ON THE MANAGEMENT OF FOREIGN PAINTINGS AND PHOTOGRAPHS ILLEGALLY IMPORTED INTO THE COUNTRY
MINISTER OF CULTURE
WHEREAS Article 31 of the Law on the Organization of the Council of Ministers dated July 4, 1981;
WHEREAS Decree No. 88-HĐBT dated March 27, 1985 and Decision No. 94-HĐBT dated May 28, 1988 of the Council of Ministers on improving the organizational structure of the cultural sector;
WHEREAS Resolution of the Fifth Session of the Eighth National Assembly;
WHEREAS the Directive of the Chairman of the Council of Ministers on urgent issues in the cultural sector;
In order to regulate cultural product trading and contribute to a healthy cultural life for the people.
DECISION:
Article 1.- Immediately cease the sale of foreign paintings and photographs illegally imported into the country through any means.
Article 2.- Organizations and individuals engaged in the trade of paintings, photographs, and foreign cultural products must register and obtain permits from the Provincial Departments of Culture and Information within three months from the date this Decision takes effect.
Article 3.- The Provincial Departments of Culture and Information shall cooperate with the Provincial Public Security Departments and other relevant agencies to immediately launch a campaign to confiscate pornographic, subversive paintings, photographs, and cultural products, including pornographic lighters and matches, Rambo and Commando posters, etc.
Violations will be handled with measures such as confiscation, fines, suspension of business operations, prosecution under the law, etc.
Article 4.- This Decision shall take effect from October 18, 1989.
Article 5.- The Ministry of Culture requests the Chairmen of the People's Committees of provinces, cities, and centrally governed municipalities to direct their Departments of Culture and Information and related agencies such as Public Security, Customs, Finance, etc., to strictly implement this Decision.
