, THE DIRECTOR OF THE PRICE MANAGEMENT AGENCY AND THE HEAD OF THE MINISTRY'S OFFICE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
